The object of the procedure is to provide the technical-economic documentation (DTE) design service for linen works.news from RED, SC / SA including for technological buildings from RED, financed from their own source or financial contributions, as well as for the extension works of networks and of connection to RED (realized on connection tariff and from other sources attracted).

Main Site : Jud. Dolj, Mehedinti, Teleorman.

The maximum estimated volume of the design works provided for in the framework agreement valid for a periodbut 48 months: 822 000 OPM (value that does not include OPM no. for SS, SA / SC elaboration, development studies, and feasibility studies for network extensions):

- maximum number of topo 200 km elevations,

- maximum number SS consumer 150,

- maximum number SS producer 50,

- maximum number development studies 2,

- maximum number SA / SC 100,

- maximum number SF extensions / developers 200,

- numbermaximum documentation GIS 140.

The maximum estimated volume of design works (including SS, SA / SC feasibility studies extensions / developers) that can be requested simultaneously (the sum of OPMs related to the unrecognized design phases, except for the delayed contracts due to fault) of the supplier) is: 120 000 OPM, which can be the sum of several subsequent contracts.

The estimated minimum volume ofe design works per frame agreement is: 200 OPM 0.1 km topo.

The maximum estimated volume of design works per frame agreement is: 1 023 200 OPM 200 km topo.

The maximum estimated volume of a subsequent contract is 40 000 OPM 50 km topo.

The estimated minimum volume of a subsequent contract is 200 OPM 0.1 km topo.

Frequency of the contracts: will be concluded seven subsequent contractsamanal.

Requirement 1. Failure of the economic operators and if any, to the third party (s), the sponsor / supporters and / or the subcontractor / subcontractors, in the provisions of art. 177, 178, 180 of the Law on sectoral acquisitions no. 99 / 2016.

The way in which the requirement can be demonstrated: completing the DUAE. The supporting documents that prove the fulfillment of the tutoror the criteria of qualification and selection according to the information contained in the DUAE, will be requested to all the selected candidates before sending the invitation for the second stage of the award procedure, as follows:

(a) the criminal record of the economic operator (and if any, the third party (s), the sponsor (s) and / or the subcontractor / subcontractors) and the perto the salaries which, according to the certifying certificate issued by the National Trade Register Office, appear on the form as natural and / or authorized legal persons. In the case of non-resident economic operators, documents similar to the above are requested, based on the data recorded in the supporting documents submitted by them, accompanied by the authorized translation into Romanian. Dothe documents must be valid at the time of their submission,

(b) certificates confirming the payment of taxes, taxes or contributions to the general consolidated budget (the state budget and the local budget), as a result of which it does not have outstanding debts at the date of presentation for both the registered office as well as for all the secondary offices / work points mentioned in the certifying certificateissued by the National Trade Register Office, in accordance with the legal provisions in force in Romania or in the country in which it is established, will be presented by the economic operator (and if any, third party / third party supporters / supporters and / or subcontractors / subcontractors),

(c) as the case may be, documents proving that the economic operator (and if any, the third party / third parties supported)or / supporters and / or the subcontractor (s) may benefit from the derogations provided in art. 179 para. (2), art. 180 paragraph (2), art. 184 of the Law on sectoral acquisitions no. 99/2016,

(d) other supporting documents, as the case may be, (e) for the economic operator (and, if any, third party / third party supporters / supporters and / or subcontractor / subcontractors), person / personsidica / foreign legal / foreign is accepted any documents considered edifying in the country of origin or in the country in which he / she is / are established, such as certificates, judicial records or other equivalent documents issued by the competent authorities of the respective country, accompanied by an authorized translation into Romanian.

The supporting documents can be presented in any of theforms: original, legalized copy, legible copy with the mention "According to the original". The modality by which the fulfillment of the requirement can be demonstrated: completing the DUAE and the declaration regarding the non-classification in the situations provided in art. 73 of Law no. 99/2016 (Conflict of Interest Form) will be presented with the DUAE submissionThe persons holding decision-making functions within the contracting entity are:

Specify the average annual turnover. The DUAE will be completed by the economic operators participating in the award procedure with the information related to their situation. The average annual turnover for the last 3 financial years ended (2016, 2017, 2018), must be a minimum: 725 000 RON.

At the date, time and place of submission of applications, seen in the participation announcement, the request for participation will be submitted including the DUAE, the declaration regarding the failure to comply in the situations provided in art. 73 of Law no. 99/2016 (Conflict of interest form art. 73), subcontracting agreement (if applicable), association agreement (if applicable), commitment on support (if applicable), the table of personal data both in formatelectronic, as well as on paper, according to the requirements of the specifications.

The supporting documents demonstrating the fulfillment of all the qualification and selection criteria according to the information contained in the DUAE, will be requested to all the selected candidates before sending the invitation for the stage the second of the award procedure, following as the technical offerso-financials to be submitted, only by qualified candidates, after receiving the invitation to participate in the negotiation. The number of economic operators envisaged is not limiting. The contracting entity does not want to limit the participants.

If it is found that the offers ranked in the first place, after the negotiation rounds, have equal scores, the contracting entity will make the division having in vEdere the score obtained by the evaluation factors in descending order of their weights. In case the equality is maintained, the contracting entity has the right to request new financial proposals and the winning bid will be designated the one with the smallest financial proposal. Prices will be calculated with a maximum of 2 decimal places.

The minimum period during which the bidder mustmaintains its offer: 180 days from the deadline set for submission of tenders. Proof of the participation guarantee must be submitted by the deadline and date of submission of tenders (technical and financial). Modification / completion of contractual clauses obligators (the object and the price of the framework / contract agreement, the duration of the contract, the contract documents, the main obligations of the parties, Sanctions for not complying with the obligations) can be requested by the possible bidders, motivated, only during the period of clarifications regarding the award documentation as it is provided in section I.3). The contracting entity willresponds only to requests for clarifications addressed by economic operators until the deadline set in section I.3). The contracting entity will respond to requests for clarification 10 days before the deadline for submitting requests for participation.
