TP of NSSI - Kyustendil conducts a public procurement procedure under Art. 18, para. 1, item 1 of the PPL for electricity supply and selection of a balancing group coordinator for buildings of TP of NSSI - Kyustendil:

Main Site: Kyustendil, b46, Bulgaria Str., Nevestino Str., Str. "Str." 16 The subject of the public procurement contract is the supply of active electricity and the fulfillment of the duties of a balancing group coordinator. The total estimated supply of active electricity for the duration of the contract (24 months) is 765, 724 kW / h. The Contracting Authority reserves the right to change the estimated quantity in pPositive or negative direction according to the necessity, without imposing any sanctions.

The total estimated supply for net active electrical energy for the duration of the contract is 765 724 kW / h and is calculated on the basis of the customer's consumption for 12 months in the period April 2017 to March 2018.

The amounts quoted are estimated and the contracting entity does not commit to theirfor the duration of the contract. The participant should hold a license issued by the CESR for the "trading of electricity" according to Article 39, paragraph 1, item 5 of the Energy Act (EE), including rights and obligations related to the activity "Balancing Group Coordinator ", according to Art. 39, para. 5 of the Energy Act. If the participant participates as a consortium / non-legal consortiumthe minimum requirement for possession of a license issued by the CESR, according to Art. 39, para. 1, item 5 and / or Art. 39, para. 5 of the Energy Act refers to each member of the consortium / consortium who will carry out the electricity supply activities and "balancing group coordinator" - 2 The participant shall hold a registration in the Register of Coordinators of Standard PackagesIf the participant participates as an association / consortium which is not a legal entity, the minimum requirement for registration in the Register of Coordinators of standard balancing groups of ESO EAD applies to that member of the grouping, who will carry out the electricity supply activities and "balancing group coordinator" No.are required

Based on Art. 54, para. 1 of the PPA, the contracting authority shall withdraw from participation in a procedure for awarding a public procurement contract when: a) he / she has been convicted by a verdict in force, unless he / she is rehabilitated, for a crime under Art. 108a, Art. 159a-159d, Art. 172, Art. 192a, Art. 194-217, Art. 219-252, Art. 253-260, Art. 301-307, Art. 321, 321a and Art. 352-353e of the Penal Code;

2) is convicted by enteringin force, unless it is rehabilitated, for an offense analogous to those under item 1, in another Member State or third country, 3) has obligations for taxes and compulsory insurance contributions within the meaning of Art. 162, para. 2, item 1 of the TIPC and the interest thereon, to the state or the municipality at the headquarters of the contracting authority and the candidate or participant, or similar obligations established by an act of competent authority-in accordance with the law of the country in which the candidate or tenderer is established, unless a rescheduling, deferral or collateralisation of obligations or obligation is allowed under an act which has not entered into force;

4) there is inequality in the cases under Art. 44, para. 5 of the Public Procurement Act;

5) who are found to have: (a) submitted a document of false authentication related to the authenticationthe grounds for removal or the fulfillment of the selection criteria;

(b) has not submitted any requisite information relating to the verification of the absence of grounds for removal or the fulfillment of the selection criteria; (6) has been found by a punitive order or a court decision which has entered into force; 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 118, Art. 128, Art. 228, para. 3, Art. 245 and Art. 301-305 of the Labor Code or Art. 13 para. 1 of the Labor Migration and Labor Mobility Act or similar obligations established by an act of a competent authority under the legislation of the state in which the applicant or the participant is established;

7) there is a conflict of interest that can not be eliminated.

The grounds under points 1, 2 and 7 refer to the persons they representparticipant or candidate, members of management and supervisory bodies and other persons having the power to exercise control over the decision-making of these bodies.

On the grounds of Art. 55, para. 1, item 1 of the PPA, the assignor will remove from participation in the procedure each participant:

1. who has been declared bankrupt or is in bankruptcy, is in liquidation or has entered into aan agreement with creditors in the sense of Art. 740 of the Commerce Act, or has ceased its activity, and if the applicant or tenderer is a non-resident - is in a similar situation arising from a similar procedure under the law of the state in which he is established and Art. 107 of the Public Procurement Act; the assignor will remove a participant who is not entitled to participate in publicand orders based on Art. 3, item 8 of the ЗИФОДРУПРТРТТДДС, except when the conditions under Art. 4 of the law; the assignor removes from the procedure the participant for whom the circumstances under Art. 69, para. 1 of the Law for Counteracting Corruption and for Removal of Unlawfully Acquired Property; the assignor removes from the procedure the participant for whom the circumstances under the-Art. 101, para. 11 of the Public Procurement Act
