1) The Republic of Moldova has received financing from the European Investment Bank toward the cost of the fruit garden project (in amount of 120 000 000 EUR), and intends to apply part of the proceeds toward payments under the contracts for `Supply and installation of laboratory equipment procured within the investments in infrastructure component of the `Fruit Garden` project;.

2) The purchaser — consolidated Unit for implementing and monitoring the wine sector restructuring program (UCIMPRSVV) now invites sealed bids from eligible bidders for supply and installation of laboratory equipment, to be installed in the laboratory rooms of the following 2 final beneficiaries, located in Moldova: Technical University of Moldova (TUM/UTM), and Agrarian State University of Moldova (ASUM/UASM). Supply and installation period is up to 4 months from contract award date. The bidder must bid for 100 % of requested items;.

3) Bidding will be conducted through international competitive procurement and is open to all eligible bidders as defined in the procurement regulations;.

(i) Financial capability.

The bidder shall furnish documentary evidence that it meets the following financial requirement(s):.

— the average annual financial turnover of the Bidder should be not less than indicated below, for each of the lot the bidder wishes to bid, for each of the past 3 years (2018, 2017, 2016):.

Lot 1: Laboratory equipment for TUM = 1 000 000 EUR (or equivalent);.

Lot 2: Laboratory equipment for TUM = 1 000 000 EUR (or equivalent);.

Lot 3: Laboratory equipment on Mechatronics for TUM = 600 000 EUR (or equivalent);.

Lot 4: Laboratory equipment for ASUM = 700 000 EUR (or equivalent);.

Lot 5: Laboratory equipment for ASUM = 900 000 EUR (or equivalent)..

If the bidder wishes to submit bids for more than one lot, the average annual financial turnover of the bidder should be not less than the total requested minimum turnover for the corresponding combination of lots the bidder submits bid for..

The bidder should provide audited financial statements and balance sheets for the last 3 complete financial years (2018/2017/2016) demonstrating the soundness of the bidder`s financial position and demonstrating that it has the financial resources necessary to handle the requirements of the proposed contract..

(ii) experience and technical capacity..

The bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):.

(a) it should have been in operation for a minimum period of (past) 5 years being a:.

— laboratory equipment supply and installation company (For Lots 1, 2, 4, 5), .

— laboratory equipment on mechatronics supply and installation company (For Lot 3)..

(b) the following additional documentary evidence should be presented within 28 days by the successful bidder upon receipt of notification for contract award and the contract shall be signed only after this documentary evidence is provided. (note: if available, this documentary evidence can be also presented together with the bid). The documentary evidence will consist of a statement with details from bidder with respect to the following:.

— bidder has adequate repairing premises with spare parts warehouse, for proposed laboratory equipment — in Moldova (or provide copy of an agreement with such lab equipment service center with warehouse in Moldova), .

— bidder has service personnel trained for installation and repairing the proposed Laboratory equipment..

(c) the bidder shall demonstrate that it has successfully completed at least 3 (three) similar complexity contracts of similar goods (Ex. physicochemical, biological, agronomical etc. laboratory equipment; lab equipment on mechatronics) (minimum of 3 similar complexity contracts for each of the lot(s) the Bidder submits its bid): in the past 5 years (2018, 2017, 2016, 2015, 2014)..

Electronic bidding will not be permitted; late bids will be rejected.
