PBN (Performance Based Navigation) Infrastructure - Purchasing 15 DME Systems

Acquisition of 15 DME systems to be carried out in 4 stages detailed in the specification.

Main Site: Delivering systems, installing and commissioning, and providing all related services will take place every yearthe project is completed in two phases:

Phase I. Implementation of INEA DME / PBN (SPICE) Agreement - SPICE (Synchronized Performance Based Navigation Implementation Cohesion Europe) - activity 6.3. DME coverage improvement in LRBB - purchase 12 pcs. DME systems and site evaluation services, schooling, testinge FAT and SAT, installation and commissioning - stepped, as follows:

1) Stage 1 - purchase 3 pcs. DME systems (Iaşi) - period 2019; 2) Stage 2 - purchase 5 pcs. DME systems (Bucharest - 3 pcs. and Bacau - 2 pcs.) - period 2019/2020; 3) Stage 3 - purchase 4 pcs. DME systems (Cluj - 2 units and Arad 2 units) - 2020.

Phase II. Improvement of PRNAV coverage in TMA Constanţa - purchase 3 pcs.DME systems and location, schooling, FAT and SAT testing services, installation and commissioning, as follows:

4) Stage 4 - Purchase 3 pcs. DME systems (Constanta) - 2020.

The bidders, associates, third parties and subcontractors should not find themselves in the situations provided by art. 164, 165, 167 of Law no. 98/2016 on public procurement.

The way through ccan be demonstrated to meet the requirement: the economic operators participating in the award procedure will be filled in by the economic operators participating in the award procedure.

At the request of the contracting authority, only the candidate / tenderer placed in the first place in the interim ranking of the tender evaluation will present the following supporting documents proving elsewhereFulfillment of the assumed obligations by completing the DUAE: - tax certificate regarding the lack of overdue debts related to the payment of taxes, duties or contributions to the consolidated general budget, valid at the moment of its submission to the SEAP, - the criminal record of the economic operator and the members of the management, management or oversight of that economic operatoror those having the power of representation, decision or control within it, as evidenced by the certifying certificate issued by the ONRC / constitutive document,

- if applicable - documents demonstrating that the economic operator can benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law 98/2016 on Public Procurement, - other doeditorials, as the case may be.

For non-resident tenderers, according to the provisions of art. 168 par. (3) of Law 98/2016 on Public Procurement, if in the country of origin or in the country in which the tenderer / candidate is established, no documents of the nature of those mentioned in par. (1) or the respective documents do not cover all the situations stipulated in art. 164, 165 and 167, the contracting authority has the obligation to accept a declaration on its own responsibility or, if in that country there are no legal provisions regarding the declaration on its own responsibility, a genuine declaration given to a notary, an administrative or judicial authority or a professional association which has competence in this respect. Bidders, associates, third-party supportersand their subcontractors must comply with the conflict prevention rules provided for in Art. 58, 60, 61, 62, 63 of Law no. 98/2016 on public procurement and will present a declaration on conflict of interest in this respect. Documents will be translated into Romanian by an authorized translator.

It is required that the turnover global average over the last 3 years, calculated from the closing date for submission of tenders, be at least EUR 6 000 000 or the equivalent inanother currency. When calculating the RON / EUR or RON / other currency equivalent, the average annual rate communicated by B.N.R. for the year in question.

1) An economic operator may participate in the procedure only if he / she is registered with SEAP. All correspondence between the contracting authority and the economic operators before and after the submission of the offers is made only throughSEAP; 2) The correspondence and all the documents submitted by the economic operators will be in Romanian and / or English or accompanied by authorized translation in Romanian where it is specified in the documentation. The technical offer will be submitted in English;

3) The awarding documentation shall be posted in full in the tender notice published on the website www.e-licitatie.ro

4) RequestsThe clarifications of the potential bidders will be addressed exclusively in SEAP to the "Questions" section of the award procedure conducted by electronic means. 5) The evaluation committee will submit the clarification requests regarding the offers submitted to the SEAP in the "Questions" section. Prin completThis document confirms that the qualification requirements as requested in the awarding documentation are met. The tenderer has the obligation to present / complete the certificates / documents certifying / confirming the fulfillment of the qualification requirements, when he receives from the contracting authority a request in this respect, within the term stipulated intiva request; 7) The language governing the contract is the Romanian language; if there are inconsistencies between the variant of the contract in Romanian and the variant in English, the variant of the contract in Romanian language prevails.
