Flexible Video Endoscopy Equipment Including Maintenance and Capsule Endoscopy

The Common Services Agency (known as National Services Scotland) ('the Authority') acting through its division National Procurement is undertaking this procurement for the supply, delivery and maintenance of Flexible Endoscopes, Endoscopic Video Camera Systems, Associated Accessories and Capsule Endoscopy on behalf of all entities constituted pursuant to the National Health Service (Scotland) Act, 1978 (i.e. NHS Scotland Health Boards, Special Health Boards and the Authority or other NHS Organisation established pursuant to the NHS(Scotland) Act, 1978), any integrated joint boards established pursuant to the new Public Bodies (Joint Working) Scotland Act, 2014. General Practitioners and Service Providers to NHSScotland may also call-off from the Framework in relation to Lot 3 Capsule Endoscopy.
Products included within the scope of Lot 3 are Endoscopy Capsules and Endoscopy Capsule Systems.

It is a requirement of this Framework that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types of insurance indicated below:
Professional Indemnity Insurance = 2 000 000 GBP
Product Liability Insurance = 5 000 000 GBP
1) All candidates will be required to provide a statement, covering 3 previous financial years including the overall turnover of the candidate in respect of the activities which are similar type to the subject matter of the notice.
2) All candidates will be required to provide statement of accounts or extracts relating to their business. See contract/tender documentation which incorporates the requirements of the ESPD(Scotland) and the financial period of reporting is the previous 3 years.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:
Given the specialist nature of equipment associated with this award and the current market landscape it has been assessed that a sub contracting clause is not appropriate for this agreement.
