For the purposes of the present contract the Municipality of Burgas has ready-made investment projects for the sites.

For the reconstruction of the streets within the scope of lot 1 the following building permit was issued:

The site is the third category of construction according to Art. 137, para. 1, item 3, letter "e" of the TDA in connection with Article 7, paragraph 1, in conjunction with Article 6, paragraph 6 of Ordinance No 1 / 30.7.2003 on the nomenclature forConstruction permissions were issued in accordance with approved investment projects in Architecture, Architecture - Accessibility of the Environment, Constructions, Electro (Street Lighting), Electricity (Electronic Communications), Water Supply and Sewerage "Drainage", "Geodesy", "Road", "Traffic Organization", DB, "Park Development and Public Works", "Reconstruction and Strengthening of Existing-Communications, PFSO, PWU, Geology and PWD. These are an integral part of the participation documentation.

All activities included in the scope of the contract are described in detail in the technical specifications annexed to the tender dossier. CMPs are detailed in terms of type, measure and quantity. The technical specifications include the materials and parts necessary for delivery and installation, - laying of granite pavement - 8 565, 00 m2, - laying of asphalt concrete - 2 213, 00 m2, - laying concrete pavements for pavements - 10 774, 70 m2, - laying of new street lights - 68, - - new parking lights - 16, - - planting of new trees - 102, - installation of new children's facilities - 16 - The quoted figures are summarized.

The participant in the procedure shall have a registration in the Central Professional Register of Builders (TSRC) with the Chamber of Builders of the Republic of BULGARIA pursuant to Art. 3, para. 2 of the Chamber of Builders Act for the execution of constructions of the 2nd and 4th group, minimum category III (for OP 1) or 2nd group, minimum category IV (for OP 2), and for non-residents - in analogous registersand in accordance with the law of the Member State in which they are established.

When submitting a tender, the participant fills in Section A "Fitness", Part IV "Selection Criteria" in the ENEDOP

Demonstration:

Before the conclusion of the contract the participant selected for contractor, shall submit a registration document to the CPSA valid on the date of conclusion of the contract. The participants should be withbut have achieved a minimum total turnover, calculated on the basis of annual turnover, for the last 3 completed financial years, depending on the date when the participant was established or commenced its activities.

Demonstration:

Prior to the award of the public procurement contract, the participant designated as contractor-1 or several of the documents under Art. 62, para. 1 of the Public Procurement Act. The participant must have professional liability insurance for the participants in the construction and the design under Article 171 of the Territorial Planning Act

Demonstration:

Prior to the conclusion of the contract for a public contract the participant designated as contractor shall submit a documentthe entrants according to Art. 62, para. 1, item 2 of the Public Procurement Act

For all OPs:

1. The deadline for the execution of the public procurement is at the bid of the participant, but not longer than 240 calendar days and no less than 180 calendar days. It begins to run from the date of signing of a protocol for the opening of a construction site and the determination of a construction line and a level of construction (Annex 2a to Article 7, paragraph 3, Order № 3 of 31.07.2003 for the preparation of acts and protocols during construction) and ends with the drawing up of a finding act for establishing the fitness for acceptance of the construction (Annex 15 to Article 7, paragraph 3, item 15 of Ordinance No. 3 of July 31, 2003, for the preparation of acts and protocols during construction). The warranty terms for construction activities are as set forth in the Naorder № 2 of 31.07.2003 for commissioning of the construction works in the Republic of Bulgaria and minimum guarantee terms for completed construction and assembly works, facilities and construction sites. With a view to requiring participants to make an on-site inspection and to know the specific conditions for the execution of the contract and in connection with Art. 45, para. 2 of the PPA, the contracting authority sets a deadline for receivingof offers longer than the minimum specified in Art. 74, para. 1 of the Public Procurement Act. The bodies from which the participants can obtain the necessary information related to taxes and social security, environmental protection, employment protection and working conditions in force in the country are the NRA, the Ministry of Environment and Waters, the Employment Agency and Executive Labor Inspectorate"(http://nap.bg, http://www3.moew.government.bg, www.mlsp.government.bg, http://www.gli.government.bg, http://www.az. Government.bg/).- 5. At the date of the opening of this procedure, there is no financial resource provided for securing the activities under it, and it is declared subject to the provisions of Article 114 of the Public Procurement Act and either party may request the termination of the contract in writing without prior noticeis after the expiration of 3 months from its conclusion in case of unsecured financing.
