Construction of a smart network in the area southern Wielkopolska (Southern Poznań Branch) through modernization and reconstruction of MV and LV lines and stations, automation of lines and stations as a result ofremote control and power protection automation, including short-circuit current flow indicators

Main Site: Southern Division of the Poznań Distribution - Wielkopolska and Lubuskie voivodships.

The subject of the order is the implementation of the task: Construction of intelligent network through modernization of existing and construction of new network automationstandards of the FDIR system in the area of the Southern Distribution Branch Poznań (areas of the communes: Czempiń, Grodzisk Wielkopolski, Granowo, Kamieniec, Kołaczkowo, Kościan, Krzykosy, Krzywiń, Lipno, Miłosław, Opalenica, Stęszew, Śmigiel, Środa Wielkopolska, Wielichowo, Wschowa, Zaniemyśl) and sectional reconstruction of power lines along with new connections. The order also includes launchese SMART functionalities to cooperate with FDIR automation in WN / SN stations, Grodzisk, Kościan, Krzywiń, Leszno Gronowo, Miłosław, Opalenica, Stęszew, Śmigiel, Środa and Wschowa. As part of the installation of new devices, the FDIR operation algorithms should be prepared and introduced into SCADA systems.

Tasks included in the procurement will consist in: - modernization of the MV field in HV / MV stations, - - settlement of follow-up compensationj in WN / SN stations,

- construction of new MV cable lines,

- modernization of existing MV overhead power lines,

- application of remote control and power security automation, including disconnector and radio-controlled reclose devices, modernization of existing radio-controlled disconnectors and recuperators and short-circuit current flow indicators, built-inZKSN cable connections with radio controlled MV switchgears,

- modernization of existing MV / LV stations, among others: • replacement of stations for stations with transformers with on-load voltage regulation and installation of AMI circuits in these stations and consumers supplied from these stations,

• exchange of stations for stations with radio-controlled MV substations

modernization of existing MV switchboards for MV switchboards-with radio controlled fields.

A detailed description of the subject of the order can be found in the SIWZ together with the attachments to the SIWZ, posted on the Employer's website indicated in section I.3) Announcement Communication.

1. Contractors who meet the conditions for participation in proceedings in the field of competences or the right to conduct a given activity may apply for the award of the contractprofessional defined in the announcement and SIWZ.

2. In order to confirm compliance with the above conditions of participation in the proceedings The Contracting Authority requests the following declarations and documents:

2.1. If the Contractor is established or resides outside the territory of the Republic of Poland, he shall submit a document or documents issued in the country in which the contractor has its registered office or place of residence, confirming that it is not openit was its liquidation and bankruptcy was not announced

2.2. If in the country in which the Contractor has a registered office or place of residence, the document referred to is not issued, the documents referred to in point 2.1 are not replaced by a document containing the contractor's statement, indicating the person or persons entitled to his representation, or a statement by a personto which document was to be applied, submitted to a notary or before a judicial, administrative or professional self-regulatory or economic authority competent for the seat or place of residence of the contractor or place of residence of that person.

2.3. In the event of any doubts as to the content of the document submitted by the Contractor, the Contracting Party may contact the relevant competent authoritiesand about the country in which the Contractor has its registered office or place of residence or the place of residence of the person concerned, for providing the necessary information regarding this document.

3. Information on submission of a statement along with the offer on the form of a single European order document (EIN) constituting preliminary confirmation that the Contractor meets these conditions of participationin the proceedings, see section VI. Supplementary information (this announcement). 4. Documents referred to above prepared in a foreign language are submitted together with a translation into Polish together with the date and signature of a person authorized to represent the Contractor.

5. The Employer will assess the fulfillment of the abovementioned conditions on the principle of "meets not meet" on the basis of submitted by Wykthe issuer of statements and documents referred to in point 6 of the ToR. The Contractor may rely on technical or professional abilities as well as financial or economic situation of other entities, regardless of the legal nature of their relations with them. In such a situation, the Contractor is obliged to prove to the Ordering Party that he will have these resources at the time of order execution, in particularby presenting a written commitment (original) of these entities to put at the disposal of the necessary resources for the needs of the Order.

