Bergen kommune, Etat for utbygging [Bergen municipality, the Agency for Development] hereby extends an invitation to participate in the qualification of participants for a limit tender competition concerning a partnership contract for the project A0571 Bergen Radhus [Bergen Town Hall] — internal reconstruction].

The contract will be implemented as a partnering contract with open book and incitement.

The builder wants early interaction with the actors who can and will influence the project result and the course of the project, and has therefore selected an implementation model based on interaction with open book and incitement. The model is based on a [partnership strategy, where one focuses on the overall competence of the different actors in a construction project and how it can be best utilised for the project. The implementation model is based on trust, open books and continuous problem solving along the way. Both the builder, users, contractors, architect and consultants develop the contracting authority`s tender basis and the partnership contractors tender to a unified preliminary project based on the municipality`s needs and functional requirements.

Experience with interaction as an implementation model is that the model itself is motivating and can create enthusiasm and a sense of community that contributes to all actors striving to develop an optimal project. The model focuses to a large extend on user and operational involvement to ensure that the end result satisfies the owner, user and those who will operate the new facility after hand-over. Objectives for the model and the process:

— focus on joint interests and interaction,

— utilisation of all actors competency in interaction,

— joint financial management, fewer changes and reduced consequences of changes in the implementation phase,

— available, stable and correct competence through the entire project,

— fewer conflicts in the implementation phase,

— fewer deviations between the contracting authority`s requirement specification and the contractor`s description,

— facilitation of a good user participation process.
