The subject of this order is delivery of net active medium voltage electrical energy and selection of a standard balancing group coordinator for the needs of municipalities Plovdiv. The assignor should be registered as an indirect member of a standard balance sheeta task force with a contractor coordinator under the Electricity Trading Rules (PTFE). The quantities of electricity to be supplied are approximate and predictable. The total approximate net net active power net power to be delivered is 1, 617 mW / h

The participants should be licensed as electricity tradersaccording to Art. 39, para 1, item 5 of the Energy Act (EA) and the balancing group coordinator. When submitting the tender, compliance with the criterion is declared by filling in Part IV "Selection Criteria", section A "Accuracy", item 1 of a single European Public Procurement Document (EEDOP).

To prove the fulfillment of the preconcerned requirement of a public procurement contractthe contractor shall submit a certified copy of a valid license issued by the Bulgarian Electricity Authority for trade in electricity pursuant to Art. 39 of the Energy Act, including rights and obligations related to the activity of "Balancing Group Coordinator."

When the participant is a consortium, the documents are submitted only to the participant by which the group proves its conformity with the selection criteria. If the participant is a non - resident person, he may present a valid equivalent document or declaration or certificate issued by a competent authority of a Member State of the European Union or another State party to the Agreement on the European Economic Area proving the entry of the participant in a relevant register of that country.

The contracting authority does not impose requirements regarding the economic and financial status of the participants

The procedure will remove any participant for whom there are grounds for elimination related to the personal situation of the participants, under Art. 54, para. 1 and Art. 55, para. 1, item 1 and item 3 - 5 of the Public Procurement Act, which arose before or afterme of the procedure. The grounds for exclusion relating to personal circumstances apply to any economic operator - a participant, a member of a grouping, a third party and / or a subcontractor. The grounds for removal under Art. 54, para. 1 of the Public Procurement Act shall be applied in accordance with Art. 54, para. 2 and para. 3 and Art. 57 of the Public Procurement Act. The grounds for removal under Art. 55, para. 1, item 1 and item 3-5 of the Public Procurement Act shall be applied in accordance with Art. 55, para. 2-and Art. 57 of the PPA, and the contracting authority will not apply the possibility under Art. 55, para. 4 of the Public Procurement Act. Any participant who has been found to have one or more of the circumstances under Art. 107 of the Public Procurement Act. Any participant who, at the request of the assignor, does not confirm or extend the validity of his offer when that period expiresbefore issuing a final decision on the procedure. There is no right to participate or to represent a natural or legal person in the procedure a person for whom the circumstances under Art. 69 of the Law on Counteracting Corruption and Forfeiting the Unlawfully Acquired Property (PKONPI). The companies registered in preferential tax jurisdictions are not allowed to participate in the procedure-regime, as well as the persons controlled by such companies within the meaning of Art. 3, item 8 of the Economic and Financial Relations Act with the companies registered in preferential tax jurisdictions, the persons controlled by them and their actual owners (ЗИФОДЮПРСТТТДДС). The grounds for removal are applied in accordance with Art. 4, Art. 5, para. 1, item 3 of the Subsidiaryof the offers will apply Art. 104, para. 2 of the PPA, i. the evaluation of the bids (of the bids that correspond to the pre-announced terms) will be done before the examination of the documents related to the personal situation. The actions of the Commission in the examination of the tenders shall be in accordance with Chapter 5, Section VIII, and Art. 61 of the RSPC. The guarantee for securing the performance of the contract isin the amount of: 3% (three per cent) of the value of the contract excluding VAT. The Contractor himself chooses the form of the guarantee in accordance with Art. 111, para. 5 of the Public Procurement Act. Upon submission of a performance guarantee under Art. 111, para. 5 (2) of the LPP (Bank Guarantee) shall be explicitly recorded in it, it shall be unconditional and irrevocable and shall be in favor of the contracting authority.

When submitting a performance guarantee under Art. 111, para. 5, item 3 of the Public Procurement Act (insurance covering performance by coverage of the contractor's liability), the sum insured must be equal to the amount of the guarantee and the insurance premium is paid once. The insurance must be for the particular contract and for the benefit of the contracting authority.

When submitting a performance guarantee under Art. 111, para. 5, item 2 or 3 of the PPL, the term of validitythe terms and conditions for the release / recovery of the guarantee should be in accordance with the terms and conditions of the draft contract.
