Zaprojektowanie, -development, implementation and technical support for an IT tool with the structure of the knowledge management system of the e-KSSiP - Reference Number: BD-V.2611.39.2018

1. The subject of the order is Design, development, implementation and technical support of an IT tool with the structure of the knowledge management system of the e-KSSiP platform, ie the education, professional improvement and management portalthe competence of justice and prosecution cadres, based on currently owned and used IT tools, and the digitization and implementation of 8 e-learning courses and self-report competence tests (for 9 professional groups) developed on the e-KSSiP platform on the basis of the substantive issues provided to the Contractor by the Contracting Authority.

1.-The subject of the orders is implemented under the project "Implementation of modern methods for testing training and education needs as the key to effective justice", implemented from the centers of the European Social Fund under the Operational Program Knowledge Education Development 2014-2020, Priority Axis II Effective public policies for the labor market, economy and education, Worksno 2.17. Effective justice system no. POWR.02.17.00-00-0036 / 17-00.

2. A detailed description of the subject of the order and the requirements of the Ordering Party with regard to the subject of the order are set out in Annex 1 to the ToR and in the contract template (Annex 4 to the ToR).

1. In the contract award procedure, contractors may take part who are not subject to exclusion from the award procedurepublic speaking for reasons referred to in art. 24 sec. 1 item 12-23 of the PPL and art. 24 sec. 5 point 1) PPL.

2. The Contractor shall attach to the offer, including the provisions of point 6.4. SIWZ: valid as of the date of submitting bids, a Form in the form of a Single European Order Document (hereinafter referred to as "EAT"). The information contained in the EED is a preliminary confirmation that the contractor is not subject to exclusioniu (point 5.2 of the Terms of Reference) and meets the conditions for participation in the proceedings referred to in point 5.1 of the ToR.

3. In the event of a joint application by the Contractors, the EAT shall be submitted by each of the Contractors jointly applying for the order. This statement is to confirm the fulfillment of the conditions for participation in the proceedings and the lack of grounds for exclusion to the extent that each of the Contractors will vouch for themfulfills the conditions for participation in the proceedings or no grounds for exclusion.

4. The Contractor who refers to the resources of other entities in order to demonstrate the absence of grounds for exclusion and compliance with them, to the extent in which he relies on their resources, the condition of participation in the proceedings also consists of EED regarding these entities. The ordering party will call Contractor before the order is awardedI want my offer, which offer has been rated the highest, to submit in the prescribed - not shorter than 10 days, the current date as of the day of submitting statements or documents confirming the circumstances referred to in art. 25 ust. 1 point 1) and 3) PPL, i.e .: 5.1. Declarations and documents confirming the absence of grounds for exclusion referred to in art. 24 sec. 1 PPL:

5.1.1 information from the National Karwithin the scope specified in art. 24 sec. 1 point 13), 14) and 21) PPL, issued not earlier than 6 months before the deadline for submitting bids,

5.1.2 statement of the Contractor about the lack of issuing a final court decision or final administrative decision on late payment of taxes, fees or fees social security or health insurance premiums or in the event of such a releasea verdict or decision - documents confirming payment of such receivables with possible interest or fines or conclusion of a binding agreement regarding repayment of such receivables;

5.1.3 a declaration by the Contractor about the lack of a ruling against him as a preventive measure for the prohibition of applying for public orders.

5.2. Document confirming no grounds for exclusion for whichm referred to in art. 24 sec. 5 point 1) PPL: a copy from the relevant register or from central records and information about business activity, if separate regulations require entry in the register or records,

6. If the Contractor has his registered office or place of residence outside the territory of the Republic of Poland, he submits documents on the principles described in detail in item 6.6. - 6.9. Terms of Reference.

7. Contractor, on time3 days from the date of posting information on the opening of offers on the website, referred to in art. 86 par. 5 of the PPL, shall provide the Employer with a declaration of belonging or non-affiliation to the same capital group as referred to in art. 24 sec. 1 item 23) PPL. Along with the submission of a statement, the Contractor may provide evidence that links with another Contractor do not lead toon competition in the procurement procedure. The model statement will be made available by the Ordering Party on the website along with the information on the opening of the offers referred to in art. 86 par. 5 PPL.

8. According to art. 24aa PZP, the Ordering Party will first evaluate the offers and then examine whether the Contractor whose offer has been evaluated as the most advantageous, is not subject to exclusion and meets-condition of participation in the proceedings - 9. The offer must be secured by a deposit of PLN 50, 000.00
