The subject of the order includes:

- medium voltage electricity supply, - selection of a balancing group coordinator,

- administration of the cost of access and transmission of electricity through the electricity distribution network for a subject of the CRC, located in the town of Bankya, district "Ivanyane", - full procedure for registration of the free market ofelectricity on the site of the assignor, as well as all actions to gain access to the distribution network,

- inclusion of the site of the ACS in a balancing group and coordination  The site is connected to the medium voltage electricity distribution network of CEZ Distribution Bulgaria AD, own power station with an installed capacity of 1 000 kVA, with identification number 6010498376 and address Ivanyane, Reg. 32216.2294.5, measuring point 32Z1400000621630, subscriber no. 95203084, with electricity meter for hourly electricity reading № 83947648, installed on 29.3.2018

1. The participant shall be entered in the Register "Licenses" of the CESR for "trade in electricity" included in the license rights and obligations for the activity "balancing group coordinator" according to Article 39, paragraph 1, item 5 of the Law for-(EE), and for non-residents - in analogous registers under the law of the Member State in which they are established. The participant shall be entered in the Register of Commercial Participants and in the Register of Commercial Participants, registered as coordinator of standard balancing groups with status "active", maintained by "Electricity System Operator" EAD (ESO) and for foreignpersons in analogous registers under the law of the Member State in which they are established ..

Not required. The assignor will remove from participation in the procedure a participant for which one of the circumstances under Art. 54, para. 1, Art. 55, para. 1, items 1, 3, 4, 5 and Art. 107 of the Public Procurement Act, as well as a participant who does not meet the selection criteria or fails to fulfill another condition indicated-in the contract notice or in the documentation, or who has submitted a tender which does not correspond to the terms of the contract announced in advance and in any way has included in its tender outside the price quotation package the elements related to the price offered and / or parts of it The Contracting Authority will remove from participation in the tendering procedure, the execution of the order does not fulfill all the conditions of the technical specification, has not submitted the justification under Art. 72, para. 1 of the Public Procurement Act or its offer is not accepted according to Art. 72, para. 3-5 of the PPL.

2. Where a participant in the procedure is a consortium which is not a legal person, a copy of the document shall be required showing the legal basis for the formation of the grouping as well as the rights and obligationsthe distribution of responsibility among the members of the grouping, the activities that each member of the grouping will carry out in connection with this contract. The guarantee for the performance of the public procurement contract is 5% (five per cent) of its value excluding VAT. The terms and conditions for the detention and release of the performance guarantee shall be settledin the public procurement contract
