Suppliers must submit an up-to-date European Single Procurement Document, replacing the documents issued by the competent authorities and provisionally confirming the absence of a suppliergrounds for exclusion determined in accordance with Article 46 of the Public Procurement Act. The Single European Public Procurement Document shall be drawn up in accordance with the standard form adopted in 2016. Payment conditions:

1) In the course of performance of the contract, invoices shall be submitted only electronically. Electronic invoices conforming to the European Standard for Electronic Invoicing, the reference of which is published in 2017. October 16 Commission Implementing Decision (EU) 2017/1870 on the publication of the reference of the European standard for electronic invoicing and of the list of syntax in accordance with19 (OJ 2017 L 266, p. 19) (`the European Standard for Electronic Invoicing`), shall be provided at the supplier`s option. Electronic invoices that do not comply with the European Standard for Electronic Invoicing may only be submitted using the information system `E. account "(the e - invoice information system website is available at: https: //www.eaccount.com). If, in the event of a mobilization, war or emergency, the information systems "E. invoice "for irregularities that prevent communication and exchange of information between the buyer and the supplier through this system, invoices may not be submitted electronically during the performance of the contract;
