"Selection of a contractor for exercising construction supervision during the execution of the construction of the site" Reconstruction of the Home for Elderly People ", Shumen" Dimitovski " the implementation of the following main activities: execution of construction supervision during construction, implementation of the coordination activitysafety and health authority, preparation of a technical passport and preparation of a final report on construction "Reconstruction of the Home for Elderly People", subject to the requirements of Art. 168 of the Tertiary Territory

Main Site: The place of execution of the order - the site of the construction is located in the UPI II - "Social Complex for the Elderly", 574b, Shu21. The scope of the contract includes the following main activities: execution of construction supervision during construction, implementation of the activity Safety and Health Coordinator, preparation of a technical passport and preparation of a final report for construction "Reconstruction of the Home for the elderly with a compartment for dormant" Stefan Smyadovski ", Shumen, compliance with the requirements of Art. 168 of the Territorial Development Act - Participants must hold a valid certificate according to Art. 166, para. 1, item 1 and para. 2 of the Territorial Planning Act - exercise of construction supervision or for the foreign participants in the public procurement - a valid equivalent document proving their right to carry out such activity, issued by a competent authority of an EU Member State or of another countryof the EEC Agreement, pursuant to Art. 166, para. The compliance with this selection criterion is proved in the following way: - The participant fills in box 1) of section A "Fitness" in Part IV "Selection criteria" by EEDOP, filling in the respective section of EEDOP with reference to the number, the date of issue, the period of validity and the authority which issued the document. Foreign entities declare an equivalent equivalentdocument or certificate issued by a competent authority of an EU Member State or of another country party to the EEC Agreement pursuant to Art. 166, para. 7 of the TDA, or a declaration of the existence of such registration, permitting, under the legislation of the state in which the person is established and carrying out his activity, the performance of the activities subject to this contract, accompanied bywith a translation into Bulgarian

Prior to the conclusion of a public procurement contract, the contracting authority requires from the participant designated as a contractor a certificate under Art. 166, para. 1, item 1 and para. 2 of the Territorial Units Act and for foreign persons an equivalent document proving their right to carry out such activity, issued by a competent authority of a statea Member State of the EU or of another country party to the EEA Agreement

Participants in the public procurement should have a valid professional liability insurance in accordance with Article 171 (1) of the Spatial Development Act. / registered outside the Republic of BULGARIA, professional indemnity insurance should be equivalent to that under Article 171, Paragraph 1 of the TDA-under the law of the country where the participant is established / registered. The insurance coverage should correspond to the volume and nature of the order resulting from a statutory instrument (the objects subject to the contract are a third category construction according to Article 137 (1) (3) (b) of the TDA). this selection criterion is proved in the following way:

The participant fills in the field 5)-of Section B "Economic and Financial Condition" in Part IV "Selection Criteria" by EEDOP, indicating the number of the insurance policy, the date of issue, by whom the policy was issued, how long the insurance policy is valid, the insurance sum, the insurance policy under Art. 171 of the TDA and Art. 5, para. 4 of the Ordinance on the Terms and Procedures for Obligatoryfear of design and construction or equivalent document for foreigners

Prior to the award of a public procurement contract, the contracting authority requires the contractor to prove the existence of professional liability insurance "within the meaning of Article 62 (1) (2) of the Public Procurement Actthe contractor undertakes to provide evidence of a valid one.

The Contracting Authority shall remove from participation in a procedure for the award of a public contract a candidate or participant when:

1. has been convicted by a judgment which has entered into force, unless he is rehabilitated, for a crime under Art. 108a, Art. 159a-159d, Art. 172, Art. 192a, -Art. 194-217, Art. 219-252, Art. 253-260, Art. 301-307, Art. 321, 321a and Art. 352-353e of the Penal Code; has been convicted by a judgment which has the force of res judicata, unless he is rehabilitated, for an offense analogous to that referred to in paragraph 1 to another Member State or third country; there are obligations for taxes and compulsory social security contributions within the meaning of Art. 162, para. 2, item 1 of the Tax and Social Insurance Procedure Code and lto the State or to the municipality where the contracting authority and the applicant or tenderer have their registered office or similar obligations established by an act of a competent authority under the law of the State in which the candidate or tenderer is established unless a rescheduling, or the security of the obligations or the obligation is on an act which has not entered into force; is presentis an inequality in the cases under Art. 44, para. 5 of the Public Procurement Act; has been found to: a) have submitted a false document related to the verification of the absence of grounds for removal or fulfillment of the selection criteria; b) failed to provide the required information related to the verification of the lack of grounds for removal or enforcement of the criteria for6; has been found by a punitive decree or a court decision that has enforced a violation of Art. 118, Art. 128, Art. 245 and Art. 301-305 of the Labor Code or similar obligations established by an act of a competent authority according to the legislation of the state in which the applicant or the participant is established; there is a conflict of interest whichThe reasons under paragraphs 1, 2 and 7 refer to the persons representing the participant or the candidate, the members of the management and supervisory bodies and other persons who have the power to exercise control over the decision making by these authorities, within the meaning of Art. 40 of the PPA - The text of paragraph 1.1 of Section 3 of this section (Article 54 (1) (3) of the Public Procurement Act) shall not apply when:. senecessitates the protection of particularly important state or public interests; the amount of unpaid taxes or social security contributions is not more than 1 per 100 of the amount of the annual total turnover for the last completed financial year
