"Preparation of conformity assessment of an investment project, construction supervision, preparation of technical passport and certificate of project energytheir site characteristics: construction of a new building at Sofia University "St. Kliment Ohridski "for the needs of the Center for Competence in Water and Waste under Project BG05M2OP001-1.002-0019" Clean Technologies for a Sustainable Environment - Water, Waste, Energy for a Circular Economy ", funded by OP Science and Education for Smart Growth "2014-2020, co-financed by the European ReRegional Development (ERDF).

Main Site: In Sofia, at the Lozenets campus - UPI I. Quarter 170, Lozenets area III, located according to a design visa - south of the FMI building and directly on the east of the FZF building

The procurement is for conformity assessment of an investment project, exercising construction supervision, drawing up a technical passport and a certificate of design energyhygienic characteristics for the construction of a new building for the needs of the Center of Competence in Water and Waste under project BG05M2OP001-1.002-0019: Clean technologies for a sustainable environment - water, waste, energy for a circular economy. is part of the activities for the construction of a new building on the campus of Lozenets - UPI I. Quarter 170, Lozenets area III partdesign - south of the FMI building and east of the Faculty of Physics. The building should have a land area of up to 550 m and a living area of up to 2 500 m.

The building will be intended for conducting active scientific discussions, scientific researches, seminars, prototyping, business incubator, laboratory studies, etc.

The scope, volume and requirements for the performance of the procurement is described in detailand regulated in the technical specifications, an integral part of this participation documentation.

The order execution includes:

1. Periodic control during the preparation of the investment project of the site by the selected designer, in the phase of technical and work design.

2. Preparation of a comprehensive report for assessment of the compliance of the investment project with the essential requirements for constructionhedgehogs according to Art. 142, para. 5 of the Spatial Planning Act. Assistance in the preparation of the necessary documents for requests for conciliation procedures and the issuance of a building permit. For the part "Constructive" the contractor must provide a person who meets the requirements of Article 142, paragraph 10 of the Spatial Planning Act, to perform conformity assessment under this part.in accordance with the requirements of Art. 166 et seq. Of the SPA under construction, so as to guarantee the implementation of all construction works in accordance with the approved investment project in all parts, with the requirements of the Bulgarian legislation and the contracting authority.

4. Verification of materials and equipment delivered to the site related to the implementation of the construction works for compliance with the regulatory requirementsand permit their incorporation into the works.

5. Control, reporting and current acceptance of the completed construction works in accordance with the approved design and drafting of all acts and protocols in accordance with the Spatial Planning Act and Ordinance No. 3/2003.

6. Control of safety and health activities during construction, provided for in Art. 11 of Ordinance No 2/2004 on the Minimum Requirements for Health and bsafe working conditions

7. Control of site fire safety and environmental activities

8. Ensuring the issuance of all documents within the competence of the contractor, in accordance with the legislation in force during the construction and commissioning of the site and organizing their submission to the contracting authority, in accordance with the Spatial Planning Act.

9. Issuance of a technical passport, according to Ordinance No 6/2006 on the Technical Passports of Construction.

10. Issuance of a certificate for design energy performance, in accordance with Ordinance № Е-РД-04-1 of 22.1.2016 for energy efficiency audit, certification and evaluation of energy savings of buildings.

1. The participant should have the right to carry out the activities for assessing the compliance of the investment projects with the cothe essential requirements for the works and to supervise the construction supervision under the legislation of the country in which it is established.

2. The participant must be entered in the public register maintained by the Agency for Sustainable Energy Development (AWER) under Art. 44, para. 1 of the Energy Efficiency Act (EEA), and for a foreign person - in a similar register, according to the legislation of a Member State, in theboth have been established.

1. The tenderer should have realized turnover, including a minimum turnover in the area covered by the contract (according to -2, item 67 of the PD of the PPA), calculated on the basis of annual turnover, for the last 3 financial years, depending on the date, of which the tenderer has created or commenced its activity not less than the estimated value of the procurement, h

Note: as "turnover in the scope of the contract" is taken into account the turnover from exercising construction supervision of educational and scientific buildings and / or public service buildings.

2. valid professional indemnity insurance covering the fourth category of construction within the meaning of Art. 171 et seqterritory swarming in connection with the Ordinance on the terms and conditions for compulsory construction supervision insurance and on the assessment of compliance of investment projects, with a threshold not less than the minimum insurance sums for designing for the respective construction category of the subject of the order (promulgated SG, issue 17 of 2.3.2004), covering the compensation for possible damageand caused to other participants in the design and construction and / or to third parties as a result of misconduct or omission in the course of or in the performance of their duties, or a corresponding valid equivalent (similar) document issued by a competent authority of a Member State of the European union, or a corresponding valid equivalent document.

1. Any Bulgarian can participate in the procedureor a foreign natural or legal person or their associations that meet the conditions of Art. 10, para. 1 of the PPL and the requirements of the contracting authority. The circumstances under Art. 54, para. 1, Art. 55, para. 1, item 1, item 3, item 4 and item 5 of the Public Procurement Act, Art. 3, item 8 and art. 4 of ZIFODRUPDRCLTDS and Art. 69 of the CITAI and the conditions under Art. 107 of the PPL. Missing or availability informationit under the circumstances of art. 54, Art. 55 of the Public Procurement Act, Art. 3, item 8 and art. 4 of ZIFODRUPDRCLTDS and Art. 69 of the LPOSCI is completed in the EDES in Part III, Section A, B, C, and D.

2. Participant for whom there are grounds under Art. 54, para. 1, as well as the grounds specified by the assignor under Art. 55, para 1, items 1, 3, 4 and 5 of the Public Procurement Act, shall have the right to present evidence that it has taken measures that guarantee its reliability, despite the existence of a proper reason for removal.

3. Modification of a public procurement contract shall be allowed as an exception, in accordance with the applicable hypotheses under Art. 116 of the Public Procurement Act

4. The participant designated as a contractor shall, prior to the conclusion of the contract, present evidence under Art. 58 of the Public Procurement Act:

4.1. for the circumstances under Art. 54, para. 1, item 1 of the Public Procurement Act - criminal record or the relevant dockment, in accordance with the law of the country in which it is established;

4.2. For the circumstance under Art. 54, para. 1, item 3 of the Public Procurement Act - a certificate from the revenue authorities and a certificate from the municipality at the registered office of the contracting authority and the participant, unless the circumstances are contained in a public free register or the contracting authority can obtain them in an official way. In this case, the participant selected for fulfillmentel, indicate from where the contracting authority can obtain the necessary official information;

4.3. For the circumstance under Art. 54, para. 1, item 6 of the Public Procurement Act - certificate from the bodies of the Executive Agency "General Labor Inspectorate";

4.4. For the circumstance under Article 55, paragraph 1, item 1 of the Public Procurement Act - certificate issued by the Registry Agency;

4.5 Declaration under Article 59 (1) and Article 66 (2) of the LMIP;

4.6.The contractor provides a performance guarantee of 3% (three per cent) of the contract value. Guarantees shall be presented in one of the following forms:

1. cash amount;

2. bank guarantee;

3. insurance that enforces enforcement by covering the contractor`s liability. The guarantee under item 1 or item 2 may be provided on behalf of the contractor at the expense of a third party- guarantor;
