The national road N01 in particular the 22 km long section between the branches Luterbach and Haerkingen belongs to the routes with capacity overloads. The national road N01 in particular the 22 km long section between theBranches Luterbach and Haerkingen belongs to the routes with capacity overloads. In addition, this section no longer complies with the current legal requirements and is in need of repair after 50 years of operation. An expansion from 4 to 6 tracks is to be carried out with a simultaneous overall repair.
The present tender mandate includes the Projektierung track and engineering structures for the lot east. It extends from km 44 100 east of the connection Oensingen - to and with the branch Haerkingen including connection Egerkingen.
The subject of the tender mandate are engineering services for the phase DP / MP and the phases tender, documents for execution, execution and commissioning / Graduation.

The following proofs of suitability / confirmations must be submitted together with the (pre-set) tender documents, otherwise the offer can not be accepted.
EK1: technical efficiency
1 reference object for completed works of comparable complexity and from the same specialist area, which followsatisfying the following requirements:
- new construction or maintenance of a high-performance road (direction-separated and at least 2 lanes in each direction), - specialist areas of track / environment (T / U) and engineering structures (K),
investment volume of at least CHF 100 million ( excl. VAT),
- ASTRA phase DP / MP or SIA 103 phase 41-53 or similar.

Up to 50% of the power may be provided by subcontractors.

Price negotiations are not carried out. In the context of renegotiations, offer adjustments or changes in performance may result in a corresponding price change.
Principles of procedure: The client forgivespublic service contracts for services in Switzerland only to providers guaranteeing compliance with health and safety at work regulations and working conditions for men and women and equal pay for men and women.
Other information:
1) No on-going visit;
2) The date of commencement of the preliminary and main works was after todayLevel of knowledge determined. The financing of this work at the scheduled time is currently not secured. The definitive decision as to when this work can begin will be available after approval of the estimates by the Parliament in December 2021 and after a reconciliation in the years 2022 to 2028, with the Swiss need for development and subcontractingjust like the national roads;

7) The following companies were commissioned to draw up the supporting project: Baenziger Partner AG (Baden), BS AG (Bern ), CSD engineers AG (Zuerich), dsp engineers planer AG (Zuerich), EBP Switzerland AG (Zuerich), Emch Berger AG (Bern), ewp AG (Effretikon), F. Preisig AG (Zurich), Geotechnisches Institut AG (Bern), Grolimund Partner AG (Bern), GVH Tramelan SA (Tramelan), IC Infraconsult AG (Bern), Scherler AG (Lucerne), Roduner BSB Partner AG (Bern), SKK Landschaftsarchitekten AG (Wettingen), Yaver Infrastructure & Services GmbH (Zuerich) They are considered pre-assigned. The project documents prepared by these companies can be downloaded from the ASTRA according to Voto be viewed until the end of the Q & A session. The deadline for the submission of a possible offer by a company or group of companies in which this company participates ends on 9.8.2019. For all other providers, the deadline according to para. 1.4. Based on these measures, the aforementioned companies are admitted as providers in the procedure (Art. 21a VoeB);
8)Based on Art. 36 para. 2 lit. d VoeB and Art. XV, lit. D, GPA, the client reserves the right to assign new similar orders, which refer to the present basic order, according to the open procedure;
9) The procurement of the different mandates is partly parallel and simultaneous and partly serial. A single company, parts of it, theirsChester companies, their holding company, their shareholdings or their owners may be the recipients of several mandates, with a large number of combinations excluded. If a company is a single supplier or member of a consortium after the evaluation of several not combinable mandates (see section 5.3 of the supplement 02 "Pflichtenheft ") in the first place, the client, in consultation with the providers concerned or members of consortia, decides the mandate for which the providers or consortia concerned are selected,
