Lot 1 " thematic "has as main objective the organization of thematic events that allow debates on topics established according to CNC NRN 2020.

Total amount of the framework agreement:

- Organizationarea of at least 80 maximum 84 thematic actions for GLTs, - Documenting, monitoring and accurate archiving of all thematic actions carried out, - Centralizing the conclusions and statements formulated in the thematic actions and transposing them into the Reports for each organized GLT,

- Achieve at least 1, 200 maximum of 1, 700 personalized maps for use within- Achieve a minimum of 1, 200 customized 1 700 custom pens for use in thematic actions, - Achieve a minimum of 1, 200 customized 1 700 customized notes for use in thematic actions, - - Print a minimum of 18 000 maximum 25 200 pages for course support,

- Achievement of minimum 9 maximum 12 personalized rolls,

- AchievementMinimum 6 maximum 9 mobile menu mounts

Subsequent contracts:

- Organize at least 20 actions maximum 21 thematic actions for GLTs,

- Documentation, monitoring and correct archiving of all the thematic actions carried out,

- Concentrating the conclusions and the statements made in thematic actions and their transposition into the Reports for each GLT organi- Achieve a minimum of 300 maximum 420 personalized maps for use in thematic actions, - Achieve a minimum of 300 maximum 420 custom pens for use in the thematic actions, - - Achieve at least 300 maximum 420 custom notes for use in thematic actions.

Estimated value of the largest subsea contract: 500 348, 53 RON, without VAT.

Once the DUAE is loaded into SEAP, the economic operator will also present the firm commitment of the supporting third party (commitment to technical and professional support of the bidder / group of economic operators in Section B Form 2) the support or, where appropriate, the subcontracting and / orIf the offer is submitted by an association, each associate (including the leader) will submit the documents and forms mentioned below:

Bidders, third parties and subcontractors must comply with the conflict-of-interest rules provided for in art. 59 and art. 60 of Law no. 98/2016 on public procurement. The declaration according to art. 60 of Law 98/2016 will be presented by all participants together with the submission of the DUAE.

The bidders, third parties and subcontractors should not find themselves in the situations provided by art. 164, 165, 167 of Law no. 98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated:

DUAE correspondent - Part III - Exclusion reasons - A, B, C.

DUAE will be filled by the economic operators(tenderer, associated bidder, subcontractor, third party) with the information related to their situation. The supporting documents proving the fulfillment of the undertaken by completing the DUAE are to be submitted, at the request of the contracting authority, only by the bidder placed on the first place in the intermediate rankings drawn up at the completion of the evaluation ofertelor. The supporting documents may be:

1) tax certificates regarding the lack of overdue debts related to the payment of taxes, duties or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of presentation, 2) the criminal record of the economic operator and members of the management, management or supervisory body of that operatoreconomic or those who have power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / constitutive act; 3) as the case may be, documents demonstrating that the economic operator can benefit from the derogations provided for in Art. 166 par. (2), art. 167 par. (2), art. 171 of Law 98/2016 on public procurement; 4) otherif there is no such documents in the country of origin or in the country where the operator is established, or these do not cover all situations, then the editorial documents issued by the competent authorities of the country of residence

Failure to meet the above conditions is a reason to exclude from the award procedure I offertant / candidate according to art. 167 of Law no. 98 / 2016.

The bidder will demonstrate a minimum level of the global annual average figure for the last 3 years (2015, 2016, 2017), worth at least, for:

Lot 1: 500, 000 RON without VAT,

Lot 2: 1, 100, 000 RON without VAT,

Lot 3: 390, 000 RON without VAT.

The last 3 years are calculated by the deadline for submitting the initial offers ad), chiif after the initiation of the procedure, the contracting authority will postpone this date. The values will be denominated both in Euro and RON at the average RON / EUR exchange rate communicated by the European Central Bank for the respective year: Euro / RON Year 2015 4, 4454, 2016 4, 4904, 2017 4, 5688 RON. If an association of economic operators submits the joint offer, each associate is required to submit the documents ithe economic and financial situation is demonstrated by taking into account the resources of all members of the association. If the tenderer demonstrates his economic and financial capacity by invoking the support given by another person, then he has the obligation to prove his support by presenting a firm commitment of that person by which he-confirms that it will make available to the bidder the financial resources invoked. Foreign legal persons will present relevant documents registered with the competent authorities of the country of origin or provenance or equivalent documents, accompanied by the authorized translation into Romanian, which will indicate the economic and financial situation, including the fulfillment of the value requirementrequired for global business media

1) An economic operator may participate in the procedure only if registered in the SEAP, 2) Correspondence and all documents submitted by the economic operators will be in Romanian, or accompanied by authorized translation in Romanian;

3) The awarding documentation is fully posted in the tender notice published on www.e-auctionse.ro

4) The clarification requests of potential bidders will be addressed exclusively in SEAP, using Form 11 of the "Forms".

Deadline for receiving clarification requests before the deadline for submitting the offer: 23 days 5) The Contracting Authority will respond to the clarifications on the 18th day before the deadline for submission of tenders; 6) The Evaluation Committee will-submit the clarification requests regarding the submitted offers in SEAP to the "Questions" section. The economic operators will send the answers to the clarifications and any requested documents during the evaluation of the offers through SEAP (the "Questions" section), fully in the section corresponding to the respective request, in the form one or more distinct documents / filessigned with the electronic signature;

7) The language that governs the contract is the Romanian language. All communications between the economic operator and the contracting authority will be in Romanian language; 8) For viewing the award documents available on SEAP, an application should be used which allows the opening and checking of any type of electronically signed document, the liver and the application with which the documents have been signed, subject to the observance of Law 455/2001 on electronic signature; 9) According to the provisions of art. 70 of Law no. 99/2016, the offeror will specify in the offer information that is confidential (disclosure of such information would prejudice the legitimate interests of the economic operator, particularly as regards the confidentiality of thecommercial and intellectual property)

10) Information on Associates and / or Subcontractors:

In the case of Associated or subcontracted activities, the following documents will be submitted:

(a) Association Agreement signed and stamped by all the associations, mention that all associates assume collective and joint responsibility for the performance of the contract, and the association's leader isyou are empowered to act on behalf of all associates. The agreement must also stipulate that all associates are bound to remain in association for the entire duration of the contract; (b) A statement signed and stamped by all the Associations, which obliges that if the bid is declared winner, it will present the association agreement in an authentic form, and it will besubmitted to the contracting authority prior to the date of signature of the contract
