Newly established companies are authorized to submit their application. The candidate companies must provide the support of their candidacy a file of presentation of the candidate, and the case of each co-contractor, including among others:

- cCompany characteristics: status, legal form, composition of capital, principal shareholders, shareholdings, representatives engaging the firm, total workforce, size, activities, organization chart; a k-bis or equivalent excerpt, - a valid insurance certificate issued by an insurance company (and not a broker) for the candidate and each co-tendererwhere applicable, - the overall turnover and the turnover of the services covered by the contract during the last 3 financial years available, - the last 3 balance sheets and profit and loss accounts of the economic operators for which the preparation of the balance sheets is required by law, - when he belongs to a group, a certificate certifying his commercial autonomy and his-competitive situation vis---vis other companies in the group,

If the candidate resorts to subcontracting, he must produce the same information and documents concerning this subcontractor. Applications must be submitted electronically only.

Formalism for the submission of applications by electronic means:

a) in order to answer electronically, candidates must submit their application on the platform of Dematerialization of the markets (https://marches-publics.gouv.fr) by following the esteps described in the online user guide (section). The platform is equipped with approved signing and encryption tools. In the case of an electronic reply, the electronic signature is required;

(b) the candidate must have previously acquired an electronic certificate. Obtaining an electronic certificate takes several days, or even weeks,

c) the candidate can-give the CEA several electronic answers for the same advice, especially in the event of forgetting, correcting or supplementing, before the deadline for response as defined in this notice of operation. In this case, the CEA will only take into account the last answer received; previous shipments will not be opened. As a result, the candidate will make all the arrangementsuseful to send a complete file to each answer, within the deadlines.
