The purpose of this procurement is the acquisition of perpetual licenses or temporary rights of use of diversified publishers (approximately 100), -The maintenance service combines (renewal of existing licenses, upgrade and hotline support) and on-demand support / consultancy, representing a large annual volume of orders. The present contract is a multi-annual public procurement contract within the meaning of Article 3 (3) of the Law Of 15.6.2006 on public procurement and certain contracts for works, supplies and services.
The Department of Information and Communication Technology-Communication (DTIC) of the Public Service of Wallonia (SPW) is responsible for the acquisition (and subsequently the deployment) of the licenses required for their activities as well as the subscription to maintenance and Possibly with associated support. DTIC also acquires software to enable it to fulfill its specific missionsIncluding IT infrastructure manager.
This activity currently represents the launching and conclusion of about 100 different public markets of various sizes. New software regularly adds or replaces the products of this park, which requires significant administrative burdens. In the interests of efficiency and economy, it is envisagedThe management of this activity through the establishment of a single market for a large part of the SPW licensing portfolio.
A priori not covered by this contract, the purchase or subscription of new generic products, Directly or over time, to deploy for a majority of the total number of users of the SPW (or target user category) orThe renewal of existing contracts for such products and the purchase or subscription of products for which the publisher subordinates its preferential tariff conditions to a standardization of the products, type and versions at the customer. In this context, itIs expected from the successful tenderer to be able to respond positively to any request for the supply of products submitted by the contracting authority during the execution of the contract. 540 000 EUR HT for maintenance and 170 000 EUR HT for the acquisition of the licenses.
The successful tenderer of this contract will be the privileged partnerBut not without any exclusivity.
The present market is a market for orders. Notification to the tenderer of the approval of his tender does not bind the contracting authority to place orders for him for a minimum overall amount. The contracting authority reserves the right to adapt its orders to the evolution of its needs. Only the sending of a voucherDate and sign by the authorized person confers the right and obligation on the successful tenderer to supply the quantities and services indicated therein.
