Kleinandelfingen - Winterthur North interchange, support to the construction master (T / E, O, G, EES) and EES, including general management of works (DP until execution / commissioning) )

The contract includes the support services to the master of the works and the general direction of the works for the phases. Detail project / Intervention project, subjectission, documents for the execution and execution of the works (SIA phases 41, 51-53), in the specialties Track / Environment and Engineering Structures / Geotechnics as well as Exploitation and Safety Equipment (EES) for partial projects and including the existing Weinland Bridge and the Seelenstall Bridge as well as the new Weinland Bridge. The support to the client supports the chef of global project of the FEDRO so that the phases mentioned can be realized respecting the quality, the costs and the deadlines.

Main Site: - the contribution of the services related to the different objects (for example public demonstration, examinations with the residents and municipalities, ...) is done on the spot,

The market includes the support services to the master of the work and general direction of tfor the phases Detail project / Intervention project, submission, documents for the execution and execution of works (SIA phases 41, 51-53), in the specialties Trace / Environment and structures / Geotechnical and operational and safety equipment (EES) for the partial projects and including the existing Weinland Bridge and the Seelenstall Bridge as well as thenew Weinland Bridge. The support to the project owner supports the overall project manager of FEDRO so that the phases mentioned can be carried out respecting the quality, the costs and the deadlines.

The following proofs / certificates must be attached to the (pre-defined) offer file, otherwise it will not be taken into consideration:

CQ 1: projand reference for completed works of comparable complexity and of all specialties. Since several project phases are put on the competition at the same time, it is possible to evaluate a maximum of 2 reference projects here: 1 reference project for the planning phase (AP / MK and / or DP / MP) and 1 reference project for the implementation phase (phases 41 and / or 51 and / or 52 and / or 53 according to the SIA).

CQ 2: extract from the commercial register and prosecutions of less than 3 months; Bidder's annual turnover is more than 2 times greater than the annual turnover of the mandate.

CQ 3: Reference objects for work completed in the same position or at an alternate position of comparable complexity and covered by all thes specialites. Since several phases of the project can be advertised at the same time, the planning and implementation services can be evaluated with a maximum of 2 reference projects: 1 reference project for the planning phase (AP / MK and / or DP) and 1 reference project for the realization phase (phases 41 and / or 51 and / or 52 and / or 53 according to the SIA)

- CQ 3.1Project manager assistance to the project owner: 1 reference object for the planning phase (AP / MK and / or DP / MP),

- CQ 3.2 General direction of works: 1 reference project for the implementation phase ( phases 41 and / or 51 and / or 52 and / or 53 according to the SIA)

QC 4: availability of key persons

Proof that availability exceeds the required availability under the project for the year2019 and 2020. Detailed enumeration and presentation of the workload (in time) for other projects.

CQ 5:

Up to 50% of the service can be provided by subcontractors.

Proof to be provided by the tenderer at the request of the tenderer after the submission of the tender (by submitting the tender, the tenderer confirmsferentes):

1) recent extract from the compensation fund AVS / AI / APG / AC;

2) recent certificate SUVA / AFC;

3) proof of annual turnover;

4) valid insurance certificates from the Tenderer for Civil Liability Insurance.

The Client reserves the right to require further evidence (all less than 3 months) in accordance with Annex 3 of the OMP.

Partial Offersare not allowed.

Conditions for countries which have not acceded to the WTO Agreements: none.

General Conditions: according to the contract provided.

Negotiations: Negotiations remain reserved. There will be no reverse auctions or price negotiations. Subsequent negotiations to revise offers or modify benefits may have an influence on the price.Procedures governing the procedure: the contracting authority awards public contracts for services in Switzerland only to contractors who guarantee compliance with the provisions on the protection of workers, working conditions and equal pay for men and women.

Other indications:

1) visit: it is not organized of visit;

2) the maturity of realization of the prand the availability of credits remain reserved; (3) the preparation of tenders is not paid. The corresponding files are not returned;

The documents prepared by these companies for the project are attached in their entirety to this invitation to tender. The delay oftender by the pre-invested company or the tenderers' community to which this undertaking belongs ends on 18.9.2018. For all other bidders, the time limit is that indicated in section 1.4. On the basis of these measures, the above-mentioned companies are allowed in the procedure as tenderers (Article 21a OMP);-compensate until 31.12.2026. It is to be taken into account in the offer. In the event of a delay caused by the project, the compensation for the increase is made from 1.1.2027 on the basis of 1.1.2027. c. 2.6 (cont'd) Expected assistance: general assistance and assistance in developing project bases for procurement, control activities, project management-the quality of the project, the specialized accompaniment of the project and the assumption of responsibility for the general direction of works, see also specifications.
