The client now intends to select and contract a consulting company (the Consultant) for the above named assignment. The selection method (procurement method) is shown above and interested firms or groups of firms are invited to submit a Technical and Financial Proposal..

The expected outcome of the assignment is as follows:.

The overall objective of the assignment is to facilitate the timely and effective implementation of the project by providing assistance to the client and their PIU. The consultant appointed to support the PIU with this function (the 'Consultant') will be expected to be familiar with the documents related to such projects and EBRD key documents including those which govern lending policies and practices including, but not limited to:.

— EBRD procurement policies and rules, .

— EBRD environmental and social policy, .

— EBRD enforcement policy and procedures, .

— EBRD disbursement handbook for public sector clients, .

— other related EBRD policies, strategies or procedures as relevant to the project, .

—applicable laws..

By engaging a consultant, the client should get access to international best practice in the field of project management, including procurement of works, goods and services and supervision of the contracts execution. The consultant is expected to facilitate the delivery of the project's capex components as well as enable the client's timely reporting to the Bank as per the Financing Documents and thus also provide necessary assistance to the PIU in coordinating the work of the consultants who will be responsible for the development of both technical assistance sub-projects (Sustainable Public Transport Development Plan and Green City Action Plan)..

The selected consultant is expected to provide the following services:.

The consultant shall perform the following main tasks, further detail of which is provided in the terms of reference:.

3.1) Assistance with the establishment of the PIU;.

3.2) Assistance with procurement, tendering and contract implementation including carrying out duties of the engineer for the contract using FIDIC as GCC;.

3.3) Assistance with compliance and reporting obligations under the financing documents.

3.4) Environmental and social implementation support..

The work of the consultant refers to the whole project and not only to the portion financed by EBRD..

The delivery of the above scope is to be designed and delivered to the client in a way that will maximise necessary knowledge transfer and on the job training to the client staff assigned to PIU..

The assignment is expected to start on 2.9.2019 and have an estimated overall duration of 36 months..

In order to determine the capability and experience of consultants seeking to be selected, the consultant shall submit a response in accordance with the requirements of the procurement documentation available from the link in this notice.
