CPV Description: Collection of services for Water Services and Sewerage - Varna OOD by lots  The subject of this public procurement is the collection of water services for Water Services and Sewerage - Varna Ltd. remuneration (commission), determined in percentage or scale. The contractors collect the sum of the plumbing services fromthe name of the assignor, and then transfer the amounts collected to his bank account. The order is divided into the following lots:

Main Site: Objects of the Contractor on the territory of the Republic of BULGARIA

Carrying out collection services for cash and water services on behalf of the contractor at his separate points and with his resources through information system property runin the online mode with the assignor

The subject of the order is to be executed at all points of service for citizens and contractors, which must be at least 30 sites in the country, of which at least 10 are on the territory of Varna District, equipment and qualified personnel of the contractor The contractor's contractor's software should be compatiblem for the software of the assignor - for lot 1 and lot 2 - 1. The participants are licensed to perform the activity as a payment institution for the services from the subject of the respective lot - at the stage of concluding the contract the participant selected for a contractor shall submit a certified copy of a valid license or certificate for a license issued by the Bulgarian National Bankbut for performing activities as a payment institution for services from the subject of the relevant lot and for non-resident participants - equivalent documents issued by the respective institution in the Member State of registration and proof of entry in the list of payment institutions licensed in other countries Member States that provide payment services directly through a branch or via-REPRESENTATIVE ON THE TERRITORY OF THE REPUBLIC OF BULGARIA

Note to Section II.1.6: Tenders may be submitted for all lots - it is understood that 1 participant may submit a bid for 1 or more lots.

Personal Requirements:

The assignor removes from participation in a public procurement procedure a participant for which there is one of-the circumstances referred to in Art. 54, para. 1 of the Public Procurement Act - The documents proving the lack of grounds for removal of the participant (submitted before signing the contract only by the selected contractor) are: a) for the circumstances under Art. 54, para 1, item 1 - certificate (s) of conviction; (b) for the circumstances under Art. 54, para. 1, item 3 - certificates from the revenue authorities and certificates from a municipalitybut at the headquarters of the contracting authority and the municipality in which the participant has its seat, c) for the circumstances under Art. 54, para. 1, item 6 and under Art. 56, para. 1, item 4 of the Public Procurement Act - a certificate from the bodies of the Executive Agency "General Labor Inspectorate", and if the participant is a foreign person, corresponding documents are submitted according to Article 58, paragraphs 3, 4 and 5 of the Public Procurement Act. participants in the procedure:

1-removes from the procedure a participant for whom the grounds under Art. 54, para. 1 of the Public Procurement Act, which arose before or during the procedure, as well as in the cases of a participant in the procedure which is an association and there are some of the circumstances under Art. 54, para. 1 of the Public Procurement Act for natural and / or juridical persons - members of the grouping. Removal of participants shall be in accordance with the requirements of Art.57 of the Public Procurement Act. Proof of the lack of grounds for removal shall be carried out in accordance with Art. 58 of the Public Procurement Act. Pursuant to Art. 107 of the PPA, the contracting authority shall remove from participation: a) a participant who does not meet the selection criteria or fails to fulfill another condition specified in the tender notice or in the documentation, b) a participant who has submitted a tender that does not meet of:

- before- the rules and requirements relating to environmental protection, social and labor law, applicable collective agreements and / or provisions of international environmental, social and labor law listed in Annex 10 to Art. 115 of the Public Procurement Act; (c) a participant who has not submitted the justification under Art. 72, para. 1 of the Public Procurement Act or whose offer has not been acceptedaccording to Art. 72, para. 3-5 of the Public Procurement Act; The assignor removes: a) participants who are related parties; b) participants who are found to have the circumstances under Art. 3, item 8 of the Economic and Financial Relations Act with the companies registered in preferential tax jurisdictions, the persons controlled by them and their real owners, unless it is excludedunder Art. (C) a participant who has submitted an offer individually and, at the same time, participates in a consortium or has consented to be a subcontractor to another participant, d) a participant for whom the grounds under Art. 69 of the Law on Counteracting Corruption and for Removal of Unlawfully Acquired Property.

For the above mentioned reasons for removal specific national grounds for removal(a), (b) and (d), the convictions for crimes under Articles 194-208, 213a-217, 219-252, 254a-255a and 256-260 of the Criminal Code within the meaning of Article 54 (1) (1) of the Public Procurement Act, the existence of violations under Article 61, Paragraph 1, Article 62, Paragraphs 1 or 3, Article 63, Para. 1 or 2, Article 228, paragraph 3 of the Labor Code and under Article 13, paragraph 1 of the Law on Labor Migration and Labor Mobility in the sense of Art.54, para. 1, item 6 of the Public Procurement Act.
