PROVIDING KURIERSHIP, INTERNATIONAL TRANSPORT AND STORAGE FOR THE NEEDS OF THE ROAD TRANSPORT INDUSTRY INSPECTORATE, INCLUDING INCLUDING THE SERVICE ELECTRONIC PAYMENT CHARGE SYSTEM

The subject of the order is the provision of courier services, international transport and storage for the needs of the Main Inspectorate of Road Transport, including in particular the Electronic Toll Collection System, divided into two parts:
Task 1 - Basic order: Providing courier services for GITD, including in particular electronic Sy Systonem. Fees collection - courier services rendered domestically and abroad, including collection, transport and delivery, including insurance, courier parcels containing:
a) on-board equipment (OBU);
b) information and marketing materials regarding the use of the viaTOLL system;
c) consumables for the viaTOLL distribution network (toners, paper for printers, etc.);
d) documentation of UsersviaTOLL system;
e) documentation and correspondence of GITD offices and delegations;
f) neutral goods.
Collection and delivery of parcels will be carried out from / to: viaTOLL system Customer Service Centers, GITD offices and GITD Delegations. also the use of an increased number of domestic courier services covering pick-up, transport and delivery as well as an additionnew insurance of shipments for the purposes of the distribution of on-board devices (OBU) to Users of the Electronic Toll Collection System implemented at the stage of planned implementation of the New KSPO (NKSPO).
Task 2 - Option right: Provision of storage services for OBU On-Board Units, marketing and operational materials used for servicing Electronic Toll Collection System.
Purchaser in accordance with the provisions of art. 34 par. 5 of the PPA provides for the option to apply the right of option. The right of the option is the option of ordering the provision of storage services for GITD purposes upon the Employer's written request. Storage services include the provision of temporary storage facilities (OBU), information and marketing materials in the Kuri warehouse.erskiej. The contracting authority foresees the exercise of the right of option in the event that it is not possible to store an increased number of on-board devices (OBU), information and marketing materials within its own storage space during the implementation of the NKSPO. The service concerns the storage of the above-mentioned on-board equipment and materials assuming the use of 30 m2 of space per month, ie 30 mpallets for a maximum of 6 months. The right of an option is the Employer's authority, from which he may, but does not have to use, as part of the performance of the contract. If the Employer does not use the option, the Contractor shall not be entitled to any claim in this respect. The condition for the activation of the option right is the submission by the Employer of a written request (statement of will) in theiota to exercise the right of option in the scope defined by him. - Condition regarding the right to conduct a specific professional activity - applies to part I of the order: the Contractor meets the above condition if he proves that he is registered in the register of postal operators kept by the President of the Office of Electronic Communications in accordance with art. 6 of the Act of November 23, 2012.Postal law (Journal of Laws of 2012, item 1529, as amended) in the scope that authorizes to perform the order in accordance with its subject. In the case of Contractors jointly applying for the award of a contract, the condition of participation in the proceedings, regarding the entitlement to conduct a specific professional activity, will be fulfilled if at least one Contractor demonstrates fulfillment of this condition. In order to confirmif the Contractor meets the condition of participating in the proceedings regarding the entitlement to conduct a specific professional activity, the Contracting Authority will call the Contractor whose tender has been best assessed, to submit within not less than 10 days, valid as of the day of submitting the document confirming the entry in the register of postal operators kept by President of the Office of Electronic Communicationsin accordance with Article 6 of the Act of November 23, 2012. The Postal Law (Journal of Laws of 2012, item 1529, as amended) in the scope authorizing to perform the order in accordance with its subject matter. - Condition regarding the economic and financial situation - not applicable. 1. The Contractors who are not subject to exclusion from the proceedings under the provisions of art. 24 sec. 1 and par. 5 points 1-4, 7 and 8PZP Acts meeting the conditions for participation in the proceedings referred to in art. 22 par. 1 b of the Public Procurement Law, which have been specified in Part II of the ToR. 2. In the case of Contractors jointly applying for the award of the contract and in the event that the Contractor relies on the capacities of other entities under the terms specified in art. 22a of the Public Procurement Law, none of the Contractors and none of these third parties maysubject to exclusion under the provisions of art. 24 sec. 1 and par. 5 points 1-4, 7 and 8 of the PPL Act. 3. In order to initially confirm the absence of grounds for exclusion and fulfillment of the conditions for participation