The subject of the order is the delivery of a stationary registry devicewhich is used to measure the average speed on a particular stretch of road - Episode 1, the Poniatowski Bridge viaduct from the first tower to the Wislostrada exit, towards Praga;

1. Contractors who meet the following conditions for participation in proceedings related to the economic or financial situation can apply for the award of the contract, i.e .: -1.1. The contractor obtained average revenue for the last 3financial years (based on "profit and loss accounts" the item "net revenues from the sale of products, goods and materials" or "net sales revenues and matched with them") in the amount not less than:

For part 1: 500, 000.00 PLN (say: five hundred thousand zlotys)

For part 2: 500, 000.00 PLN (in words: five hundred thousand zlotys)

For part 3: 500, 000.00 PLN (in words: five hundred thousand zlotys)

For part 4: 500, 000.00 PLN (in words: five hundred thousand zlotys)

1.2. The Contractor is insured against civil liability in the scope of activities related to the subject of this order, for the guarantee sum at least:

For part 1: 250, 000.00 PLN (in words: two hundred and fifty thousand zlotys)

For part 2: 250, 000.00 PLN (say: two hundred and fifty thousand zlotys)

For part 3: 250, 000.00 PLN (in words: two hundred and fifty thousand zlotys)

For part 4: 250, 000.00 PLN (in words: two hundred and fifty thousand zlotys)

2. The ordering party will call the Contractor whose offer has been the highest rated, to submit in the prescribed, not shorter than 10 days, the current date as of the day of submitting statements or documents that confirm the circumstances of meeting the conditionsparticipation in the proceedings specified above, i.e .: -2.1. part of the financial statements (profit and loss account), where the preparation of the report is required by the law of the country in which the contractor has its registered office or place of residence, and if it is subject to auditing in accordance with the accounting regulations, also with the opinion about the part of the auditor reports and inIn the case of contractors not obliged to prepare financial statements, other documents defining turnover and assets and liabilities for the last 3 financial years, and if the period of business is shorter for this period.

From the attached part of the financial report should report that meets the requirements of Article. 52 par. 2 of the Act of 29.9.1994 on accounting, i.e. thatthe financial report has been signed - with the date of signature by the person entrusted with the bookkeeping and the head of the unit, and if the unit is managed by a multi-person body by all members of this body. In the case of a refusal to sign, it is required to enclose a written justification attached to the financial statement.

In the case of Contractors, unobligedThe Ordering Party, for the "other documents", will recognize, among others, the PIT tax declaration filed with the Tax Office,

2.2 documents confirming that the Contractor is insured against civil liability in respect of the business related to the subject of this order for the guarantee sum specified by the Employer (containing confirmation)insurance payment).

1. The Awarding Entity does not provide for advance payments on account of remuneration for the execution of the order.

2. The description of how to prepare offers is contained in point 8 of the Specification of Essential Terms of Orders, hereinafter referred to as "SIWZ" (Chapter I of the ToR), including: - 2.1. The offer should be accompanied by a statement on the uniform European form valid as of the day of submitting bids.of the order document, drawn up in accordance with the standard form provided for in the European Commission's implementing regulation issued on the basis of art. 59 par. 2 of Directive 2014/24 / EU, hereinafter referred to as "EAT" in electronic form with a qualified electronic signature, and then together with the files constituting the offer to be compressed into one archive file (ZIP).

2.2.the statement referred to in point 2.1. above (EAT) should be submitted by each Contractor jointly applying for the order.

2.3. The Contractor who refers to the resources of other entities referred to in point 10 of the ToR to demonstrate the absence of grounds for exclusion and compliance with them, to the extent that they refer to their resources, the condition of participation in the proceedings, also uniform documents (statement indicated in item 2.1 above EAT) on these entities

3. The Employer will exclude from the proceedings the Contractor in case of meeting the conditions specified in art. 24 sec. 1 point 12 23 and art. 24 sec. 5 points 1, 2 and 4 of the Act of 29.1.2004 Public Procurement Law (Journal of Laws of 2018, item 1986, as amended).

4. The ordering party will call the Contractor to whomthe fredge was rated the highest, to be submitted within the deadline, not shorter than 10 days, valid as at the date of submitting statements or documents specified in -5 item 1), 4) and 5) of the Minister of Development's regulation of 26.7.2016 on types documents, which may be requested by the contracting party from the contractor in the proceedings for the award of the contract, which confirm the circumstances of the absence of grounds for hatchinglearning.

6. The principles of reference to the resources of third parties are set out in point 10. The contractor joining the tender is obliged, prior to the deadline for submission of tenders, to lodge a deposit for the entire period of being bound by the offer, in the amount of: - For part 1: PLN 1 900.00 (in words: one thousand nine hundred PLN 00/100) ),

For part 2: PLN 1, 900.00 (in words: one thousand nine hundred zlotys and 00/100PLN),

For part 3: PLN 1, 900.00 (in words: one thousand nine hundred PLN 00/100),

For part 4: PLN 1, 900.00 (in words: one thousand nine hundred PLN 00/100).

8. The ordering party in the present proceedings will first evaluate the offers and then examine whether the Contractor whose offer has been evaluated as the most advantageous, is not subject to exclusion and meets the conditions for participation in the proceedings. HedgehogThe Contractor referred to in the first sentence avoids concluding the contract or fails to provide the required performance bond, the Employer may investigate whether it is not subject to exclusion and whether the conditions for participation in the procedure are met by the Contractor who submitted the highest rated offer.

9. The Contracting Authority does not provide for the possibility of ordering referred toin art 67 sec. 1 point 6 of the Public Procurement Law

10. Information on the processing of personal data is included in point 21. SIWZ (Chapter I of the ToR)

11. The contracting authority requires that the order be completed: commencement: from the day the contract is concluded; ending: 10/12/2019

13, the Employer requires employment under a contract of employment within the meaning of the provisions of the Act of 26.6.1974.
