The subject of the order is the design and reconstruction of bus bays with assembly of shelters in the city of Rzesz-w, stage II, implemented on the basis of 2 tasks

The subject of the order is the design and reconstruction of bus bays along with the assembly of sheltersin the city of Rzesz-w, stage II, implemented on the basis of 2 tasks:
1) Task I - reconstruction of the bays - the task will be implemented in the design-build mode based on the Functional and Utility Program. The scope of work includes the development of project documentation, agreeing it with the Employer, obtaining legally required decisions, opinions and permits, as well as carrying out construction works involvingon the extension and reconstruction of 29 bus bays. The scope of work envisaged for the investment includes:
- replacement of curbs on bus bays for platform profiled curbs (semi-circular),
- replacement of pavement surfaces in bays for concrete,
- sewage from 2 rows of concrete cubes on sections of bays with longitudinal inclination 0, 5% (if necessary),
- making gulliesstreet and storm water drainage connections (if necessary),
- relocation of pavements,
- execution of a new pavement surface,
- construction and reconstruction of bicycle paths,
- arrangement of integration cube,
- arrangement of leading integration cube,
- reconstruction of existing exits in within bus bays,
- reconstruction of fragments of existing networks on colliding sections, into a conditionch to be obtained from the network manager,
- height adjustment of technical infrastructure not related to the road under conditions to be obtained from the network manager,
- reconstruction of road lighting (if necessary),
- reconstruction of stop infrastructure, on conditions to be obtained from the City Transport Board in Rzesz-w,
- height regulation of the RIS infrastructureT on the conditions to be obtained from the City Transport Authority in Rzesz-w,
- possible clearing of greenery and new plantings along with care,
- other works resulting from technical conditions, decisions, permits, arrangements and applicable regulations,
- restoration of the marking and road safety devices
2) Task II - delivery and assembly of shelters - the order consists ofarranging and assembling 27 bus shelters. Sheds made as a modular structure, one module is the width of the rear window. We divide sheds according to their depth into 1000, 1500 and 1800 mm sheds and due to the number of modules for three- four- and five-module sheds. Sheds made of aluminum aluminum profiles. 8 sheds equipped with solar farm. The Contractor`s tasks will beit was necessary to provide a bench for passengers at the place of the temporary stop. -1 specification. These proceedings are conducted pursuant to art. 24aaThe PPA.
2. Contractors who are not subject to exclusion under Art. 24 paragraph 1 and item 5. points 2 and 4 Public Procurement Law and meet the conditions for participation in the proceedings
3. Dock. and lighting which each contractor submits together with the offer:
3.1. A completed and signed OFFER form, attached to the ToR.
3.2. Power of attorney if required to represent the Contractor if:a) The Contractor is represented by a proxy,
b) The Bid is submitted by Contractors applying jointly for a public contract with the content required in art. 23 clause 2 Public Procurement Law (also regarding civil law partners)
3.3. Dock. resulting in the authorization to sign the offer.
3.4. OSW. in the form of the Single European Procurement Document.
3.5. The customer will download Central electronic recordsBusiness Activity Register and / or National Court Register (KRS) doc. registration regarding the Contractor. In the case of Contractors who are not subject to entry in the registers indicated in the offer print, please provide the address of the website from which the Employer will download from publicly available and free databases doc. or attach to the offer doc. indicating the right to sign it. In the case of foreign contractorstranslation of these documents into Polish should be attached to the offer.
3.6. Obligation of another entity to make available the necessary resources for the purposes of the contract, provided that the Contractors refer to the resources of other entities, in accordance with art. 22a Pzp.
