The purpose of this consultation is toto select the candidates who will be admitted to present an offer and to have a dialogue during the consultation concerning the conception, the realization as well as the exploitation and the maintenance of the future city of the Music and the Live Arts and will give place to a public market overall performance, non-renewable. This equipment will consist of the following main entities:

Main Site: SitThe purpose of this consultation is to select the candidates who will be admitted to submit an offer and to have a dialogue during the consultation on the design, construction and development of the project. operation and maintenance of the future city of Music and Live Arts and give rise to a global public performance market, notrenewable. This equipment will consist of the following main entities:

- music and dance conservatory departmental radiation,

- current music hall,

- shared spaces: a common home, resource center and training and creative spaces and of repetition,

1) quality of the architectural and functional bias, quality of insertion into the site apprecie in view of:

- architectural and urban treatment (perception and architectural readability), including the relevance of the heritage intervention

The candidate will describe and explain his architectural approach while presenting similar examples source of inspiration (underweight 50%),

- organization of the mass plan (organization of spaces, organization of access, exposure of equipment to light and natural lighting, protection of equipment from nuisances wind, noise and visual protection, taking into account the regulatory constraints attached to the site of implementation, treatment of fences) and the adequation of the project with the architectural guidelines described in the program (underweight 50%);

- architectural choices participating in the bioclimatic approach and at energy efficiency of the building (underweight 50%), - performance of the technical installations andtechnological choices (including the use of ENRs) to respect and optimize the fluid consumptions and performances to be achieved within the operational program (underweight 50%); operating, maintenance and servicing constraints and services with regard to:

- constructive arrangements (durabilityt quality of materials) and accessibility of the building (facades and roof) (underweight 20%),

- provision of maintenance, storage and technical premises (underweight 20%),

- human and technical resources allocated to the performance of the service (underweight 20%),

- modalities of maintenance, maintenance and renewal of works, equipment, installationand integrated materials in the market perimeter taking into account a sustainable development approach (underweight 40%);

4) overall cost appreciated in view of the sum of the global prices and flat rate for the realization of the studies, realization works, and for the duration of the contract, the services of maintenance, conduct, maintenance, renewal of the works, equipment, installations, and materials incorporated in the scope of the contract,

- premium: amount of EUR 150 000 (conditions fixed in the consultation rules),

- period of validity:

- 3 months from the date limit of reception of the candidatures concerning the candidatures,

- 6 months as from the deadline of reception of the initial offer and of the final offer,

- at the stage of l'oinitially, candidates will submit 2 sketches each based on an architectural solution and reflecting distinct architectural orientations, particularly in their style.
