The overall objective of the technical assistance assignment is to support the implementation of the EUR 400 million loan operation "Ukraine Agri-food APEX Loan". The operation is a line of credit which aims to provide investment funding to the Ukrainian cereals, oilseed and aquaculture/fisheries value chains. Key private sector gaps in investment that are anticipated to be addressed by the loan finance include agricultural field machinery; drying, storage, processing and logistics capacity; and investments in aquaculture and cold chain infrastructure in the fish sector..
The specific objectives of the technical assistance operation are as follows:.
(i) expedite the on-lending of Agri-food APEX Loan finance to eligible private and public sector final beneficiaries investing in eligible technological modernisation sub-projects in the cereals, oilseed and aquaculture/fisheries value chains..
(ii) maximise the impact of such investments on productivity, product quality and competitiveness throughout the target value chains, through supporting the adoption by final beneficiaries of improved practises and processes, in line with Ukraine's commitments to approximation to EU standards..
Activities will include training and consultancy services to participating financial intermediaries; an awareness campaign and training of final beneficiaries on credit application and business planning, as well as on technology identification and adoption; and support to PIU activities, including identification and implementation of public sector support investments..

The Contracting Authority may, at its own discretion and subject to the availability of funding, extend the scope and duration of the project to cover complementary and/or additional services..