in the procedure, the contractor shall submit a statement in the form of a Single European Order Document, with the Employer indicating that in EED in Part IV "Eligibility Criteria" the contractor maythat you limit yourself to completing the alpha section - "GENERAL STATEMENT ON ALL QUALIFICATION CRITERIA" by generally confirming that it meets all the conditions for participation in the proceedings and does not have to complete any of the remaining sections in part IV EAT 4. In order to confirm the absence of grounds for exclusion in based on Article 24 paragraph 1 item 23 of the Public Procurement Law, the Contractor, within 3 days fromia placing information on the website referred to in art. 86 par. 5 of the PPL, shall provide the Ordering Party with a declaration of belonging or non-affiliation with the capital group with other contractors who have submitted separate offers in this proceeding. 5. In order to confirm the lack of grounds for excluding the Contractor from participation in the proceedings, the Ordering Party, will call the Contractor whose offer will bethe highest rated, to submit in a period not shorter than 10 days, valid as of the day of submitting the documents and statements: 5.1. information from the National Criminal Register in the scope specified in art. 24 sec. 1 point 13, 14 and 21 of the PPL, issued not earlier than 6 months before the deadline for submitting bids or applications for admission to participate in the proceedings; 5.2.concertations of the competent chieftax office confirming that the Contractor is not in arrears with paying taxes, issued not earlier than 3 months before the deadline for submitting bids or applications for admission to participate, or other document confirming that the Contractor has entered into an agreement with the competent tax authority regarding repayment of these receivables with possible interest or a finein particular, it has obtained the exemption, deferral or installment payment of overdue payments provided for by law, or suspension of the implementation of the decision of the competent authority in full; 5.3.certificate of the relevant local organizational unit of the Social Insurance Institution or the Agricultural Social Insurance Fund or other document confirming that the Contractor is not in arrears with the payment of the compositionfor social security or health insurance, issued not earlier than 3 months before the deadline for submitting bids or applications for admission to participate in the proceedings, or other document confirming that the Contractor has made an agreement with the competent authority regarding repayment of these receivables with possible interest or fines, in particular he obtained the law provided for by lawdebt, postponement or installment of overdue payments into installments or suspension in full of the implementation of the decision of the competent authority; 5.4. Annotation from the relevant register or from central records and information about business activity, if separate regulations require an entry in the register or records, in order to confirm the absence of grounds for exclusion under Article. 24 sec. 5 point 1 Pzp;
1. The contractor is obliged torequired to pay a bid bond in the amount of PLN 22, 000.00 for part I of the subject of the order, PLN 750.00 for part II of the order. The bid bond must be submitted before the deadline for submission of offers. The bid bond must cover the entire period of being bound by the offer. 2. The deadline for binding the offer is 60 days. The period of being bound by the offer starts as soon as the deadline for submission of tenders expires. 3.Oferta is a completed form "Offer" (form OF.0.) with a price form (form OF.1 and / or OF.2, respectively), and documents listed in the Special Conditions of the ToR. Together with the offer should be submitted: EAT written commitment of another entity, in the event of the Contractor relying on his technical or professional capacity or financial situation, power of attorney topresenting all Contractors jointly applying for the order; power of attorney to sign the offer; proof of payment of the bid security - in the case when the bid security is paid in a form other than money, the Contractor should submit together with the offer the original guarantee or surety signed by the issuer (guarantor) by a qualified electronic signature; in the case of demonstration underthe criterion for the evaluation of offers by having a safety management system certificate in the supply chain compliant with the international ISO 28000 standard or an AEOC (or equivalent) certificate should be attached to the offer with an appropriate certificate / permit. If the offer contains information constituting a trade secret in the sense of the provisions on combating unfair competition, the Contractoris obliged to explicitly stipulate which of the information contained in the offer constitute the company's secret and place it in a separate file with the type of document marked as "Secret." 4. The Employer does not provide for the possibility of awarding contracts referred to in Article 67 paragraph 1 point 6 Public Procurement Law. 5. The Contracting Authority provides for the possibility of applying the procedure referred to in Article 24 aa of the Acty Public procurement law
