Their description can be found in theTasks under Chapter 3.1 - Description of the subject matter of the contract. - Requirement 1: Non-compliance of economic operators and, if available, third party / third party / supporters and / or subcontractor / subcontractors, in the provisions of art. 177, 178 and 180 of the Sectoral Purchasing Act no. 99/2016. The way in which the fulfillment of the requirement can be demonstrated: Completing the DUAE. Documents jwhich will demonstrate the fulfillment of all the qualification and selection criteria according to the information contained in the DUAE, will be requested from all selected candidates before submitting the invitation for the second stage of the award procedure, as follows:

(a) the economic operator (and, if any, the third / third supporter / supporter(and / or subcontractors / subcontractors) and members of the management, management or supervisory body of that economic operator (and, if any, the third party / supporter / supporter and / or subcontractor / subcontractor), decision or control within it, as evidenced by the certifying certificate(b) certificates certifying the payment of taxes, duties or contributions to the general consolidated budget (state budget) showing that it has no overdue debts at the moment of its submission - they will be submitted by the economic operator and, if available, by third party / supporter / supporters and / orcontractor / subcontractors,

(2), art. 180 par. (2), art. 184 of the Sectoral Purchasing Act no. 99/2016,

(d) Other editing documents as appropriate,

(e) For the economic operator (and if any, the third party / supporter / supporters and / or the subcontractor / subcontractors), foreign / foreign / foreign / juridical / legal persons accept any documents considered as edifying in the country of origin or in the country where he / is / is established / established, such as certificates, criminal records or other equivalent documents issued by the authorcompetent in that country, accompanied by an authorized translation into Romanian. The supporting documents may be presented in any of the following forms: Original, legalized copy, legible copy with the mention "According to the original." For equivalence, the average annual RON / currency exchange rate communicated by the NBR will be taken into account.

The number of days until which clarifications can be requested ibefore the closing date for the submission of requests to participate: 17 days.

The contracting entity will respond to the clarification requests 10 days before the deadline set for the submission of the requests to participate. The contracting entity will only respond to clarification requests from economic operators within the set deadline. The supporting documents demonstrating the fulfillment of all the qualification and selection criteria according to the information contained in the DUAE will be requested from all selected candidates before the submissionof the invitation to the second stage of the award procedure. The application, including the DUAE, shall be filed at the time, place and place of submission of the applications, as stated in the tender notice, the declaration of non-compliance with the situations stipulated in art. 73 of Law no. 99/2016 (Conflict Interest Form 73), the DCP bidder (attached to this specification), both inelectronic format, and on paper signed by the tenderer's representative, and the technical and financial offers will be submitted only by the qualified candidates after receiving the invitation to participate in the negotiation. The number of economic operators envisaged is not limitative. The contracting entity does not want to limit the participants. All qualified candidates will be invited to negotiate. Nthe negotiations will take place in successive rounds with each participant until the preliminary offer can no longer be improved. Prices will be calculated with a maximum of two decimal places. Minimum period during which the tenderer must maintain the offer: 180 days from the deadline set for submitting bids. Proof of the guarantee of participation must be presup to the date and time limit for submission of tenders (technical and financial). Any potential bidder has the right to request clarification of the items contained in this documentation. Modification / completion of mandatory contractual clauses (subject and contract price, duration of the contract, contract documents, main obligations of the parties, sanctions for nonrespectthe culpability of the obligations) can only be requested by the potential bidders, reasoned, only during the clarifications regarding the awarding documentation as provided in section I.3)