4. Within 3 days from placing on the website by the Employer the information referred to in art. 86 paragraph 5Public Procurement Law contractors submit pursuant to art. 24 section 11 Public Procurement Law, on belonging or not belonging to the same capital group as referred to in art. 24 paragraph 1 item 23 of the Public Procurement Law
5. The contractor whose tender has been rated the highest is required to submit within the time limit set by the Employer not less than 10 current days as at the date of submitting the statement. or doc. confirming approxthe circumstances referred to in art. 25 paragraph 1 Pzp:
5.1. In order to confirm the lack of grounds for exclusion from participation in the procedure pursuant to art. 24 paragraph 1 Pzp:
1) information from the KRK in the scope specified in art. 24 paragraph 1 point 13, 14 and 21 Public Procurement Law issued not earlier than 6 months before the deadline for submitting bids;
2) statement contractors about the lack of a final or final judgment against himadministrative decision on arrears in the payment of taxes, fees or social security or health insurance contributions, or in the event of such a judgment or doc. confirming the payment of these debts together with any interest or fines or concluding a binding agreement on the repayment of those debts;
3) statement the contractor on the lack of a judgment against himpreventive measure prohibiting public procurement. 5.2. In order to confirm compliance with the conditions for participation in the proceedings, the contractor submits the document. referred to in point III.1.1) and III.1.3) of the announcement.
5.3 The Employer requests from the Contractor, which relies on the abilities or situation of other entities on the principles set out in Art. 22a of the PPL, presentations in relation to these entities ddocuments referred to in item 5.1.
6. Condition regarding competences and authorizations to conduct specific professional activities, provided that it results from separate provisions: The Awarding Entity does not specify conditions in this respect.

1. The Awarding Entity does not envisage the use of an electronic auction, a framework agreement or the establishment of a dynamic purchasing system.
2. The performer eatsst obliged to pay a deposit in the amount of: PLN 140, 000.00 on the terms set out in the ToR.
3. Information for contractors having their registered office or place of residence outside the territory of the Republic of Poland:
3.1. If the contractor has its registered office or place of residence outside the territory of the Republic of Poland, instead of the document referred to in section III.1.1 point 5.1.1) submits information from the relevant register or, failing that, such informationregister, another equivalent document issued by the competent judicial or administrative authority of the country in which the contractor has its registered office or place of residence, or the place of residence of the person to whom the information or document relates. to the extent specified in art. 24 paragraph 1 point 13, 14 and 21.
3.2.Doc, referred to in point 3.1 should be issued not earlier than 6 months before the deadline for submissionoffers.
3.3. If in the country in which the contractor has its registered office or place of residence or place of residence there is a person whose doc. applies, the documents referred to in item 3.1 are replaced by doc. containing, respectively, the contractor that an indication of the person or persons authorized to represent him, or people whose doc. was to relate, submitted to a notary or authoritym court, administrative or professional or economic self-government body competent for the registered office or place of residence of the contractor or the place of residence of that person. The provision of point 3.2. shall apply accordingly.
3.4. The Contractor having its registered office in the territory of the Republic of Poland, in relation to a person residing outside the territory of the Republic of Poland, to whom the doc. indicated in section III.1.1 point5.1.1) submits the document referred to in item 3.1 to the extent specified in art. 24 paragraph 1 point 14 and 21. If in the country in which the person resides, whose document was to apply, no such doc appears, it is replaced by containing that person filed before a notary public or before a judicial, administrative or professional or economic self-government body competent fordu to that person`s place of residence. The provision of item 3.2 applies accordingly.
4. The Purchaser specifies that the offer validity period is 60 days.
5. The contracting authority specifies that the subject of the contract should be completed by November 30, 2020 or shorter, if the contractor proposes to shorten the deadline for completing the contract within the criterion of "contract completion date".
6. The contract is partą a larger contract with the value indicated in point II.1.5. announcement.
7. The value indicated in point II.2.6 of the notice includes the value of similar orders.
8. the contracting authority provides for the possibility of changing the provisions of the contract in relation to the content of the offer. The possibilities of changing the concluded contract and the terms of such changes are specified in the contract template constituting the attachment to the ToR.
