The subject of the order is the purchase of equipment working in the environment up to 18 GHZ with delivery and assembly, as part of retrofitting existingshielding for electromagnetic compatibility testing of automotive vehicles and their subassemblies, intended for measurements of radiated disturbances from a distance of 3 m, 5 m and 10 m from a measured object and electromagnetic field immunity tests.

The subject of the order is the purchase of equipment properating in the environment up to 18 GHZ with delivery and assembly, as part of the retrofitting of the existing chamber (shielding) for electromagnetic compatibility tests of automotive vehicles and their components, intended for measurements of radiated emissions from a distance of 3 m, 5 m and 10 m from the measured object and tests immunity to the electromagnetic field.
The retrofitting of the existing chamber will be requireda): a) lining all walls and ceiling of the chamber with ferrite absorbers,
b) lining all walls and ceiling of the chamber with volume active absorbers,
c) cover the pyramidal absorbers with caps (RF transparent) in white to protect the absorbers from damage,
d) assembly and installation of power cables and cameras with controllers and audio channel,
e)testing of cells in the range up to 1 GHz made by Seibersdorf Laboratories or other equivalent laboratory accredited in the European accreditation system,
f) conducting chamber tests in the range up to 18 GHz made by Seibersdorf Laboratories or other equivalent laboratory accredited in the European accreditation system.

The Employer does not form a specific condition for participation in proceedings regarding competences or entitlements to perform a specific professional activity. economic or financial situation, namely they are insured against civil liability in respect of their business related to the subject of the order for a guarantee sum of at least PLN 1, 000, 000.00. The Awarding Entity will exclude contractors from the procedure, who will not prove that they are not subject to the conditions for exclusion from the proceedings, specified in art. 24 sec. 1 item 12 23 and in art. 24 sec. 5 points 1, 5, 6 and-8 Public Procurement Laws
2. In order to verify the absence of grounds for exclusion and fulfillment of the conditions for participation in the procedure, the contracting authority requires the following documents, declarations from the Contractor, which will be rated the highest:
- information from the National Criminal Register in the scope specified in art. 24 sec. 1 item 13, 14 and 21 of the Act and, regarding conviction for offense to custody, in the scope ofspecified by the Ordering Party on the basis of art. 24 sec. 5 points 5 and 6 of the Act, issued not earlier than 6 months before the deadline for submitting bids or requests to participate in the proceedings, - Contractor's statement that he has not issued a final court judgment or final administrative decision on late payment, fees or insurance premiumssocial security or health claims, or in the event of issuing such a verdict or decision documents confirming the payment of these claims together with any interest or fines or entering into a binding agreement on repayment of these debts, - Contractor's statement about the lack of a ruling against him as a preventive measure public orders,
- whilethe competent head of the tax office confirming that the Contractor is not in arrears with taxes, issued not earlier than 3 months before the deadline for submitting offers or applications for admission to participate, or other document confirming that the contractor has concluded an agreement with the competent tax authority repayment of these receivables along with an e-mailinterest or fines in particular, obtained legally required exemption, postponement or installment payment of overdue payments or suspension in full of the decision of the competent authority, - a relevant certificate of the organizational unit of the Social Insurance Institution or Agricultural Social Insurance Fund or other document confirming that the Contractor no-it is in arrears with payment of social security or health insurance contributions, issued not earlier than 3 months before the deadline for submitting bids in the proceedings, or other document confirming that the Contractor has agreed with the competent authority regarding repayment of such receivables with possible interest or fines, in particular obtained the legally required exemption, deferralsand / or spreading overdue payments into installments or suspending in full the decision of the competent authority,
- excerpt from the relevant register or from the Central Register and Information on Economic Activity, if separate regulations require entry in the register or records, - contractor's declaration of non-payment taxes and local fees, referred to in the Act of 12.1.1991.-on local taxes and charges (Journal of Laws of 2016, item 716),
- Contractor's statement that there has been no final conviction of a conviction court for a restriction of liberty or a fine to the extent specified by the Awarding Entity pursuant to Art. 24 section 5 items 5 and 6 of the Act,
- Contractor's declaration of belonging or non-affiliation to the same capital group,
- list madein the last 5 years, and if the period of business is shorter in this period, along with evidence confirming that these deliveries were duly performed, in accordance with Annex 5 to the ToR, - documents confirming that the contractor is insured against civil liability in the scope of conducted activities related to the subject of the order for the sum of guaranteesat least PLN 1, 000, 000.00. - The Contractor is obliged to pay a deposit of PLN 37, 000 under the terms of the Terms of Reference (SIWZ).
