Supply and commissioning of a complex and secure multi-layer solution that has an advanced processing capacity and allows intthe development of the old software and hardware platforms in the 6th City Hall, Bucharest.

Providing and putting into place a complex and secure multi-layer solution that has an advanced processing capacity and allows integration old software and hardware platforms in the City Hall 6, Bucharest.

Requirement no. 1: Ofthe applicant / associated offeror / supporting third party / subcontractor should not be present in the situations provided for in art. 164, 165, 167 of Law no. 98/2016 on Public Procurement.

Mode of performance: To complete the DUAE by tenderers, including associates / subcontractors / third-party supporters, as the first proof of non-compliance in exclusion and compliance(please refer to the DUAE User Guide, prepared by ANAP, available at www.anap.gov.ro).

The bidder ranked first after applying the award criterion on the admissible bid proves non-compliance in exclusion situations, by submitting, at the request of the contracting authority, the following information and documents:

1) Romanian legal persons:

(a)-The criminal record of the economic operator and of the members of the administrative, management or supervisory body of the economic operator or of those having the power of representation, decision or control within the economic operator, as it results from the certifying certificate issued by the ONRC / act (b) The tax attestation certificate from which the lack of debts has been retired(c) the tax attestation certificate from which the lack of overdue debts, regarding the payment of taxes and duties to the local budget, at the moment of their presentation, is revealed. The Certificates of tax attestation regarding the fulfillment of the obligations to pay the taxes, taxes and-(d) where appropriate, documents demonstrating that the economic operator may benefit from the derogations provided for in Art. 166 par. (2), art. 167 par. (2), art. 171 of Public Procurement Law 98/2016, (e) other editorial documents, as appropriate; 2) Legal personstrainees:

I may present a declaration on my own responsibility or, if in that country there are no legal provisions relating to the declaration on my own responsibility, an authentic declaration given to a notary, an administrative or judicial authority or a professional association with competence in this respect, for the situations described in art. 164, 165 and 167 of Law no. 98/2016 privind procurement.

The economic operators will send the answers to the clarifications and any requested documents during the evaluation of the offers via SICAP (Section "Questions") in electronic format, signed with electronic signature, according to Law 455/2001.
