Assessment of the conformity of the investment project with the essential requirements for the construction works, exercising construction supervision and drawing up a technical passport in 2 separate positions "

Evaluation of the compliance of the investment project with the essential requirements for the construction works, supervising construction and drawing uptechnical passport for 2 separate positions as follows:

Main Site: Ruse-Kaspichan railway line, Samuil-Vysokaya Polyana interchange from km 89 213 to km 95 220.

Main Activities: Preparation of Compliance Assessment Report the construction, in accordance with the Spatial Planning Act, of the Work Design; Conformity assessment of the Work Design (including preparation of part conformity assessment"Constructive") with the essential requirements for the construction works in accordance with the requirements of Article 166, paragraph 1, item 1 of the Spatial Planning Act, in connection with the requirements of Article 142, paragraph 6, item 2 of the Spatial Planning Act and in the scope, according to the requirements of Article 142, paragraph 5 of the Spatial Planning Act; Preparation of a comprehensive report on the conformity assessment of the Work Design; Compilation and submission of the full documentation, approval and approval to the name of the Contracting Authority;submission of the work design and issuance of a Building Permit by the relevant competent authority, for which the Contracting Authority shall be duly authorized; Administration of the contract for design and construction; Exercise construction supervision during construction, in accordance with the provisions of Art. 166, para. 1 of the Health and Safety Act, performance of the functions of the Safety and Health Coordinator, in accordancewith the provisions of Art. 5, para. 3 of Ordinance No. 2 of the MRDPW and MLSP; performs the functions of "Engineer / Construction Supervision" under the "NRIC Railway Infrastructure Instruction"; performs the functions of "Engineer / Construction Supervision" under the NRIC Railway Infrastructure Instruction ", approved by Order No. 2111 / 18.8.2009 of the Director-General of DP NRCAnd, for which he or she must have a person with legal capacity in accordance with the requirements of Ordinance No. 56 of 2/14/2003 on the requirements, conditions and order of training of candidates for acquiring the legal qualification required by the staff responsible for the safety of railway transport transport, or the recognition of such legal capacity and the manner in which the person`s examinations are conductedata from the personnel responsible for the safety of transportation, as well as a valid certificate for passing the examination in accordance with Ordinance No. 56; controls the quality of materials used in construction (including materials used in unforeseen works / replacement tables where applicable) in accordance with the provisions of Art. 169b of the PTA; after signing Act Model 15, controlselimination of all deficiencies with regard to the completed construction and assembly work by the Contractor and the Contracting Authority of all documentation necessary for the appointment of a state admission committee and obtaining a Permission for use of the construction; Prepare a technical passport for the Samuel High Meadow interchange, in accordance with the requirements of Art. 2, para. 2 Ordinance No. 5 of December 28, 2006, on technicalthe construction passports and provides and registers the prepared technical passports in accordance with Art. 15-18 of the same ordinance.

The participant must have valid professional liability insurance under Article 171 and / or Article 171a of the Spatial Planning Act (SPA).

The contracting authority has no condition for the establishment of a legal entity (OU) under Art. 10 para. 2 of the PPL. The assignor shall remove from the procedure a participant for whom the grounds under Art. 54, para. 1, items 1-7 of the Public Procurement Act, Art. 55, para. 1, item 1, item 4 and item 5 of the Public Procurement Act and Art. 107 of the Public Procurement Act, the circumstances under Art. 3, item 8 and art. 4 of ZIFODRUPDRLCTDS, as well as the existence of circumstances under Art. 69 of the Anti-Corruption and Confiscation of Illegal Acquisition Act (CITIA). Coif the participant is an association, which is not a legal entity, a copy of the document for the creation of the association must be submitted with a term not shorter than the term for execution of this public procurement. This document should unconditionally certify the designation of the partner who represents the association for the purposes of society. the order, as well as the fact that the persons in the association take joint and several liability, together and separately, for their participation and execution of the ordera. Any non-legal entity member, subcontractors and third parties, if any, must meet the relevant selection criteria and have no grounds for removal from the procedure. Participant for whom there are grounds under Art. 54, para. 1, items 1-7 of the Public Procurement Act and Art. 55, para. 1, items 1, 4 and 5 of the Public Procurement Act, shall have the right to present evidence under Art. 56 ofPPA. According to Art. 67, para. 1 of the PPA, when submitting the tender, the tenderer declares that there are no grounds for removal from the procedure and compliance with the selection criteria by submitting an electronic single European procurement document (eEEDOP). If the participant is a non-legal entity, the EEDEP is submitted by each of the participants in the merger. If necessary, declaring circumstances relevant to the merger, the EEDOP is also filed for the merger. A separate eEDOP is submitted to subcontractors and third parties. The documents proving the information specified in the EEOPP may be additionally required under the conditions of Art. 67, para. 5 of the PPL. The documents shall be submitted by any member of the non - legal entity, ofcontractors and third parties, if any. Upon conclusion of the contract, the participant designated as a contractor shall submit documents under Art. 112, para. 1 of the PPL.

Guarantee:

The guarantee for the performance of the contract is 5% of the valuebut on the contract without VAT. The performance guarantee shall be presented in one of the following forms:

The terms and conditions for the retention and release of the performance guarantee shall be set out in the contractfor the award of the contract.
