The subject of the contract is related to the selection of a contractor to develop an investment project in phasetechnical project to undertake the construction of an object: "Implementation of measures for energy efficiency in administrative buildings - the building of the MoI Directorate - Varna" and to carry out author's supervision during its construction

Main Site: The building of the Directorate of the Ministry of Interior - Varna - 2, Tsar Kaloyan Str., Varna, Bulgaria. It is envisaged that an investment project will be developed in the technical design phase, that construction works be carried outfor the implementation of energy efficiency measures in administrative buildings - the building of the MoI Directorate - Varna and to be subject to author supervision during the construction of this site

Within the scope of the subject of the procurement, the following should be done: preparation of a technical design for the purpose of issuing a building permit for all parts of the investment design in accordance with-with Ordinance № 4 / 22.04.2004 on the scope and content of the investment projects, CC, KСС; agreeing and subtracting all necessary permits, incl. building permit; elaboration of detailed working schedules for the execution of the construction activities; coordination of drawings and the developed project with all control bodies, operating companies, municipal and state institutions according to the normativeis a requirement before submitting the project to the contracting entity to assess compliance with the essential requirements for construction, approval and obtaining a building permit; execution of construction works and exercising of author's supervision

When preparing the project documentation, use the prescriptions given in the technical and energy audits prepared for the site to include:

- all obligationsenergy saving measures prescribed in the energy efficiency audit, incl. measures for utilization of renewable energy sources (with proven technical feasibility and economic feasibility), which result in compliance of the building with the normative requirements for energy efficiency - at least the energy consumption class "C", - all mandatory measures prescribed in them• Technical inspection of the buildings, covering: roof repair; replacement of lifts; repair of a staircase, playgrounds, corridors, lifts, etc., can only be funded with a grant if the building achieves at least a class of energy consumption of "C" and a minimum of 60% energy savings

Participants are registered in the Central Professional Register of the builder for execution of construction worksof category 1, third category, and for non-residents - in analogous registers under the law of the Member State in which they are established. In the case of a grouping which is not a legal entity, the requirement shall be applied in accordance with the condition of Art. 59, para. 6 of the PPA.

Where the participant provides for the participation of subcontractors, the requirement shall be demonstrated for those subcontractors who, according to the type and• When submitting a tender, participants declare compliance with this selection criterion only by filling in the relevant section in the Single European Procurement Document (EEDOP), Part IV, Section A, "Fitness" item 2 of EEDOP - Demonstration of this requirement - The document proving the requirement is a certificate for entrynot in the CPSR to the Building Chamber for the execution of construction works of the construction category in which the object of the contract falls: first group constructions, third category. Documents to prove compliance with the required requirement shall be submitted by the participant designated as contractor or upon request in the course of the procedure - in the cases of Art. 67, para. 5 and 6 of the Public Procurement Act. Documents shall also be submitted to subcontractors and third parties, if anyis applicable. Technical and professional opportunities (cont'd): where the tenderer provides for the participation of subcontractors, the requirement for certification shall be demonstrated for those subcontractors who, depending on the type and proportion of the contract awarded to them, will carry out construction work. When submitting the tender, the participant should provide the required information in Part IV, Section D of the EEDOP.

2. Award criterion: an optimal price / quality ratio, as well as indicators including quality and environmental aspects related to the procurement. The complex evaluation has a maximum value of 100 t. Assessment by Indicator P1 - "Tender Technical Proposal" will be calculated according to the formula: P1 = X1 X2 where: characteristic relevant to the design activity: X1 is a proposal regarding the professional competence of the personnel to which the assigned draftas part of the performance of the contract, as the quality of the personnel involved in the design as part of the execution of the contract will have a significant impact on the implementation of the contract and a characteristic relevant to the performance related to the construction: the construction of the subject of this order, according to her specefficiency and specifics relevant to the achievement of the objectives and the expected results of the performance, which evaluation is based on comparison of all the valued offers and taking into consideration the technical advantages leading to the improvement of the quality of the final product at optimal cost and time. . The guarantee to secure the performance of the contract amounts to 3% of its valuewithout VAT. The guarantee is presented in one of the following forms: a). deposit of a sum of money to the account of the contracting authority; a bank guarantee in favor of the contracting authority; or

c). insurance that ensures performance by covering the contractor's liability. The Contractor shall choose the form of the guarantee itself. Under a guarantee - a sum of money, it is deposited in the following bank account of the client: IBAN --BG 63CECB97903324129200, BIC - CECBBGSF of the Municipal Enterprise Investment Policy Company - Varna Municipality at Central Cooperative Bank AD - Varna. Term of validity - 30 calendar days after the term of the contract, which is 25 calendar months. The contract also provides for a guarantee, which guarantees the entire amount of the advance payment, which amounts to 20% of the value of the construction works, when the contractif required by the contractor
