Replacement of thermal insulation on the overhead network 1 x 700 supply (area 341 plot 16) and 1 x 700 return (precinct 341 plot 4/3) towards ul. Kaliskiego (precinct 337 plot 115)
The object of the contract is:
Main Site: Rejon ul. Fordońska Streetnku street Kaliskiego in Bydgoszcz, POLAND
The scope of the contract includes:
a) replacement of thermal insulation on the 1 x 700 overhead network power supply (precinct 341 plot 16) section about 246 m long;
b) replacement of thermal insulation on the 1 x 700 overhead network ( precinct 341 plot 4/3),
towards ul. Kaliskiego (precinct 337 plot 115), section about 120 m long.
Scope of work
Work onreplacement of thermal insulation along with protective coatings on overhead pipelines takes place in technologies taking into account the nature of insulated elements, i.e.:
- for straight sections of the pipeline, insulation should be made using prefabricated insulation shells made of PUR foam, combined with a galvanized steel sheet jacket constituting a prefabricated syinsulation stamp;
- for pipe fittings such as elbows and pipe bends as well as T-pieces and fittings, insulation from PUR segment foam elements with foam-bonded contacts, with a galvanized steel sheet cover should be used;
- for insulation of sliding supports and fixed points, insulation meeting the material requirements of STWiORB Annex 3 to this ToR.
Scope of works:
a)disassembly and utilization of existing thermal insulation along with protective coatings;
b) corrosion protection of pipelines on a minimum of 25% of the surface;
c) assembly of insulation with all necessary accompanying works;
d) regeneration of concrete (reinforced concrete) elements and structures which are supporting structures in forms of fixed points and sliding supports;
e) regeneration of elementsand steel structures that are supporting structures in the form of spatial trusses;
f) carrying out tests of welded joints of pipelines in places indicated by the Employer, using non-destructive methods, i.e. ultrasonic or radiographic methods, minimum 25 pcs. Employer`s operating services, supervision inspector, other authorized persons have the right call the Contractor for random accountsthe role of welds indicated by the method agreed by the Employer. Testing of welded joints solely by the visual method is not allowed;
g) temporary and accompanying works, including cleaning and reconstruction works after the main modernization works have been completed. and pedestrian visors onpedestrian routes,
- site protection for the time of construction,
- removal of greenery colliding with planned works,
- temporary collection of waste generated during works, including elements resulting from the dismantling of pipeline insulation, followed by their utilization by authorized companies,
- geodetic works,
- changes in traffic organization and its maintenance throughout the durationand construction.
The protective coat should be equipped with embossing with the "KPEC" logo. The pattern and design of signs (inscription and pictogram) must comply with the requirements for the KPEC company logo. An embossed company logo size A6 must be placed in a minimum amount of 2 inscriptions on a 2 m long jacket, symmetrically on both sides of the heating network.
Notes:
1. If the design documentation containstrademarks or proper names, it should be considered that they testify to the quality of materials / devices and are only auxiliary in determining the basic parameters and characteristics of the materials / devices used. In this case, the Ordering Party informs that it allows submitting bids, which individual materials / devices listed in the project documentation may be replaced with materials / bornequivalent prescriptions. The Employer will consider as equivalent products those that have no worse technical parameters than those that indicate their own names, and their use will in no way affect the proper functioning of the technical solutions provided in the design documentation. Execute may participate in these proceedingsthose who jointly meet the following conditions regarding:
The economic or financial situation ensuring the performance of the contract. : two hundred and seventy thousand PLN);
b) is insured against civil liability in the scope ofesie of business activity related to the subject of the contract for a minimum guarantee sum of PLN 610, 000.00 (say: six hundred and ten thousand PLN).
For the conversion of the financial value specified in point a above in a currency other than PLN, the Employer for the purposes of assessing compliance condition of participation in the procedure will apply the average exchange rate of the National Bank of Poland ofpublication of the contract notice in the Official Journal of the European Union, and if the rate was not announced on that day, then according to the average exchange rate table of the National Bank of Poland recently announced before that date.
To confirm compliance with the conditions for participation in the proceedings regarding the economic or financial situation referred to in art. 22 paragraph 1 of the Public Procurement Law and, accordingly, in Chapter VII of the ToR, point 2.1upon request of the Employer is required to submit valid as at the date of submission, the following documents and statements:
1.1. information from the bank or cooperative savings and credit union that it has financial resources or a creditworthiness of not less than PLN 270, 000.00;
1.2. document confirming that the Contractor is insured against civil liability in the scopee conducted activity related to the subject of the contract, for a guarantee sum of PLN 610, 000.00.
If for a justified reason the Contractor cannot submit the documents as above, he may submit another document which sufficiently confirms the fulfillment of the condition of participation in the procedure described by the Employer
For the conversion of the financial value specified in point a above that appears incurrency other than PLN, the Awarding Entity will use the average exchange rate of the National Bank of Poland from the day of publication of the contract notice in the Official Journal of the European Union, and if the exchange rate was not announced on that day, then according to the NBP average exchange rate table published before that date.
1. In these proceedings, communication between the Employer and Contractors takes place electronically via plAtforms: www.platformazakupowa.pl, whereby the offer and attachments should be submitted via the "Offer submission form" available at www.platformazakupowa.pl at the place of publication of the announcement and tender documentation, while documents, statements, applications, notifications and transmission of information takes place using the "Send message" form.

3. In all correspondence related with this proceeding the Employers use the case mark.
4. Offer, submitted documentsby Contractors and statements, including EAT, shall be made under pain of nullity, in electronic form and provided with a qualified electronic signature.
5. Electronic documents or their electronic copies and declarations are submitted by the Contractor via the www.platformazakupowa.pl platform as attachments. The Purchaser allows in particular the following format to be sentdata: .pdf, .doc, .xls, .zip.
6. The method of submitting the offer and electronic documents, including signing documents with a qualified electronic signature, as well as the rules for using the portal, are described in the "Instructions for Contractors" and in the "Regulations of the Platformazakupowa.pl Online Purchasing Platform Open Nexus Sp.z o.o." available at www.platformazakupowa.pl.
7. Waypreparation of electronic documents, declarations or electronic copies of documents or declarations must comply with the requirements set out in the Regulation of the Prime Minister of 27.6.2017 on the use of electronic means of communication in public procurement proceedings as well as the sharing and storage of electronic documents and the Regulation of the Ministera Development of 26.7.2016 on the types of documents that the Employer may request from the Contractor in the procurement procedure.
