Acquisition of IT equipment, workstations, printeroffice equipment, copiers camcorders, memory card and tripod to upgrade the hardware infrastructure of the General Inspectorate for Immigration, as follows:

The bidders, third party supporters will complete the European Single Procurement Document (DUAE) on their ownwhich states that he is not in one of the situations of exclusion stipulated in art. 164, 165, 167 of the Public Procurement Law 98/2016 and meet the qualification requirements specified in the Data Sheet.

The economic operators, when completing the DUAE with the required information, are not entitled to change the format of the document or the requirements BIFby the contracting authority. The supporting documents proving the fulfillment of the undertaken by completing the DUAE are to be submitted, at the request of the contracting authority, only by the tenderer placed on the first place after the evaluation of the tenders. Note: the documents requested by the tenderer ranked first after evaluating the tenders for the demonstration of the DUAE can be:

(a) Certain(local budget, state budget, etc.) at the time of their presentation, and for foreign legal / physical persons will be presented the editorial documents issued by the competent authorities in the country of residence, to prove the lack of debts r(b) the criminal record of the economic operator and of the members of the administrative, management or supervisory body of that economic operator or of the economic operator, those who have power of representation, decision or control within it, as it results from(c) as the case may be, documents demonstrating that the economic operator may benefit from the derogations provided for in Art. 166 par. If in the country of origin or in the country where the candidate is establishedno documents are issued that relate to all the situations provided by the DUAE, a declaration shall be accepted on its own responsibility or, if there is no legal provision in the country on the declaration on its own responsibility, an authenticated statement in front of a notary, court or professional association with competence in this respect.

emiin a language other than the Romanian language will be presented in the language in which they were issued, accompanied by an authorized translation in Romanian. All documents will have, in addition to the signature, the full name of the signatory clearly.

If the offer is submitted by an association, each associate (including the leader) will present the AAUA. If the person signing decthe applicant / legal representative of the tenderer (leader, associate) will be empowered for this.

In case of submitting an individual / joint offer financially and / or technically-professional by third / third supporters, each supporter has the obligation to present the DUAE.

If the economic operator intends to subcontract a part / pthe parties to the contract, the DUAE also includes the required information on subcontractors.

Bidders, third parties and subcontractors must comply with the conflict-of-interest rules provided for in art. 58-63 of Law 98/2016 on Public Procurement. The bidders, third parties and subcontractors will present with the DUAE the declaration of non-complianceart. 60 of Law 98/2016 on Public Procurement.

Lots: 1, 2, 3. Annual average turnover

Application no. 3: Global average turnover figures. The DUAE will be completed. The supporting documents demonstrating the fulfillment of the eco capacity requirementaccording to the information contained in the DUAE, will be requested from the bidder ranked first after the evaluation of the bids. Information will be provided for the most recent 3 (three) financial years (2016, 2017, 2018). In order to be considered qualified, the bidder must demonstrate a minimum level of global turnover as follows: the average global turnoverof the bidder for the last 3 financial years (2016, 2017, 2018) must be at least:

- lot 1 561 554, 40 RON without VAT, - - lot 2 37 815, 12 RON without VAT, - lot 3 6 554, RON 62 without VAT.

Values will be expressed in RON at the average RON / EUR exchange rate communicated by the National Bank of Romania for the respective year. Year of Course RON / Euro 2016 4, 4908, 2017 4, 5681, 2018 4, 6502

The bidders who had toto convert currencies other than the euro or RON will use the annual average exchange rates set by the National Bank of Romania (www.bnr.ro). In case of an association, each associate is required to submit this information.

Any answers to the clarifications will be attached to the participation notice. These responses will be part of the Awarding Documentation and it is mandatoryshould be considered when making the offer. If first-ranked bidders are bidders with equal prices, they will be required to clarify SEAP with new financial offers that can be equal or diminished compared to the initial ones. Bidders will upload to the SEAP the documents containing the new financial proposals. In order to complete by the economic operators athe DUAE form will be accessed by the DUAE in SICAP at https://sicap-prod.e-licitatie.ro:8881 followed by the other documents being requested only by the bidder ranked first, following the completion of the bid evaluation. For information on subcontractors and associations, the DUAE will be completed. Along with the DUAE, economic operators will present the association agreement and the subcontracting agreement. docuthe supporting documents demonstrating the fulfillment of the qualification and selection requirement in accordance with the information contained in the DUAE shall be requested from the successful tenderer at the request of the contracting authority. The tender must include an agreement or a preliminary letter of association stating that all the associates assume their collective and joint liabilityin order to fulfill the contract, the association leader is empowered to oblige and receive instructions on behalf of all associates and is liable in his own name and on behalf of the association for the performance of the contract. If the bid submitted in association is to be declared winner, the agreement or the letter of association shall be presented before the date of signing the contractthat all associates assume liability according to the engagement to fulfill the contract, that the association`s leader is empowered to oblige and receive instructions on behalf of all associates and is liable in its own name and on behalf of the association for the performance of the contract. If the offer is submitted by an economistIf there is an intention to subcontract part / s of the contract, the declaration on the list of associates / subcontractors and the part / s of the contract that they are fulfilling will be completed. The proposed subcontractors must comply with the same obligations as tenderers in the environmental, social and labor relations field established by EU legislation, national association, by collective agreements or by international treaties and agreements in these fields, provided in the awarding documentation according to art. 51 par. (1) of the Law no. 98/2016 on public procurement. For information on supporting third parties, the DUAE will be filled in. With the DUAE, economic operators will present the commitment of the supporting third party (along with the documentsannexes to the engagement transmitted to them by third party / third party supporters, from which the actual manner in which support will be materialized. Following the request of the contracting authority, the tenderer ranked first after finalizing the tender evaluation has the obligation to present the documents submitted to it by the third party / third party supporters, through which the third / third party supporters will ensure the fulfillment of their own support commitment, documents that will be annexed to the respective commitment. If the economic operator demonstrates his technical and / or professional capacity by invoking the support granted by one or more third parties, then the economic operator has the obligation to prove to the authoritythat it has taken all necessary measures to have access to the necessary resources at any time by presenting a firm commitment from the third party / third parties.
