The Kingdom of Cambodia (hereinafter referred to as "the Borrower") has applied a loan from the European Investment Bank (EIB) and Agence Francaise de Developpement (AFD) (hereinafter referred to as "the Financing Institutions") towards the cost of the Bakheng Water Supply Project. This international invitation for pre-qualification relates to the contract for Bakheng Water Production Facilities. The applicable procurement rules for this tender process are AFD's procurement guidelines..

This contract is split into Stage 1 (fixed component) and Stage 2 (optional component), and will include for the fixed component: the design and construction of an intake facility (capacity 406 MLD, equipment for 203 MLD), a raw water transmission main (ND 1 800 mm, length 1 040 m), a water treatment plant (capacity 195 MLD with some facilities common to both stages and sized for 390 MLD), a treated water transmission main (ND 2 000 mm, length 7 000 m) and the crossing of the Tonle Sap River (ND 2 000 mm, length 550 m)..

This contract is expected to be implemented from the first quarter of 2019, for a duration between 36 and 46 months for Stage 1..

The criteria to be used in the pre-qualification evaluation are:.

1) eligibility: eligible nationality, absence of conflicts of interest, not ineligible to AFD financing, specific criteria for state-owned entities, .

2) historical contract non-performance: no default in the past 5 years, not under suspension based on execution of bid security, pending litigation 10 000 000 USD), transmission mains ( 15 000 000 USD), water treatment plant ( 30 000 000 USD), river crossing ( 5 000 000 USD); specific key experience in construction of intake ( 250 MLD), water treatment plant ( 120 MLD), reservoirs ( 30 000 m3), SCADA, pumping station ( 3 500 kW), transmission mains (ND ? 1 400 mm), river /obstacle crossing ( 350 m and ND ? 1 400 mm), .

5) personnel & equipment: ability to mobilize in-house personnel on site for project manager, construction manager and engineers for design, civil works, river works, pipelines, M&E, automation; ability to mobilize sufficient specific equipment for construction, .

6) environmental, social, health & safety: ISO 9001, 14001 & 18001 certification or equivalent, acceptable in-house policies, 2 contracts in the last 5 years with major ESHS measures, in-house ESHS personnel..
