Development of draft protection plans for 5 landscape parks and update of protection plans for 2 landscape parks.

Reference Number: SP.7530.1.2017.KD

1. The subject of the contract is the provision of services in the area of developing draft protection plans for 5 landscape parks: The Lower Oder Valley Landscape Park, the Drawski Landscape Park, the Cedynia Landscape Park (together with the West Pomeranian part of the Ujście Warty Landscape Park), the Barlinecko-Gorz-w Landscape Park (in the part located in the West Pomeranian Voivodeship) and the update of protection plans for 2 landscape parks: Szeciński Puszcza B Landscape Parkukowa and Ińsko Landscape Park.

1. The subject of the order is the update of the protection plan for the Szczecin Landscape Park of the Puszcza Bukowa.

2. The selection of the most advantageous bid will be made for each part separately according to the following bid evaluation criteria:

Price 60%

Experience of persons selected to carry out the order 40%

3. The price criterion for each task will becalculated according to the following formula:

(Price of the lowest offer / Price of the examined offer) x 60 = number of points for the price criterion.

4. The criterion, the experience of the persons indicated for implementation for each of the tasks will be calculated on the basis of the following list (according to Annex 1a to the ToR) as follows:

- At least 1 service / work performed - 0 points,

- 2-3 services / work performed - 4 points,

- 4 and moreservices / works performed - 8 points

5. The results within the criteria will be rounded to two decimal places according to the rounding rules.

6. Then the points under criteria 1-2 will be added together. The sum of points awarded under the criteria will be the result of the offer evaluation. The highest number of points calculated in the above way decides about recognizing the offer as the most advantageous.

The ordering party does not pconditions in the above-mentioned scope.

- The Employer shall consider that the contractor is in an economic or financial situation ensuring proper performance of the contract, if the contractor demonstrates that he is insured against civil liability for conducting activities related to the subject of the contract, for a guarantee sum of not less than PLN 100, 000.00.

NOTE:

- When submitting offersy jointly the condition may be met jointly by Contractors jointly applying for the contract,

- The above condition must be met regardless of the extent to which parts the Contractor submits the offer,

- In the event that any value regarding the above condition will be expressed in a foreign currency, the contracting authority will recalculate this value based on the average NBP exchange rate for a given currency fromyou initiating proceedings. The awarding entity shall consider the date of placing the advertisement in a publicly accessible place at its registered office and on its website as the date of initiation of the procedure. If the NBP average exchange rate is not published on that day, the awarding entity will adopt the average exchange rate from the last day before the day of announcement. If they are indicated in any document submitted by the contractoramounts expressed in a currency not currently on the market, the contracting authority will convert these amounts to PLN based on the last average monthly exchange rate of PLN against these currencies, disclosed in the Exchange Rate Table of the National Bank of Poland.

1. Contractors are excluded from the proceedings in relation to which any of the circumstances referred to in art. 24 paragraph 1 point 12-23 and in art. 24 paragraph 5 point 1 Public Procurement Law

2. Communication and submission of offers in the procedure is carried out electronically via https://platformazakupowa.pl/transakcja/315631, subject to the exception expressly indicated in the Terms of Reference.

3. The Contractor shall attach to the offer a current statement as at the date of submitting the offers that it is not subject to exclusion and meets the conditions for participation in the procedure. The subject statementContractor submits in the form EAT. In the case of joint application for the contract, EAT submits each of these contractors. Contractor who relies on the ability or situation of other entities on the principles set out in Article. 22a of the PPL, in order to assess whether he will have the necessary resources to the extent enabling proper performance of the public contract and assess whether the relationship connecting the Contractorwith these entities guarantees real access to their resources is presented in: the obligation of the Other Entity to provide the necessary resources to the Contractor and a separate EAT for each of these entities.

4. Other documents that the Contractor is obliged to submit:

1) Offer form,

2) List of persons referred by the contractor to perform the public contract (for the purposes of assessment criteriaoffers),

3) Proof of payment of the bid security

4) Appropriate powers of attorney

5. OSW. about the capital group should be submitted within the statutory deadline.

6. The Awarding Entity will call the Contractor whose bid has been rated the highest before submitting the order by the deadline valid on the day of submitting the following statements or documents:

1) information from the National Criminal Register inthe scope specified in art. 24 paragraph 1 point 13, 14, 21 of the Public Procurement Law;

2) the Contractor`s statement on the lack of issuing a final court judgment against him or the final administrative decision on arrears in the payment of taxes, fees or contributions for social or health insurance;

3) the Contractor`s statement on the lack of a decision regarding as a precautionary measure forbidding public procurementother;

4) an excerpt from the relevant register or from the central register and information on economic activity, if separate provisions require an entry in the register or register, in order to confirm the absence of grounds for exclusion pursuant to art. 24 paragraph 5 item 1 of the Public Procurement Law;

5) a list of services performed, and in the case of periodic or continuous services also performed;

6) a list of persons addressed bya general contractor to carry out the public contract (for the purpose of the condition of participation in the procedure),

7) documents confirming that the contractor is insured against civil liability in the scope of conducted activities related to the subject of the contract for a guarantee sum specified by the contracting authority.

7. In a situation where the Contractor relies on the capabilities or situation of another entity on the basis ofin art. 22a of the PPL, the Contractor is obliged to submit relevant statements or documents.

8. If the Contractor or Other entity has its registered office or place of residence outside the territory of the Republic of Poland, the Contractor instead of the documents:

1) referred to in para. 6 point 1 submits information from the relevant register or, in the absence of such register, another equivalent document issued byThe competent judicial or administrative authority of the country in which the Contractor has its registered office or place of residence or place of residence has the person to whom the information or document relates, to the extent specified in art. 24 paragraph 1 point 13, 14 and 21 of the PPL;

2) referred to in para. 6 point 4 submits a document or documents issued in the country in which the Contractor is a mass or place of residence, confirming that heits liquidation was opened and no bankruptcy was declared

- issued not earlier than 6 months before the deadline for submitting bids.
