Supply of fuel at service stations by credit cards and associated services for the City of Trappes-en-Yvelines

This consultation relates to the supply of fuels by removal at service stations and associated services for the City of Trappes. This includes the provisionof fuels (super unleaded fuel 95 and 98, diesel, LPG) for the supply of the City`s vehicles carried out by removal at service stations with credit cards and the supply of washing cards at the municipal garage. Single-member framework agreement with an annual order amount of EUR 30 000 excluding tax and maximum annual amount of EUR 120 000 excluding tax. These amounts will be ifor each of the renewal periods. The framework agreement will take effect from 1 January 2020 for a period of 12 months, or from the date of notification, whichever is later.

The present consultation concerns the supply of fuels by removal at railway stations. service and associated services for the City of Trappes. This includes the supply of fuels(Super unleaded fuel 95 and 98, diesel, LPG) for the supply of City vehicles is carried out by removal at gas stations with credit cards and the supply of washing cards at the municipal garage. Single-member framework agreement with an annual order amount of EUR 30 000 excluding tax and maximum annual amount of EUR 120 000 excluding tax. These amounts will be identical foreach of the renewal periods. The framework agreement will take effect from 1 January 2020 for a period of 12 months, or from the date of notification if it is later than this date.

Criteres of judgment of the detailed offers:

1) price of the services - weighting 50% - evaluated from door elements at the BPU:

- rabais granted (s) on fuels: 25%,

- price of washing cards: 25%.

2) technical value - weighting 50% - evaluated from documents submitted by the candidate:

- technical data sheets and data sheets security: 20%,

- distance between the nearest petrol station and the Hotel de Ville de Trappes: 20%,

- clear tickets and invoices: 10%.

No retention of guarantee will be effectuee. No advance will be paid. Prices are unitary. The market will be fully financed from the own funds included in the budgets of the community. Payment is made by administrative mandate followed by a transfer and carried out pursuant to Articles R. 2191-1 to R. 2191-63 of the code of the public order.

The global payment period is fixed according to articles L. 2192 -10 and L.2192-12 to L. 2192-15 of the code of the public order. Failure to pay within the prescribed period shall automatically result in moratorium interest for the benefit of the holder.
