The activity is withinvolved in carrying out the activities of a consultant within the meaning of the SPA, for the preparation of a comprehensive report on conformity assessment and independent construction supervision in the implementation and implementation of the project "Design and construction of a composting installation for separately collected green and biodegradable waste, built on the territory of the Municipality of Svoge ", including the accompanying infrastructurea ".

The main sub-activities within the activity are related to:

Activity 1. Preparation of assessment of the conformity of the investment projects with the essential requirements for the construction of the sites:" Design and construction of a composting installation for separately collected green and biodegradable waste built on the territory of the Municipality of Svoge ", incl. accompanying infrastructure "as follows:

A) Assessmentcompliance of the investment projects with the essential requirements for the construction works within the meaning of Art. 142, para. 6, item 2 of the Spatial Planning Act in compliance with the requirements of Art. 142, para. 5 of the Spatial Planning Act;

B) Assessment of the conformity of the Structural part of the investment projects within the meaning of Article 142, Paragraph 10 of the Spatial Planning Act; LTA of investment projects within the meaning of nand Art. 142, para. 11 of the Spatial Planning Act

Activity 2. Exercise of construction supervision during the construction, according to Art. 166 of the Spatial Planning Act (ZUT) for a site: "Design and construction of a composting installation for separately collected green and biodegradable waste, built on the territory of the Municipality of Svoge", including the accompanying infrastructure. The scope of activities for the implementation of Artmaternity supervision during construction is in accordance with Art. 168 of the Spatial Planning Act, including coordination of the construction process until the site is put into operation. for the minimum requirements for healthy and safe working conditions when performing construction works.

Preparation of technicalpassport according to Art. 176a of the Spatial Planning Act and Ordinance No. 5 / 28.1 2.2006 and Preparation of a final report under Art. 168, para. 6 of the Spatial Planning Act

Exercise construction supervision during the removal of manifest hidden defects during the warranty periods, in accordance with Art. 168. para. 7 of the SPA. A detailed description of all the activities envisaged is contained in the technical specification annexed to the documentation.must have a valid license for performing the activities under Art. 166, para. 1, item 1 of the Spatial Planning Act, issued by the Minister of Regional Development and Public Works (paragraph 128 of the Transitional and Final Provisions of the ZZZUT) or a valid certificate for carrying out the activities under Art. 166, para. 1, item 1 of the Spatial Planning Act, issued by the Head of the National Construction Control Directorate (DNSC), in accordance with the requirementtion of Art. 166, para. 2 and Ordinance No. РД-02-20-25 of December 3, 2012 on the conditions and procedure for issuing a certificate for entering in the register of consultants for the assessment of the conformity of investment projects and / or the exercise of construction supervision for persons registered on the territory of the Republic of BULGARIA or an equivalent document for foreign participants certifying the right to exercisesuch activity, issued by a competent authority of a Member State of the European Union or of another State Party to the Agreement on the European Economic Area. 1) by the EDES type, number and date of validity of the document, and for foreign persons similar information aboutrelevant equivalent document certifying the right of the person concerned (in accordance with his national legislation) to execute the subject of the contract.

Under the conditions of Art. 67, para. 5 of the PPA, the contracting authority may require at any time after the opening of tenders the submission of the documents proving the information specified in the EDES, when this is necessary for the lawful holding.of the procedure, namely:

- a copy of a valid license for performing the activities under Art. 166, para. 1, item 1 of the Spatial Planning Act, issued by the Minister of Regional Development and Public Works or a valid certificate for carrying out the activities under Art. 166, para. 1, item 1 of the Spatial Planning Act, issued by the Head of the Directorate for National Construction Control (DNSC) or equivalent document for foreign participants, certifyingbelieving the right to carry out such activity, issued by a competent authority of a Member State of the European Union or of another State party to the Agreement on the European Economic Area. The above applies only if it is not accessed through official or public register or can be provided by direct and free access to the national databases of the States

Under the conditions of Art. 112, para. 1, item 2 of the Public Procurement Act, prior to the conclusion of the contract, the designated contractor shall present the documents under the previous sentence (if they had not been submitted by then). Subject to the conditionsof Art. 67, para. 5 of the Public Procurement Act, the contracting authority may require at any time after the opening of the tenders the submission of the documents proving the information specified in the EDES, when this is necessary for the lawful conduct of the procedure, namely: a certified copy of a valid insurance under Art. 171 of the Law on Professional Liability with a Minimum Insurance Amount in accordance with the Regulationthe terms and conditions for compulsory insurance in design and construction for each of the activities included in the subject of the contract (assessment of the conformity of the investment project with the essential requirements for the construction works and exercising construction supervision), with coverage for the second or higher category of construction works. Under the terms of Art. 112, para. 1, item 2 of the PPA, before the conclusion of the contract, the definitionsthe contractor submits the documents under the previous sentence (if they have not been presented by then)

Note: when for a valid reason a candidate or participant is unable to present the documents requested by the contracting authority, he / she can prove his / her economic and financial status by any other document that the contracting authority considers appropriate.
