Preparation of a technical project and development plans for the project "Modernization of the Mezdra-Medkovec railway section"

The following tasks are included in the preparation of a technical project and development plans for the project "Modernization of the Mezdra-Medkovets railway section", as follows:

Main Site: Mezdra-Medkovec Railway is part of the VII Mezdra Railway"Vidin. The total length of the railway is 85, 568 km according to the conceptual design for the section Byala-Medkovets and creatures. highway in the fate of Mezdra-R. Byala

The following tasks are included in the scope of the OP with the subject "Preparation of a technical project and development plans for the project" Modernization of the railway section Mezdra-Medkovec ":

Phase I" Review and analysis of the developed conceptual designproject in the Medkovets-Russian White section (baseline information) and proposal for a variant for connection with the existing infrastructure ":

- Task 1" Preparation of contract implementation plans ",

- Task 2" Review and analysis of available developments ",

- Task 3 "Report from Phase I".

Phase II "Technical project, layout plans and conceptual design for part" Signaling and telecommunications ":

- Task 4" Andpreparation of a technical project ",

- Task 5" Technical specifications for construction ",

- Task 6" Project file according to. Art. 45, para. 1 of Ordinance 57 of June 9, 2004 ",

- Task 7" Preparation of preliminary design in the part "Signaling and telecommunications" and technical specifications, including applications, for the subsequent award of engineering ",

- Task 8" Task according to Article 125 of the Spatial Planning Act for elaboration of paraDetailed Design Plans (PDP) ",

- Task 9" Designing Detailed Detailed Plans (PDPs) ",

- Task 10" Carrying out Conciliation Procedures ",

- Task 11" Phase II Report ".

Explanation to Box II.2.5) "Award criteria":

The complex evaluation of the tenders will be made using the formula KO = PT1 PT2, where:

KO - complex evaluation.

PT1 - Financial evaluation -maximum value of 60 points and is calculated using the formula PT1 = (Cmin / Ci) x 60, where:

Cmin is the lowest offered price in BGN of all offers admitted to complex evaluation.

Ci - the price offered by the i-th offer in BGN from all bids admitted for evaluation.

PT2 - Technical assessment.

The maximum value is 40 points and is calculated using the formula PT2 = K 1 K 2 K 3.

TimeThe technician must have professional liability insurance for the design according to Article 171 and / or Article 171a of the Spatial Planning Act. the persons involved in it, who will carry out the relevant activity according to the distribution of the participation of the persons in performing the act

When the tenderer envisages the participation of subcontractors, the subcontractors must meet the relevant selection criteria according to the type and proportion of the contract they are to fulfill and there are no grounds for removal of the procedure

When the participant foresees the involvement of third parties, the third parties must respondof the relevant selection criteria for which the tenderer has invoked their capacity and that there are no grounds for removal from the procedure. Subject to Article 67, Paragraph 5 and Article 112, para. 1, item 2 of the PPA the criterion is proved by the following document:

1) Evidence for the presence of professional liability insurance for design or equivalent.

A participant who meets the conditions of Article 10, para. 1 of the Public Procurement Act The contracting authority has no condition for the establishment of a legal entity under Article 10 (2) of the Public Procurement Act.o the grounds under art. 54, para. 1, items 1-7 of the Public Procurement Act, Art. 55, para. 1, item 1, item 4 and item 5 of the Public Procurement Act and Art. 107 of the Public Procurement Act, the circumstances under Art. 3, item 8 and art. 4 of ZIFODRUPDRLCTDS, as well as the existence of circumstances under Art. 69 of the Anti-Corruption and Confiscation of Illegal Acquisition Act (CITIA). Where the participant is a non-legal entity, it is compulsorya copy of the document for the creation of the merger shall be submitted with a term not shorter than the term for the execution of this public procurement. The document must also contain the following information in connection with this procurement:

1. the rights and obligations of the participants in the association;

2. the distribution of responsibility among the members of the association;

3. the activities that he will performany member of the association.

This document should unconditionally confirm the designation of the partner who represents the association for the purposes of society. the order, as well as the fact that the persons in the association take joint and several liability, together and separately, for their participation and execution of the order. Each non-legal entity member is a subcontractorthey and third parties, if any, must meet the relevant selection criteria and have no grounds for removal from the procedure. Participant for whom there are grounds under Art. 54, para. 1, items 1-7 of the Public Procurement Act and Art. 55, para. 1, items 1, 4 and 5 of the PPA has the right to present evidence under Art. 56 of the PPL. According to Art. 67, para. 1 of the PPA when submitting the offer, the tenderer declaringira lack of grounds for removal from the procedure and compliance with the selection criteria by submitting an electronic single European procurement document (eEEDP). If U. is a non-legal entity, eEDEP is submitted by each of the participants in the merger. Where circumstances relating to the merger are declared, the EEDEP shall also be lodged at noonthe opinion. A separate eEDOP is submitted to subcontractors and third parties. The documents proving the information specified in the EEOPP may be additionally required under the conditions of Art. 67, para. 5 of the PPL. Documents shall be submitted by any non-legal entity member, by subcontractors and by third parties, if any. At the conclusion of the contract the participantt, designated as a contractor, submits documents under Art. 112, para. 1, item 2 of the Public Procurement Act.