6. Detailed information can be found in the SIWZ, posted on the Employer's website indicated in section I.3) Communication Announcement

1. The Contractors who meet the following requirements may apply for the award of the contractnki:

a) are in an economic and financial situation that ensures the execution of the order,

b) they are insured against civil liability in respect of their business related to the subject of the order.

2. The Employer will assess the fulfillment of the abovementioned of the conditions on the principle of "meets the fulfillment" on the basis of declarations and documents submitted by the Contractor, referred to in point 6 of the ToR.The Contractor may rely on technical or professional abilities as well as financial or economic situation of other entities, regardless of the legal nature of their relations with them. In such a situation, the Contractor is obliged to prove to the Ordering Party that he will have these resources during the execution of the order, in particular by presenting a written commitment for this purpose (originalna) of these entities to provide them with the necessary resources to perform the order.

3. Detailed information can be found in the SIWZ, posted on the Employer's website indicated in section I.3) Communication Announcement

1. The estimated value of the subject of the order exceeds EUR 5 548 000.

2. The Contractor should attach to the Bid the documents and declarations indicated in plposting and SIWZ posted on the website of the ordering party indicated in section I.3) of the Announcement

3.1. in the case of joint application by the Contractors, EAT along with the offer shall be submitted by each of the Wcontractors applying for the order;

3.2. in the case of the Contractor, which refers to the resources of other entities, the Contractor together with the offer shall also submit to EIN for these entities - EAT should confirm compliance with the conditions for participation in the proceedings and no grounds for exclusion to the extent that each of the Contractors demonstrates fulfillment of the conditions for participation in the proceedings and no grounds for exclusion.

4. If it is necessary to ensure the proper conduct of the procurement procedure, the Awarding Entity may at any stage of the procedure call for contractors to submit all or some declarations or documents confirming that they are not subject to exclusion, meet the conditions for participation in the procedure or selection criteria, and if there are justified grounds to recognize thatpreviously submitted statements or documents are no longer valid, to submit valid declarations or documents.

5. The offer in the tender conducted under the open tender procedure together with all required declarations and documents confirming compliance with the conditions of participation in the proceedings and documents confirming that the works, deliveries and services offered inrequirements, specified by the Ordering Party in the ToR, should be submitted in a packaging that prevents third parties from getting acquainted with the contents of submitted documents. The packaging should be provided with a stamp or an annotation containing the name and address of the Contractor's seat and have the following designation:

"Offer in the procurement procedure for: Construction of a smart network in the Southernlkopolski (FROM Poznań in the south) by modernization and reconstruction of MV and LV lines and stations, automation of lines and stations as a result of the application of remote control and electrical protection automation, including short-circuit current flow indicators RPUZ / P / 1072/2018 / OD / ZIR / RI Do not open before: 26/11/2018 at 10.15. "

6. In the present proceedings, the written rule appliesthe Contractor's contracts with the Employer should be made in writing. This also applies to the contract that will be concluded with the Contractor selected in the proceedings. The Employer allows the possibility of submitting statements, applications, notifications and information by fax (fax number of the Employer 48 618561004) or by e-mail (e-mail addresses: mateusz.czornak@enea.pl; lukasz.kwiatkowski@enea.pl; maciej.olejniczak@enea.pl) then each party at the request of the other confirms immediately the fact of receiving a specific letter.

7. It is recommended that all pages of the offers be numbered.

8. The required deadline for completing the subject of the order is at most 26 months (ie 104 weeks) from signing the contract.

9. The Contracting Authority informs that specified in section IV.2.6 of the minimum notice bythe end in which the Contractor will be bound by the offer of 2 months is 60 days.

10. The offer and all statements and testimonials submitted during the proceedings are public. If the offer contains information constituting a trade secret in the meaning of the provisions on combating unfair competition, the Contractor in accordance with art. 8 sec. 3 of the Public Procurement Law is obliged to stipulate that they can not be omade available and provide justification in which it can prove that the proprietary information constitutes a trade secret. The Contractor may not reserve information referred to in art. 86 par. 4 Public Procurement Laws
