The Lao People`s Democratic Republic has received financing from the World Bank (IDA) and is expected to receive financing from the European Investment Bank (EIB) and the Asian Infrastructure Investment Bank (AIIB) toward the cost of the Lao PDR National Road 13 South Improvement and Maintenance Project and intends to apply part of the proceeds for consulting services. The project is expected to start in 2020 and complete in 2023. It will support improvement works and maintenance and operation of a 275-km critical section of the National Road 13 (NR13) from Bolikhamsay province Km 71 to Khammouan Province Km 346, the most important transport corridor of Lao PDR in terms of both domestic and regional connectivity. Consulting services to be contracted under this selection process shall be financed by EIB..
The consulting Services (`the Services`) include but are not limited to:.
(a) review and recommendations on the approval of the detailed designs prepared by the contractor;.
(b) monitoring compliance with minimum requirement of technical specifications of the works (rehabilitation and improvement, O&M) on the project road;.
(c) monitoring compliance with performance indicators during the O&M period up till the end of the assignment;.
(d) advising the employer on all facets of project implementation;.
(e) strengthening the capacity of DoR/MPWT to implement and monitor OPBRCs (the `Services`);.
(f) review and recommend approval of the contractor`s Site-Specific Environment and Social Management Plan (SS-ESMP);.
(g) monitor the contractor`s compliance with the project safeguards requirements;.
(h) engage external service from a certified iRAP (international Road Assessment Programme) consultant for post-construction safety assessments; and.
(i) engage external service from a certified laboratory for environmental instrumental monitoring of air quality, noise and water quality, if and when required. The services shall be carried out in compliance with best international practices such as Federation Internationale Des Ingenieurs Conseils (FIDIC)..
It is anticipated that the assignment will cover the construction phase of the OPBRCs, with an estimated duration of 4 years. The assignment is expected to commence by October 2020..
The Department of Roads (Contracting Authority) now invites eligible Consulting firms(1) (`Consultants`) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:.
Criterion 1 (40 %): Proven international experience in engineering, including experience with applying international E&S and engineering standards, construction management and supervising contracts of equivalent or comparable value, scope of nature, for major country`s highways or similar road construction projects; such experience in South/South East Asia(2) is an advantage..
Criterion 2 (40 %): At least three supervision contracts or equivalent or comparable value, scope and nature under OPBRC, OPRC, DBMOT or similar arrangement, successfully completed in the capacity of prime contractor (i.e. individually or as lead member of JV) in the past 10 years..
Criterion 3 (20 %): Demonstrated experience in supervision of at least three contracts of minimum 20 km length for national road construction, rehabilitation and maintenance, specifically:.
(a) hot mix asphalt pavement roads, .
(b) bridges with pre-stressed RC girders, .
(c) road drainage systems, .
(d) street lighting systems..
