LEA MT data collection services to complete the IGEA (Open BDI) technical database

Acquisition of "Data Collection Services related to the LEA MT in order to complete the technical database of the IGEA system (OPEN BDI) ", is performed in order to obtain the data corresponding to LEA MT, for completingof the IGEA (Open BDI) technical database available at SDEE TN. The purchase of the service will be done in two lots, corresponding to the two regional structures, Cluj-Napoca and Oradea. As a result, two framework agreements will be concluded, one for each regional structure.

The Main Site: The Regional Structure of Cluj-Napoca.

The Open-BDI Information System is the central data warehousetechnical and geographical aspects of the society. It is directly interfaced with the EMID and SAP-PM computer systems, and the latter with SAP-ISU and MAR. At the same time, Open-BDI provides technical data for the CPT post-calculation, for the DMS application, respectively for any application to be implemented in the future, such as the Asset Management application, with a decisive role in the maintenance and-the subsequent development of the RED infrastructure in the SDEE TN management.

The data collection services related to LEA MT in order to complete the technical database of the IGEA (Open BDI) system are performed in order to obtain the data corresponding to the LEA MT, to complete the technical data base IGEA system (Open BDI) existing at SDEE TN for the Cluj Napoca Regional Structure

Estimated valueof the framework agreement is: minimum 1 453 334, 00 RON and maximum 2 422 224, 00 RON.

Estimated quantities for the framework agreement:

- Minimum: The data collection services related to LEA MT in order to complete the technical database of the IGEA system (Open BDI) for 1 441.80 km,

- Maximum: LEA MT data collection services to complete the IGEA (Open BDI) technical database for 2403, 00 km

Estimated value of a subsequent contract: minimum 242 222, 00 RON and maximum 2 180 002, 00 RON.

Estimated quantities for the following contract:

- Minimum: Data collection services related to LEA MT in order to complete the base technical data of the IGEA system (Open BDI) for 240, 30 km,

- Maximum: Data collection services related to LEA MT in order to complete the technical database asIGEA system (Open BDI) for 2, 162.70 km.

1) The bidder (leader, associate, third party, subcontractor) must not be found in the situations stipulated in art. 177, 178 and 180 of Law 99/2016. The way in which the fulfillment of the requirement can be demonstrated: The DUAE (from the awarding documentation) will be filled in by the economic operators participating in the award procedure with information(2) Statement of non-compliance in situations potentially generating conflict of interest as defined in Art. 73 of Law 99/2016, which will be presented by all the participants in the award procedure (bidder, associate, subcontractor and third party) with the submission of the UAAA.

The way to prove the fulfillment of the requirement: DUAE (from the awarding documentation) by the economic operators participating in the award procedure with the information related to their situation.

Note: The bidder ranked first after applying the award criterion, at the request of the contracting entity, will provide supporting documents proving the fulfillment of the assumed by completing the DUAE, respectively:

(a) certificates constatato(b) the criminal record of the economic operator (local budget, state budget, etc.) at the moment of their presentation and their loading in the SEAP; (b) the criminal record of the economic operator and of the members of the management, management or supervisory body of that economic operator or those who have(c) as the case may be, documents demonstrating that the economic operator may benefit from the derogations provided for in the art. . 179 par. (2), art. 180 par. (2), art. 184 of Law 99/2016 on Public Procurement, (d) other editorial documents, -as the case may be.

Note: Foreign bidders will initially present the DUAE, at the request of the contracting entity, the foreign tenderer ranked first in the interim ranking to submit supporting documents. Documents issued in a language other than the Romanian language must be accompanied by authorized translations in Romanian.

1) The economic operators submitting the tender must prove a form dis a registration under the law of the country of residence, from which it appears that the economic operator is legally constituted, that he is not in any of the situations of cancellation of the establishment and that he has the professional capacity to carry out the activities that are the subject of the contract. List of the main services rendered in the last 3 years from the deadline for submission of tenders, indicating the values, data and public beneficiaries or private. Deliveries of relevant products (similar to the object of purchase) made are considered.

1) The bidder has no right to withdrawrta and / or the documents accompanying it, during the period of its validity, under the sanction of the loss of the registered participation guarantee; 2) The acceptance of the mandatory clauses of the contract is a condition of accepting the offer. For the specific clauses of the contract model, amendments may be made once the tender has been submitted. Amendments submitted after the opening of the tenders will no longerto be considered;

4) Requests for clarification of the potential bidders will exclusively address SEAP in the "Questions" section of the award procedure conducted by electronic means and their responses will be-published in SEAP, in the "Documentation and Clarification" section of the tender notice, the contracting entity not to comply with the requests addressed by means of communication other than that established in accordance with the provisions of Article 78 paragraph (1) of the Law no. 99/2016 for post-submission submissions.

(4) of H.G. no. 5) In the case of the equal prices placed on the first place, the contracting entity (through the SEAP in the "Questions" section) will request re-financing by submitting a new financial proposal. The new financial proposal will be filed only and only following the request of the contracting entity;designated winning associations, it will be legalized by the notary until the signing of the framework agreement.
