Railway Infrastructure of Montenegro JSC — Podgorica (RIoM)/Željeznička Infrastruktura Crne Gore AD — Podgorica (ŽICG), hereinafter referred to as `the Employer`, intends using part of the proceeds of a loan from the European Investment Bank (the Bank) towards the cost of Rehabilitation of the Vrbnica-Bar railway line in Montenegro along the Main Belgrade-Bar Railway (SEETO Rail Route 4) (Prior information notice: 2015/S 168-305816)..

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: Rehabilitation of Eight Tunnels on the `Vrbnica — Bar` railway line in Montenegro. The Project is financed in part also by WBIF Investment Grant..

Works will include:.

Lot#1: Rehabilitation of four tunnels (First Group) on the `Vrbnica — Bar` railway line in Montenegro:.

— tunnel 150 km 300 + 266.68 (L= 482 m);.

— tunnel 153 km 309 + 863.82 (L= 475 m);.

— tunnel 155 km 311 + 968.03 (L= 397 m);.

— tunnel 168 km 329 + 152.48 (L=493 m)..

Lot#2: Rehabilitation of four tunnels (Second Group) on the `Vrbnica — Bar` railway line in Montenegro:.

— tunnel 210 km 368 + 765.57 (L=165 m);.

— tunnel 211 km 369 + 090.57 (L=203 m);.

— tunnel 242 km 391 + 617.41 (L=352 m);.

— tunnel 247 km 395 + 248.53 (L=266 m)..

The following works are envisaged: preparatory works, re-profiling tunnel lining, concrete works, reinforcement works, waterproofing of the tunnel lining, drainage works, other miscellaneous works. Technical solution for the tunnel lining rehabilitation, which should prolong the tunnel life and increase stability or security during tunnel operation, is defined through the following work items: strengthening the existing concrete lining, rehabilitation of smaller partial damages of concrete lining, rehabilitation of the larger partial damages on the concrete lining, constructing a slit on the rings for water drainage, contact grouting between the rock mass and concrete lining, waterproofing, waterproofing protection, drainage construction along the whole tunnel, etc..

The contract will be implemented as per FIDIC Conditions of Contract for Construction for Building and Engineering Works Designed by the Employer, (Red Book), First Edition 1999..

Time for completion: 20 months (20 months for works plus 12 months for Defects Notification Period DNP)..

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria (Note: qualification criteria and submission of proof are described in more details in the tender documents):.

Economic and financial capacity of candidate:.

— minimum average annual turnover for construction works in the past 3 financial years cannot be lower than: for Lot#1 EUR 8.5 million, for Lot#2 EUR 6 million and EUR 14.5 million for participation in both lots;.

— access to lines of credit or any other credit facilities, or other financial means, of not less than: for Lot#1 EUR 1.4 million, for Lot#2 EUR 1 million and not less than EUR 2.4 million for participation in both lots..

Technical and professional capacity of candidate:.

— at least two contracts completed, on a railway line whilst the line in question was under operation for commercial services, i.e. similar works in tunnels, bridge rehabilitation, slopes or works on track. The proposed works on a railway line within the last ten years, each with a value of: for Lot#1 at least EUR 5.5 million (NET of VAT), for Lot#2 at least EUR 4 million (NET of VAT) and at least EUR 9.5 million (NET of VAT) for participation in both lots..

Tenderer`s key personnel: resident site manager, assistant of the site manager, expert for hydrology; non-key personnel: geology engineer, geotechnical engineer, responsible expert for closure line, electro engineer (high voltage), health and safety with appropriate qualifications, skills and experience (defined in the tender document)..
