Supply of electricity by a coordinator of a standard balancing group for the needs of the Military Medical Academy and its structures in the country

The subject of the contract includes the supply of net active electricity by a coordinator of a standard balancing group, as well as all statutory fees, excise duty due and network services (for combined services under Article 11, item 10 from PTEE), which the contracting authority pays to the contractor for the prices valid for the relevant period on the basis of information received from the network operator.

Main Site: On the territory of districts: Sofia - city, Pleven, Lovech, Varna, Plovdiv and Sliven.

The subject of the contract includes delivery of net active electricity from a standard ball coordinatorthe group, as well as all statutory fees, excise duties and network services, which the contracting authority pays to the contractor at the prices and prices set by EWRC and / or other competent authority for the relevant period on the basis of information received from the network operator. The volume of the estimated electricity supply is 13 100 mWh and is formed on the basis of the client`s data for consumption.the fucking electricity of yesteryear.

1. The Participant shall hold licenses issued by EWRC for:

"Electricity Trading", pursuant to Article 39, Paragraph 1, Item 5 of the Energy Act (EA) and for the activity "Standard Balancing Group Coordinator", pursuant to Art. 39 of the EA.

2. The participant should have a registration in the "Register of coordinators of standard balancing groups"of the Electricity System Operator EAD ("ECO" EAD), indicating the E1C code.

3. The participant shall have a framework contract under Art. 11, item 13 in connection with Art. 23 of the Electricity Trading Regulations (ETSE) with the licensed operators of the electricity distribution network in whose territories the Contracting Authority has sites. 67, para. 1 of the PPA, the participant declares compliance with the stated criteria in EEEPP (Model No 2), filled in the relevant part, namely: Part IV "Selection Criteria", section A - Eligibility, providing comprehensive information on licenses, registrations and concluded framework contracts or similar (equivalent) documents, including designation of web addresses, authorities or offices issuing documentsment, accurate reference to the documents.

On the grounds of Art. 67, para. 5 of the PPA, the contracting authority may require the participants at any time after the opening of the applications for participation or tenders to submit all or part of the documents proving the information to submit all or part of the documents proving the information specified in eEDOP when necessary

Before concluding a public procurement contract, the contracting authority will require the tenderer designated as a contractor to submit a copy of the documents under Art. 60, para. 1 of the PPL. At the stage of the procedure, to prove the requirement for economic and financial status, the participant submits (declares) in section B: Economic and financial status of Part IV: Selection Criteria of the electronic Single European Procurement Document (EEPR) for compliance with the selection criteria.

Before concludingand in the case of a procurement contract, the contracting authority requires the tenderer designated to be a contractor: one or more of the following documents, from which it can be clearly seen that the requirement has been met;

- certificates from banks,

- the annual financial statements or their constituent parts when their publication is required under the law of the country in which the applicant or participant is established,

- a statement of turnover in the area covered by the contract, as well as

When, for a valid reason, a tenderer is unable to present the documents requested by the contracting authority, he / she may prove his / her economic and financial status by any other document which the contracting authority deemed appropriate, namely a document containing the information confirming that the participant fromdiscusses the economic and financial condition imposed by the contracting authority (Article 62, paragraph 2 of the Public Procurement Act).

1. A participant who meets the conditions of Art. 10 of the PPA and the requirements of the contracting authority. Participant for whom any of the grounds of Art. 54, para. 1, items 1 to 7, incl. 55, para. 1, items 1, 2, 3, 4 and 5 of the Public Procurement Act.

The assignor will remove from participationis in the procedure and:

- In the presence of circumstances under Art. 107 of the Public Procurement Act,

- participants, who are related persons within the meaning of - 2, item 45 of the Public Procurement Act,

- for the circumstances under Art. 3, item 8 of ZIFODRUPDRSTLTDS,

- for convictions for crimes under Art. 194-208, Art. 21 For 217, Art. 219-252, Art. 254a-255a, Art. 256-260 of the Criminal Code,

- committed violations under Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 228, para. 3 ofCT,

- committed offenses under Art. 13, para. 1 of the Labor Migration and Labor Mobility Act,

- in the presence of the circumstances under Art. 69 of the Anti-Corruption and Forfeiture of Illegal Acquisition Act shall be removed from the procedure,

- bidders whose Bids exceed the estimated value specified in the contract notice by the contracting authority,

- uan insider who has submitted a technical proposal for the execution of the contract which does not meet the requirements of the technical specification and the conditions of the contract.

2. According to Art. 67, para. 1 of the PPA, when submitting a tender, the participant declares no grounds for removal from the procedure and compliance with the selection criteria by submitting an EEOP. Documents proving informationmay be requested at any time after the opening of the applications or tenders, the submission of all or part of the documents proving the information to be submitted, all or part of the documents proving the information referred to. in the EEOPC, when this is necessary for the lawful conduct of the procedure under the conditions of Art.67, para. 5 of the PPL. Documents shall also be submitted to subcontractors and third parties, if any.

3. The contract performance guarantee shall be submitted in one of the forms specified in the Public Procurement Act at the contractor`s choice, prior to the conclusion of the contract and shall amount to 3 percent of the contract value excluding VAT.

4. The offer shall be presented in a sealed, opaque, unbroken package. The offer is being submittedin Bulgarian. All documents that are in a foreign language are also submitted with translation into Bulgarian. Bid variants are not allowed.

5. Participants may use subcontractors or third party facilities, and there should be no reason to remove them.
