TaskI: Extension of ul. Wlodzimierz Street in Kielce with the extension of junction: from ul. Ściegienny and ul. Husarika and al. Ks. J. Popiełuszki and ul. Rtm. W. Pilecki,
Task II: Construction of a water supply system in the area of ul. Wapiennikowa and ul. The Ordering Party informs that the Task and Expansion of ul. Wlodzimierz Street in Kielce with the extension of junction: from ul. Ściegienny and ul. Husarika and al. Fr.. J. Popiełuszki
and ul. Rtm. W. Pilecki is co-financed from the European Union funds under the Operational Program of East Poland for the years 2014 2020 "Development of public transport infrastructure in Kielce task No. 4 priority axis II, measure 2.1" Sustainable urban transport "
The scope of investments includes:
1. The streets of Wapiennikowa and Husarska are about
1015 mb including:
- Construction of two pavements 2 lanes (bus-lane road) with extension to 3 lanes at junction intersections
- Construction of four-wheel turbine roundabout at junction with ul. Construction of bicycle paths;
- Construction of bus bays;
- Construction of individual and public exits.
2. Expansion of the intersection of Ściegienna Street with-- - Construction of the pavement, two lanes, two lanes at the inlets, one lane at the outlets, - Construction of the bus and parking bays, - Construction of bicycle paths, - Construction Access road D2 to the property and the exit to the property
3. Extension of Starowapiennikowa Street at a length of about 280 mb (carriageway, sidewalks, exits, baysheater)
4. Reconstruction of the inlets of Emilii Plater, Czachowskiego, Skalistej, Kochanowski, Paska, Barwinek, Dymińska, Mohammedan, Chodkiewicz; Construction of new collective-distribution and access roads D1, D2, D3, D4, D5;
6. Reconstruction of two traffic lights: at the intersection of Tarnowska Street, Wapiennikowa, Popiełuszki, Pilecki and at the intersection of Ściegienna Street with ul. Wastreet and ul. Hussar;
7. Construction of maneuvering yards and parking bays; Block of collisions with residential, commercial, economic and fencing buildings
9. Construction of a new lighting system
10. Construction of new sections of the storm sewer system
11. Construction of the technological channel
12. Cut of trees and bushes colliding with the projected investment together with plantings
13.Reconstruction of the collision with existing technical infrastructure including: overhead and cable power lines, telecommunication networks, gas pipeline network, water supply network, sanitary sewage system, rain sewage system; Archaeological supervision in the area of planned investment in accordance with the opinion of ŚWKZ in Kielce. IA.5152.18.2017 of 01.02.2017;
15. Construction of the water supply system in the area of ul.Wapiennikowa and ul. Wall made of PE 100SDR pipes 11: diameter 250 l, ca. 650.05 m, diameter 180 l ca. 63.45 m, diameter 125 l ca. 432.70 m, diameter 90 l ca. 31.10 m 20, 70 m, diameter 50 l, approx. 26, 40 m, diameter 40 l ca. 100, 55 m and spheroidal cast iron pipes: DN200 lenght about 202.70 m, DN150 approx. 213.75 m, DN100 length approx. 228.75 m, length DN80 approx.-18, 50 m, prefabricated ductile iron pipes: DN200, ca. 8.65 m with fire hydrants and bolts
The value of the order exceeds the equivalent of the amount specified in the regulations issued pursuant to Art. 11 sec. 8 Pzp, ie the equivalent of EUR 5 225 000. In the scope of fulfilling the conditions for participation in the proceedings, the Contractor, whose bid will be the highest rated, is obliged to submit the financial report or part thereof where the preparation of the report is required by the law of the country in which the Contractor is established orand if it is subject to audit by an auditor in accordance with the accounting rules, also with respect to the audited report or part thereof, and in the case of Contractors not involved in the financial statements, other documents indicating, for example, turnover and assets and liabilities for the period longer than the last 2 financial years, and ifand the duration of the activity is shorter for that period. The contractor, who relies on the capabilities or circumstances of other entities, must prove to the Purchaser that, by executing the order, he will have the necessary resourcesiotow, in particular, presenting the obligation of these entities to provide him with the necessary resources for the implementation of the order. The awarding entity will assess whether the Contractor's financial or economic situation made available to other contractors enables the Contractor to prove that he or she fulfills the conditions for participation in the proceedings and will investigate whether or not the basis for the execution of thethe fines referred to in Art. Article 24 1 pt. 13-22 and para. 5 PZP.
7. The contractor, who relies on the financial or economic situation of other entities, is jointly and severally liable with the entity who has committed to make available the resources for the damage sustained by the Purchaser resulting from the non-availability of such resources. a) Replaced the entity with another entity or entities, or
b) Committed to the personal performance of the relevant part of the order, ifwill indicate the financial or economic situation referred to in items 4.
9. To convert PLN into the value indicated in the documents submitted to confirm the fulfillment of conditions for participation in the proceedings, expressed in currencies other than PLN, the Orderer will accept the average exchange rate published by the National Bank of Poland from the date of initiation. The investment in the scope of Task I, ie: Extension of ul. Wlodzimierz Street in Kielce with the extension of junction: from ul. Ściegienny and ul. Husarika and al. Ks. J. Popiełuszki and ul. Rtm. W. Pilecki is co-financed from European Union funds under the Operational Program of Eastern Poland for the years 2014 2020 "Development of public transport infrastructure in Kielce task 4 priority axis II, measure 2.1"The ordering party will cancel the procurement procedure if the funds from the EU budget and non-recoverable funds from the aid granted by the Member States of the European Free Trade Association (EFTA), which the Purchaser intends to allocate to finance all or part of the order. will be awarded

Article 67 1 pt. 6 Pzp consisting in the repetition of construction works in accordance with the subject of the basic order, ie construction work in the area of construction of streets, pavements, bicycle paths, bus and parking bays, individual and public exits, turbine roundabouts, access roads and collective- street lights, traffic lights, beachesrainwater drainage, street lighting, technological channel and construction work in the area of reconstruction of collisions with existing technical infrastructure, in the field of water supply, dismantling and archaeological supervision up to the amount of PLN 10 629 383, 19 net. The Purchaser does not reserve the obligation of personal fulfillment by the Contractor of the key parts of the order for the construction workinfused.
5. The Contractor may entrust the execution of part of the contract to subcontractors. The Contractor is obliged to pay a security of: 300 000, 00 PLN (in words: three hundred thousand zlotys 00/100) before the deadline for submission of tenders. The contractor, who will be selected, will be obliged to lodge a performance bond at the time of its conclusion, at the rate of 5%gross price stated in the offer.
8 In the present proceedings, the Ordering Party will apply the procedure referred to in Art. 24aa of the PPL Act. Ordering party in accordance with art. 24aa The PZP will evaluate the tenders and then examine whether the Contractor, whose tender has been assessed as the most advantageous, is not subject to exclusion and meets the conditions for participation in the proceedings.
