Provision of services for treatment of biotopes and areas against mosquitoes, ticks, fleas and rodents for a period of 3 years on the territory of Nikopol municipality

The subject of the contract includes the following activities:

The subject of the contract includes the following activities:

1. Aerochemical mosquito treatmentand with ultra low volume spraying (ULV) system or equivalent.

2. Ground mosquito repellent treatment within the regulatory boundaries of settlements in the municipality of Nikopol with a hot / cold aerosol generator or equivalent.

3. Larvicidal treatment against mosquito larvae and mosquito biotopes.

4. Dezacarisation and disinfestation treatments of areas against ticks and fleas. Decarisation treatmentsticks are expected to be performed at least 2 times. Additional treatments for ticks and fleas when needed or when specific needs arise - only upon explicit request from the contracting authority.

5. Deratization treatments - Deratization includes activities on field and canal treatment against rodents.

The participant in the procedure should be entered in the public database of natural persons and legal entities performing disinfection, disinsection and deratization (DDD), maintained by the Ministry of Health, in accordance with Art. 13 of Section II, respectively -2 of the TFP of Ordinance No. 1 of 5.1.2018 on the conditions and procedure for carrying out disinfection, disinsection and deratization, typebut from the website of the Ministry of Health: http://www.mh.government.bg/en/administrativni-uslugi/registri/, and for foreign persons - in similar registers according to the legislation of the Member State in which they are established.

*** At the stage of submission of the bid, the tenderer shall declare in accordance with the requirements of Part IV, Section A of EEOPP.

Documents proving the declared circumstances, withis submitted under the conditions of Art. 67, para. 5 and Art. 112, para. 1, item 2 of the Public Procurement Act, namely the participant designated as a contractor, or upon request during the procedure for proving the request, the supporting documents shall be presented in accordance with the legislation of the Member State in which they are established, with the participation of foreign persons. The contracting authority does not impose a cost saving on the participantstheir financial and financial condition.

The performance guarantee is 3 (three)% of the estimated contract value excluding VAT. It can be presented in one of the following forms:

- a cash deposit deposited into an account specified by the client,

- bank guarantee - unconditional and irrevocable bank guarantee in favor of the client with a term of validity not less than the contract term plus 30 (thirtyet) days after the termination of the contract, where necessary, the validity of the bank guarantee is extended or a new one is issued,

- insurance, which guarantees the performance by covering the liability of the contractor.

The terms and conditions for the retention or release of the performance guarantee shall be specified in the contract. A participant for whom he or she is absent is removed from participation in the procedurethis is one of the circumstances under Art. 54, para. 1, items 1-7 of the PPA, which arose before or during the procedure. The grounds under Art. 54, para. 1, items 1-7 of the Public Procurement Law for removal from the procedure shall also apply when a participant in the procedure is an association of natural and / or legal persons and one of the reasons for removal exists for a member of the association. When a participant has indicated that they will use a subcontractThe reasons for removal in the procedure should not be available to them. The participant declares the lack of grounds for removal by submitting an EDES in electronic form / EEDOP signed by electronic signature of the respective persons. Where applicable, the EEDEP shall also be presented to each of the non-legal entity participants and to any subcontractor. Absence or presenceit shall be declared on the grounds of removal in Part III of the OEDO. When any of the grounds for removal under Art. 54, para. 1, items 1-7 of the Public Procurement Law, and before submitting the tender he has taken measures to prove the reliability under Art. 56 of the PPL, these measures are described in the EEOPP.

Except for the grounds under Art. 54, para. 1, items 1-7 of the Public Procurement Act by the Public Procurement Agency, the contracting authority shall remove from the procedure:

1.participant who does not meet the selection criteria or does not fulfill the other condition specified in the contract notice or in the documentation, incl. and if it makes a proposal in its methodology of operation contrary to this documentation or does not provide information on the commitment to provide the service;

2. a tenderer who submitted a non-responsive offerto:

a) the pre-announced conditions of the contract;

b) rules and requirements related to environmental protection, social and labor law, applicable collective agreements and / or provisions of international environmental, social and labor law, which are listed in Annex 10 to Art. 115 of the Public Procurement Act;

3. participant who has not submitted the justification under Art. 72, para. 1 PPA or whose officethe ert was not adopted pursuant to Art. 72, para. 3-5 of the PPA;

4. participants who are related persons within the meaning of - 1, item 13 of the Public Offering of Securities Act (POSA);

5. participant for whom the circumstance under Art. 3, item 8 of the Law on the Icon. and fin. relations with companies incorporated in preferential tax jurisdictions, their controlled entities and their entitiesour owners, unless there are exceptions to Art. 4 of the same law;

6. participant for whom circumstances exist under Art. 69 of the Anti-Corruption and Forfeiture of Illegal Acquisition Act;

7. other cases mentioned in the documentation for participation.

The existence / absence of the grounds under item 4 and item 5 above shall be declared in Part III of the OEDOP.
