Framework Agreement for the provision of maintenance services for the Integrated Management Information System at City Halls (SIIMP) (SIIMP) achieved following the implementation of the project "Implementation of e-government solutions at the level of 15 ATUsin the Suceava III County ", code SMIS 48457, project financed under the Sectoral Operational Program Increase of Economic Competitiveness, Priority Axis III -" Information and Communication Technology for Private and Public Sector ", Major Area of Intervention 2" Development and Increase of Service Efficiency electronic public ", Operation 1" Supporting the implementation of solutionse-government and ensuring the connection to broadband, where necessary. "The main result of the project was the creation of an Integrated City Information System (SIMP) used at the level of 15 ATUs in Suceava County. Suceava and the 15 UATs in Suceava County according to the specifications.

The contracting authority intends toto conclude 3 consecutive annual contracts for the years 2018, 2019 and 2020.

The following amounts of services are estimated:

The estimated minimum amount of services to be procured over the entire duration of the framework agreement: Integrated Management System maintenance services at Town halls for 3 months

The maximum amount of services to be procured for the entire duration of the contract- The minimum amount of services expected to be procured during a subsequent contract is 3 months.

The maximum amount of services that is expected to be purchased during a subsequent contract is 12 months

Economic operators (leader / associate / subcontractornt / third party) should not be found in the situations provided by art. 164, 165, 167 of Law no. 98/2016 on Public Procurement, with subsequent amendments and completions.

The way of fulfillment and the applicability in the procedure: The economic operators (leader / associate / subcontractor / third party) will complete and present the DUAE with the information related to their situation.The supporting documents proving the fulfillment of the assumed by completing the DUAE will be presented, at the request of the contracting authority, by the tenderer placed on the first place in the intermediate rankings drawn up at the completion of the evaluation of the tenders.

The supporting documents proving the fulfillment of the assumed by completing the DUAE may be: (a) non-performing debt certificates(b) the criminal record of the economic operator and of the members of the administrative, management or administrative body of the company; supervision of the respective economic operator or those having the power to represent, decide or control in the framework(c) as the case may be, documents demonstrating that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016 on public acquisitions, with subsequent amendments and completions,

(d) other editorial documents, as appropriate.

Avoidance of conflict of interest

The economic operators participating in the procedure (leader / associate / subcontractor / third party) must not be in a situation of conflict of interest and / or unfair competition as provided in art. 59 and 60 of Law no. 98/2016 on public acquisitions, with subsequent amendments and completions.
