The achievement of the overall goal in the realization of the project will be realized through the following specific objectives, corresponding to of the activities planned under the project:

Main Site: The Administrative Building of the Ministry of Environment and Water on 22 Knyaginya Mariya Luiza Blvd.

BaseThe activities that form the scope of the project are the following:

- Activity 1 "Carrying out a comprehensive analysis of hydrogeological reports and their maps and manual elaboration"

Activity 2 Digitization Activity 3 Analysis, study and design of an information system for building, storage and management of electronic document masses,

Activity 4 "Development, Implementationand the integration of the information system and the created electronic archive. Acceptance of the system ", - Activity 5" Training ".

The assignor does not impose requirements related to the fitness for exercise of professional activity

The participant must have realized:

1. a minimum total turnover of at least 1 000 000 (one million) BGN for the last 3 completed financial years (2015, 2016. and 2017) depending on the date on which the participant was established or started its activity; minimum turnover in the scope of the contract calculated on the basis of annual turnover of at least 500, 000 (five hundred thousand) BGN for the last 3 completed financial years (2015, 2016 and 2017) depending on the the date on which the participant was established or started the activity-For the purpose of this contract, under turnover "within the scope of the contract" shall be understood the realized turnover from performing services / activities related to the design, development and implementation of a software system and / or scanning and indexing of The Single European Procurement Document should be submitted only electronically (EDEDOP), signatureby all persons, in accordance with Art. 54, para. 3 of the Public Procurement Act

A participant who does not submit a technical proposal or fails to comply with the announced terms of the contract will be removed from participation in the procurement procedure on the grounds of Art. 107, item 2, b. "A" of the PPL.

A participant who does not submit a bid or does not meet the stated terms of the contract will be removedart. 107, item 2, b. "A" of the PPA.

Outside the envelope "Suggested price parameters" no price information should be given. A participant who in any way has included somewhere in his offer outside the envelope "Offered Price Parameters" elements related to the offered price or parts of it will be removed from participation in the procedure.

In case of unions that are not legalcompliance with the selection criteria shall be evidenced by the participating association and not by any of the persons included in it, except for the relevant registration, presentation of a certificate or other condition necessary for the performance of the contract, according to the requirements of normative or administrative act and according to the distribution of the participation of the persons in the implementation of the activities envisaged• When a participant is a foreign person, he / she shall provide an equivalent equivalent of the required documents to prove the selection criteria under the legislation of the country in which he / she is established • Participants may refer to the specific contract for capacity to third parties, irrespective of the legal relationship between them, with respect to the related criteriawith the technical capabilities and professional competence.

When the participant refers to the capacity of third parties, he must be able to prove that he / she will have their resources by presenting documents about the obligations assumed by third parties. the relevant selection criteria for the proof of which the participant refers to their capacity and not for them-there is a reason to discontinue the procedure.

The assignor requires the participant to replace the third party indicated by the third party if it does not meet any of the conditions set out in the preceding sentence

When a participant in the procedure is a grouping of individuals and / or legal entities, to demonstrate the fulfillment of the selection criteria with the capacity of third parties subject to the above conditions.-(Annex 3) - When the participant uses subcontractors, the latter must meet the relevant selection criteria according to the type and the share of the contract they will perform .................. Where applicable, Part II, point D, of annexes to public portals documentation shall be completed• Prior to the award of a public procurement contract, the tenderer designated as a contractor shall provide up-to-date documents certifying the lack of grounds for removal from the procedure and compliance with the selection criteria set. Documents shall also be submitted to subcontractors and third parties, if any
