Operation of the thermal installations of the Community of municipalities Eure Madrie Seine

This consultation has for the purpose of operating the thermal installations of the Community of Commons Eure Madrie Seine. P2 services all sites confoNdus (communal buildings and swimming pool), and P3 service for the Aquaval pool.

Main Site: Territory CCEMS

The purpose of this contract is to entrust the operator with the exploitation of the climatic engineering facilities of the Community of municipalities Eure Madrie Seine including:

- production, distribution and emission of heating,

- production and distribution of domestic hot water.

--electrical installations connected with the operation of heating and ECS installations (electrical cabinets, telegressions, etc.),

- cold water installations connected with the operation of heating installations and ECS (water supply) of heating),

- the water treatment installations related to the operation of the heating installations and ECS (softeners, metering pumps, pinjection of products, etc.),

- the water treatment plants of the basins,

- the lighting of the basins.

- the ventilation and the air treatment (caissons of VMC, central treatment units 'air, air heaters, etc.),

- air conditioning.

1) The overall turnover of the candidate And its turnover in the services subject of the present consultation, realized during the 3(2) Where appropriate, the capacities of the economic operators on which the individual candidate or the member of the group is supporting his application;

Sub-criteria vTechnical level:

1) Presentation of the intervention personnel

Organization of programmed, unplanned and on-call interventions

Organization of administrative, technical (preventive and curative) services. 5%;

2) Frequency of maintenance operations (maintenance ranges to be provided)

Estimated annual maintenance scheduleens. 5%

3) Presentation and templates of follow-up documents:

Operational report;

Boiler manual;

Technical and health booklet;

Platform for the provision of information and others, where appropriate. 5%;

4) Number of hours proposed under item P2, broken down by position, benefits and areas of intervention. 5%;

5) Presentation of the methodology used to-to monitor the equipment of the Aquaval Pool, as well as the control of the water quality of the pools. 5%;

6) Legionella: description of the procedure and the legionella start-up audit. 5%;

7) Coherence of renewal plan P3 (quantity and quality) 5%;

Sub-criteria: energy performance of supply

1) Proposal for work to reduce costs, with estimatesand justification of gains including work towards energy transition (sustainable development, use of renewable energies, etc.). 10%;

2) Methodology and EEC approach applied by the candidate, number of EWCs that the candidate undertakes to obtain. 5%.
