Gasoline and diesel fuel supply

Reference Number: 20682

A 4-year supply agreement will be awarded for the duration of the assignment. Object of acquisition - Carfuel supply based on cards, as follows:

Main Site: Carbon-based fuel distribution stations belonging to the supplier.

The contracting authority requests the following contracttheir products:

- Diesel fuel according to European standard EN 590 and

- Unleaded petrol according to European standard EN 228

Quantities:

- gasoline: Minimum 35, 640 liters, maximum 142, 560 liters,

- Diesel fuel: Minimum 446, 210 liters, maximum 1, 784, 840 liters.

The framework agreement will end for maximum fuel quantities. Partial bids are not accepted.

Estimated quantities for bidsthe year 2019: Diesel - 446 210 liters, gasoline - 35 640 liters,

- Year 2020: Diesel - 446 210 liters, gasoline - 35 640 liters,

- Year 2021: Diesel - 446, 210 liters, gasoline - 35, 640 liters,

- Year 2022: Gasoline - 446, 210 liters, gasoline - 35, 640 liters.

Bidders, third parties and subcontractors need notto find themselves in the situations provided in art. 60, 164, 165 and 167 of Law no. 98/2016 on Public Procurement.

The manner by which the fulfillment of the requirement can be demonstrated: It will be completed by the economic operators participating in the award procedure with the information related to their situation. The supporting documents proving the fulfillment of the assumed ones by completing DUAE is to be submitted only at the request of the contracting authority, only by the first ranked bidder in the intermediate rankings completed at the evaluation of the bids.

1) Establishing certificates regarding the fulfillment of the obligations to pay the taxes, taxes and contributions to the budgets of the general budget consolidated (local budget and state budget), diin which the lack of overdue debts at the moment of the presentation of the supporting documents. In the case of an offer submitted in association, each associate has the obligation to present the fiscal attestation certificates regarding the fulfillment of the obligations that are due for payment, from which the lack of the overdue debts at the moment of the presentation of the supporting documents will arise;onomic and of the members of the administrative, management or supervisory body of the economic operator or of those who have the power of representation, decision or control within it, as follows from the certificate issued by the ONRC / constitutive act; in case, documents demonstrating that the economic operator may benefit from the derogations provided in art. 166par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016 on public procurement. The following documents will be submitted with the DUAE: the firm commitment of the supportive third party to show the effective manner in which its support, subcontracting agreement and / or association agreement will materialize, as the case may be. Failure to do so with the DUAE is the basis for the requestclarification of the possible inadequacy of the information contained in the DUAE sections of both the tenderer / candidate and the supporting subcontractor / third party, this being necessary to ensure the proper conduct of the award procedure. 193 of Law 98/2016, the contracting authority will accept within the tenderlor DUAE (Single European Procurement Document) instead of the documents required to demonstrate qualification requirements, including exercise capacity, as a preliminary proof. DUAE will be completed and initially submitted by the tenderers including for associates / subcontractors / third party supporters as the first proof of non-compliance in exclusion situations and the fulfillment of the capcited. The economic operators will present the DUAE and the requested documents / certificates can only be submitted at the request of the contracting authority upon completion of the evaluation of the tenders only by the first ranked bidder in the interim ranking. DUAE will be submitted, as the case may be, by the subcontractor / third party supporter.

In the case of foreign economic operators, warrants issued in accordance with the applicable law in the country of residence. For failure to comply with the provisions of art.60 of the Law no.98 / 2016, the persons with decision-making positions-within the contracting authority are:

If there are two or more-several offers containing the same price in the financial proposal, the contracting authority will ask the bidders who offered the lowest price a new financial proposal by uploading a new document with the new financial proposal in the system, in which case the contract will be awarded to the bidder whose new financial proposal has the lowest price;

3) Payment of bills will be-within maximum 30 days from the date of delivery of the products and the registration of the tax invoice to the purchaser, subject to compliance with the contractual clauses. Payment of invoices will be made in RON, by payment order, on behalf of the supplier opened with the treasury. According to the provisions of art. 193 of Law 98/2016, the contracting authority will accept in the offers of the DUAE (Single Document AEuropean quiz) in place of the documents required to demonstrate qualification requirements, including exercise capacity, as a preliminary proof. The economic operators will present the DUAE and the requested documents / certificates can only be submitted at the request of the contracting authority upon completion of the evaluation of the tenders only by the bidder ranked first in the rankingintermediary prepared to complete bid evaluation. DUAE will be submitted, as appropriate, by the subcontractor / third party. In the case of foreign economic operators, equivalent documents issued in accordance with the applicable law of the country of residence shall be provided.
