1. The Governments of Samoa, Niue, the Cook Islands and French Polynesia have signed an International Agreement for the planning and implementation of Manatua Cable System and have designated the telecommunications operators listed above to establish a consortium ("Manatua Cable Consortium") which will assume responsibility for the design, construction, operation and maintenance of the Manatua Cable System. Each government (or, in the case of French Polynesia, OPT) has applied for financing from development partners including Asian Development Bank ("ADB"), Agence francaise de Developpement, European Investment Bank and Ministry of Foreign Affairs and Trade, New Zealand, toward the cost of Manatua Cable System, and intends to apply part of the proceeds toward payments under the Contract for the supply of Manatua Cable System..

2. The Manatua Cable Consortium now invites sealed bids from eligible bidders for the supply and installation of a submarine cable system between Samoa and Tahiti, French Polynesia, with spurs to Niue, the Cook Islands and Bora Bora, French Polynesia. The Contract for the supply of Manatua Cable System will be signed by the Consortium parties..

Bidding will be conducted, according to Article 4 of the International Agreement, through the International Competitive Bidding procedures as specified in ADB's Procurement Guidelines (2015, as amended from time to time) using the Single Stage: One Envelope bidding procedure and is open to all eligible bidders as defined in the Bidding Document. Bids will be sought for Configuration 1 and Configuration 2, and bidders are required to submit one bid for each Configuration..
