The CEA center of Valduc has large instruments synchronized to the nanosecond near. The main measurement channelsipales implemented for the acquisition of relevant signals present obsolescence.

The CEA wishes to develop an alternative solution for obsolete components (conditioning and digitization cards) by minimizing the impact on the entire environment in which the procurement system is integrated

It is prohibited to accumulateandidatures: - as an individual candidate and member of one or more groupings, including as an agent,

- as a member of one group and a representative of another.

Newly established companies are authorized to submit their application. If they are unable to produce some of the documents requested in this-their financial and professional capacities by means other than those indicated in this notice and in particular by the presentation of titles or the professional experience of the person or their managers.

The candidate companies must provide the support of their candidacy a file of presentation of the candidate, and the case of each co-contractor, including among others:

- cCompany characteristics: status, legal form, composition of capital, principal shareholders, shareholdings, representatives engaging the firm, total workforce, size, activities, organization chart; a k-bis or equivalent excerpt, - a valid insurance certificate issued by an insurance company (and not a broker) for the candidate and each co-tendererwhere applicable, - the overall turnover and the turnover of the services covered by the contract during the last 3 financial years available, - the last 3 balance sheets and profit and loss accounts of the economic operators for which the preparation of the balance sheets is required by law, - when he belongs to a group, a certificate certifying his commercial autonomy and his-competitive situation vis---vis other companies in the group,

- in case of temporary grouping of companies, provide the grouping agreement or the draft convention.

If the candidate resorts to subcontracting, he must produce the same information and documents concerning this subcontractor. In addition, to justify that it has the capacities of this subcontractor for the executionfrom the market, he brings the proof by any appropriate means. Total subcontracting is prohibited.

1) confidentiality and availability of the Business Consultation File (DCE):

1.1) pursuant to Article 39.II of Decree No. 2016-360 of 25.3.2016 relating to public contracts, in order to protect the confidentiality of certain information, certain documents will be communicated only tox candidates admitted to submit an offer;

1.2) the documents of the consultation contain sensitive information and are subject to a special mention, to ensure their confidentiality. In order to allow these documents to be sent in computer format via the platform PLACE or via CD-ROM, candidates must return the document duly signed to support their application. Din the contrary case, the sensitive documents can not be the subject of an electronic sending and will be addresses in paper form only by mail according to the provisions of appendix 3 of the IGI 1300 of the 30.11.2011;

2) submission of applications:

The application will contain all the elements requested in the presentcontract notice. Any incomplete file submitted may be rejected.

Applications must be submitted electronically only.

Formalism for the submission of applications by electronic means:

a) in order to answer electronically, candidates must submit their application on the platform of Dematerialization of the markets (https://marches-publics.gouv.fr) by following the esteps described in the online user guide (section). The platform is equipped with approved signing and encryption tools. In the case of an electronic reply, the electronic signature is required;

(b) the candidate must have previously acquired an electronic certificate. Obtaining an electronic certificate takes several days, or even weeks,

c) the candidate can-give the CEA several electronic answers for the same advice, especially in the event of forgetting, correcting or supplementing, before the deadline for response as defined in this notice of operation. In this case, the CEA will only take into account the last answer received; previous shipments will not be opened. As a result, the candidate will make all the arrangementsuseful to send a complete file to each answer, within the deadlines.
