Subject of this call for tender is the evaluation of a suitable provider, which has an administration system for the central administration, planning, space management and control of the urban day-care centers and an information system. and documentation system for the Beproviding or creating drive and team leaders, supervisors in day-care centers. The task is the conception, the realization and introduction of the most economical solution.

The subject of this tender is the evaluation of a suitable provider, which has an administration system for the central administration, planning, space managementand control of the urban day nurseries as well as an information and documentation system for the company and team leaders, supervisors in the day-care centers. Order is the conception, a possible realization and introduction of the most economical solution.

Art. 20 OeBV:

- self-declaration with the required supporting documents, - detailed excerpt from the register of registration, - confirmation of the tax authorities, (VAT, state, municipal and federal taxes)

- confirmation of the pension fund, (BV contributions)

- Confirmation of SUVA resp. BU / NBU,

- Confirmation of daily sickness benefit insurance (KTV), if prescribed in GAV,

- Beconfirmation of the professional commission Compliance with GAV. (For sectors without GAV confirmation by the auditors regarding locality and industry and equal pay between men and women)

The supporting documents must be signed by the information centers (municipalities, cantons, associations, coffers, etc.) and must not be older than one year have to prove that all due PraemSince the proofs are valid for one year from the date of issue and are registered by the Procurement Office, the supporting documents must be submitted only once a year. Firms are advised to order all evidence at the same time from the helpdesks.

For consortia, all parties involved must complete and sign a self-declaration

Providers with registered office outside Switzerland also submit analogous confirmations from their own country.

Business conditions: Net offers must be submitted. Discount, Raband any discounts are to be listed in the offer. Offers not submitted on time or in full will be excluded from the competition. Offers with price agreements are not considered. The contract will be awarded on the basis of the offer. Negotiations: No negotiations will be held on the price. Technical negotiations are reserved.

Principles of procedure: DThe client assigns public service contracts for services in Switzerland only to providers who guarantee compliance with health and safety regulations and working conditions for employees as well as equal pay for men and women. The City of Bern reserves the right to comply with working conditions, health and safety regulations andequal pay for women and men (Art. 35 OeBV). The provider is obliged to provide the data necessary for the inspection free of charge. In the case of infringements of the equal pay of women and men, the provider can be given a deadline by which measures for injunctive relief can be established, up to which compliance with equal pay has been demonstratedmust ground. In the event of a violation of the awarding conditions, the client may revoke the contract award procedure. In serious cases, the client may exclude the successful tenderer from her future procurement procedures for a period of up to five years (Art 8 OeBG).

1) Evaluation matrix for Chapter 2.4) resp 2.10) Award criteria: Each criterion willrated 0 to 5 points. The overall grade is max. 5 points and is composed of the percentage weighting of the criteria / subcriteria. The bid will be awarded the highest sum of the weighted rating (value in use). All evaluation criteria (excl. Price) are rated according to the following grading scale: 5.0 = excellent 4.0 = good to very good 3.0 = sufficient 2.0= unsatisfactory 1.0 = unusable 0 = no information. Intermediate notes are allowed. The most affordable offer gets 5 points. Per 1% additional costs 0.05 points will be deducted (linear valuation). With the price minus points are possible; (Covers a 50% bandwidth of the expected prices.)

4) Delivery domicile: All providers domiciled abroad must indicate an address for domicile in Switzerland to which deliveries can be sent by post within the framework of this contract award procedure. Otherwise, the client reserves the right to refrain from formal delivery and to notify the contract by letter only.
